On your point enforcing labor laws and reforms I kind of agree. There are agencies but resource less, then there is no awareness either amongst labor, earning one day wages overrides rights. India is the largest population of casual employees.
But unions operate in every country?My quick 2 cents here: Any kind of regulatory overhaul of the Labor code is impossible unless it goes hand in hand with regulatory enforcement for those who cut corners.
The problem in India is that there is no enforcement and so much corruption in the what little enforcement there is, which is why people need unions and cradle-to-grave job security because there is no else to check the companies, businesses and owners who abuse or game the system.
