Just woke up to a dream, where media highlighted that China had given up it's claim on Arunachal Pradesh, and India and China finally moving in direction of full fledged cooperation. It was a nice dream.

Iran's presidential election kicks off


Tehran (ISNA) – Iran's presidential and Islamic City Council elections began Friday morning across the country.



Iranian voters are heading to the polls to choose Iran's next president and members of local City and Village Councils, with more than 56 million people eligible to vote. Of that number more than one million people vote for the first time.

The four candidates who are seeking to become the Iran's next president are incumbent president Hassan Rouhani,member of Iran’s Expediency Council Mostafa Aqa-Mirsalim, Seyyed Ebrahim Raeisi, the current custodian of the Holy Shrine of Imam Reza (PBUH) in the northeastern city of Mashhad and former vice president Mostafa Hashemi-Taba.

The elections are holding in about 103 countries around the world such as Czech Republic, Ireland, Switzerland, Afghanistan, Pakistan, France and China. Iranian citizens who live abroad can go to Iranian embassies and consulates and cast their votes.

Additional to local reporters, 570 reporters from 42 countries cover the important event.

The results of the presidential election are likely to announce on Saturday.

But Tibetans don't seek freedom, they seek autonomy, preservation of their culture, traditions and heritage instead of being dictated by alien culture/communists. India, China and Russia joining hands would be good news for a multipolar universe.

India is procuring Kamov choppers to replace its ageing Cheetah and Chetak helicopters



An Indo-Russian joint venture to produce the Kamov military helicopters under a $1 billion deal has been registered in India and efforts are on to co- produce them, a senior official of the Russian defence major Rostec has said.

The joint venture was registered in May, said Victor Nikolayevich Kladov, the head of the Department of International Cooperation and Regional Policy, Rostec State Corp, Russia's umbrella organisation for 700 hi-tech civilian and military firms which was established in 2007.


In October last year, India and Russia finalised a broad agreement for the JV between Hindustan Aeronautics Ltd (HAL) and two Russian defence majors.

India is procuring Kamov choppers to replace its ageing Cheetah and Chetak helicopters.

Sixty Kamov-226T helicopters will be supplied to India in fly-away condition, while 140 will be manufactured in India under a $1 billion deal inked in 2015.

"We are very happy to know that the joint venture has finally been registered by the Indian Government in May," Kladov told reporters here ahead of the MAKS-2017 airshow that began today in the Russian town of Zhukovsky near Moscow.

The airshow will continue till July 23.

"Everything will be in the hands of the joint venture. Now initiative all goes to this joint venture," Kladov said.

"It is registered in India because judicially it is in India. It was approved by the Russian Government in April and then after having been approved by the Russian government, it was registered in India," the top Rostec official said.

The agreement for the Kamov choppers was signed during Prime Minister Narendra Modi's visit to Russia in December, 2015. In October last year, Russian Helicopters, Rosoboronexport and India's HAL Corp had almost completed the formalities for the joint venture to localise the production of Ka-226Ts and deliver them to the Indian market.

On the supply of S-400 Triumf anti-aircraft missile systems to India, Kladov said, "We are talking already".

"There is a G to G (government to government) agreement on this subject and parties are in the midst of negotiations," he said.

Asked about the upgrading of Sukhoi Su-30MKI, Kladov said the Indian government is "evaluating" it.

"This question as far as I know was raised between President Vladimir Putin and esteemed Prime Minister Modi in St Petersburg last month. The Indian prime minister once again reiterated that the Indian side needs time to evaluate it's strategy of development and how to spend money," Kladov said.

"We are offering a package for modernising the Su-30 aircraft. It will obtain new capabilities, it will be very close to the fifth generation aircraft in capabilities. This is a deep modernisation, everything should be changed engine, radar etc," he said.

Kladov said it was up to India whether it wants to pick up the entire package or opt for selective modernisation.

"The Indian Air Force has to evaluate its strategy and then take a decision," he said.

On reports that the Indian Air Force has been planning to order more Mi-17V-5 chopper for long, he said, "We are waiting for an invitation to negotiate. It's been quite a long time. It was announced...And delayed a few times because of budget complications or whatever, but we expect this to happen later this year."

Talking about the 13th MAKS airshow, Kladov said it was a "big show".

Some 800 companies are participating from Russia and 180 companies from worldwide from 37 countries.

There were 10 national pavilions, he said, adding that Indian firms like Hindustan Aeronautics Limited (HAL), Larsen and Toubro and many others were participating in the event.

"We will further talk on our joint venture Ka-226 helicopter production and a number of other mutual defence projects," he said of India's participation in the airshow.

Asked if any project with India he wants to highlight, Kladov said they are "well known".

Rostec Corporation, one of the main organisers of MAKS- 2017, will present the latest Russian developments in the space industry as well as in aircraft and helicopter engineering and weapons.

"During the salon, we plan to reach several key agreements with our strategic partners. In particular, we intend to conclude an agreement with the United Aircraft Corporation (UAC) on the supply of new engines for Il-114-300 and to sign a memorandum with Chinese partners for the creation of a Russian engine for wide-body long-range aircraft on the basis of United Engine Corporation (UEC)," said Sergey Chemezov, Rostec's General Director.

"During the negotiations with our foreign partners, we intend to focus on after-sales service of aviation equipment and on construction of service centres," Chemezov said.

Asked if western sanctions against Russia would hamper the airshow, Kladov said they won't affect it as, "politics is politics and business is business.

HAL plans to carry out further flight testing on PT1 & PT2 in the months ahead to freeze the helicopter configuration by end of this year. Senior officials from HAL, representatives from RCMA(H/c), AQA, IAF and Army were present during the flight

It will only be assembly for the first few weeks year while the required infrastructure is established, similar to Su 30 MKI

I don't think Indo-Russian relationship was ever moribund or damaged to need a significant revival or healing. These deals are not concluded in a day, the negotiations were going on for years and now they are close to finalisation, we feel that there's a sudden upswing in our relations.

right now Govt don't know if GST is a hit or a flop, or rather they don't know how the tax collections trends will be..

Russia and India may boost cooperation in Far East

Russia’s Far East may become a new platform for expansion of bilateral cooperation between Russia and India, experts of the Far Eastern Federal University’s think tank told TASS.

For the first time, 'Russia-India' business dialogue has been included in the business program of the Eastern Economic Forum (EEF-2017) due in Russia’s Vladivostok on September 6-7. According to the Ministry for the Development of the Russian Far East, Nirmala Sitharaman, India’s Minister of State for Commerce and Industry will head the country’s delegation at the forum. Also, official figures and over 30 heads of Indian companies have announced plans to participate in EEF-2017.

Rethinking traditions
India can tap new and rethink traditional scopes of engagement with Russia through cooperation with the Far East, the Russian Foreign Ministry’s official Vladimir Konovalov thinks. Experts of the Far Eastern Federal University share the view.

According to Director of the School of Humanities at the University Felix Azhimov and Yevgeny Baranov of the Expert and Analytical Center, the cooperation between Russia’s Far East and India is only emerging in a number of areas that have a huge potential in this respect. Among such areas are pharmaceutical industry, medical tourism, ecology, and food safety.

Experts also noted the importance of moving away from ‘Moscow - Delhi’ cooperation model to ‘India - Russian regions' model. They assume that the partnership between the two countries in ‘traditional’ fields has already hit its ceiling, while the projects in strategic areas implemented under the state’s guidance usually rides on the political will and administrative resource.

"In this regard, a shift to local projects at the level of mid-sized and small business may turn the situation around," they said, adding that it may also kickstart game-changing transformations in the relations between Moscow and New Delhi and revive them, making it more profitable for both sides to cooperate.

New mechanisms - new prospects
According to analysts, international institutions, such as the Shanghai Cooperation Organization (SCO) and BRICS, as well as Russia’s Eastern Economic Forum, play an important role in deepening the cooperation between Russia and India.

"Russia’s Far East has a huge potential for deepening the Russian-Indian cooperation through international institutions, be it SCO, BRICS or EEF, which will see a meeting in a 'Russia-India' business dialogue format in 2017," the Expert and Analytical Center’s Vitaly Savenkov said. He considers expectations of enhanced cooperation between the two countries in various spheres to be "more than well-grounded", if the sides manage to combine the global and regional potential of the above-mentioned integrations with Moscow and New Delhi’s striving for cooperation.

Deputy Director of the Expert and Analytical Center Dmitry Shelest assumes that it is necessary to use the mechanisms that have proved useful in the Far East, to boost the Indian presence in the region.

"The Indian side is aware that there are 19 priority development areas in the Far East, with various percentage of completion to cooperate with foreign investors," he said, adding that this and many other initiatives can help implement economic projects involving the Indian side.

"Big state initiatives, such as priority development areas, are really useful, provided that they are being implemented through the ‘cooperation for the sake of regional development’ model, instead of ‘cooperation for the sake of cooperation’ model," Azhimov and Baranov said.

Promoting business in the regions
Experts of the Far Eastern Federal University also think it is important to build up structures to promote business in India and Russia in order to develop bilateral projects.

"As an example, a council on cooperation with Indian businessmen and investors can be established. A similar body can be set up in India. Structures focused on local peculiarities, may be useful for businesses in both countries, as they can cooperate simultaneously with entrepreneurs, representatives of culture and authorities," Shelest said. The initiative is particularly important due to the fact that insufficient knowledge of cultural peculiarities and local practice of doing business often hinders the cooperation between small and mid-sized businesses in Russia and India, he said, adding that the sides are challenged by differences in cultural, religious and business traditions.

Also, experts said, multifunctional transport hubs should be formed in the Far East, and it is necessary to cut the delivery periods for Far Eastern consumers of Indian goods and provide extended education for customs brokers in the region working with Indian cargoes, in order to promote the relationship between Russia and New Delhi.

EEF-2017
Third Eastern Economic Forum will be held on September 6-7, 2017 in Vladivostok. The TASS Agency is the general information partner of the EEF-2017 and moderator at the site for presentation for investment projects.

The participants of ‘Russia-India’ business dialogue will discuss investment opportunities in shipbuilding, fishing, woodworking industries, geological exploration and minerals processing, oil and gas sector, diamond cutting, pharmaceutical industry, agriculture, tourism and traditional Indian medicine.

Russia says military drills with India not against China
MOSCOW: Russia has said that the upcoming Russia-India military drills do not target China and expressed confidence that New Delhi and Beijing can resolve their border tensions.

"Russia does not carry out military exercises or other cooperative events that may lead to worsening relations of a country we maintain multilateral ties with," Foreign Ministry spokeswoman Maria Zakharova said on Thursday.

Zakharova said Russia always provides all interested parties with comprehensive information "in order to stop any speculation on such issues as soon as possible", Xinhua news agency reported.

As for the border standoff between India and China, she said: "We express absolute confidence that New Delhi and Beijing, as responsible members of the international community, will be able to find mutually acceptable ways to quickly resolve the tensions."

Russia's largest oil producer Rosneft said on Monday it had successfully closed a deal to buy a 49 percent stake in Indian private refiner Essar Oil Limited (EOL).

An investment consortium comprising Trafigura and UCP has also announced the closure of their acquisition of a separate 49 percent share of EOL.

"Together with our partners we intend to support the company to significantly improve its financial performance and, in the medium term, adopt an asset development strategy," Rosneft cited its CEO Igor Sechin as saying in a statement.

NEW DELHI: The government is in touch with Russia over the Sino-Indian military standoff at Doklam ahead of the upcoming Brics summit in China, official sources said. This is significant as India, hampered by an increasingly disoriented Trump administration, has looked at Moscow in the past 6 months to convince Beijing to shed its antagonistic approach towards India.

This was obvious also in the way India reached out earlier this year to Russia to convince China to drop its opposition to India's bid for membership of Nuclear Suppliers Group (NSG). "Russia is an important strategic partner and it's natural to discuss issues concerning security with a friendly country," said an official requesting anonymity.

In recent Brics preparatory meetings, Indian officials discussed with their Russian counterparts the situation at Doklam in Bhutan, reiterating India's position that by constructing a road China was unilaterally changing the status quo and that this had serious security implications for India.

While India has not yet officially announced the participation of PM Narendra Modi in the Brics summit, which will be held September 3-5 in Xiamen in China, Russia is confident that the event will turn out to be successful despite the tension prevailing at Doklam.

In that context, it may be significant to mention here that China has continued to stall the meeting of Russia-India-China (RIC) trilateral foreign ministers' meeting which was scheduled earlier this year in April. Even though Beijing denied it, the decision to pull out of the meeting in April was widely seen as China's way of getting back at India for hosting Dalai Lama in Arunachal Pradesh.

Despite Russia having worked actively to keep the RIC mechanism alive, the annual meeting couldn't take place this year because of "differences over dates". While India doesn't expect Moscow to come out in open with support for its position on Doklam, it won't mind the Russians working through diplomatic channels to convince Beijing to stop constructing road on disputed territory.

It also won't be enough for Modi to just show up at Brics without keeping the outcome document in mind. New Delhi is looking for support from Russia to ensure that Indian interests, especially on the issue of terrorism, are not diluted.

India will remember the Goa Declaration issued after the 2016 Brics summit which failed to address India's core concerns related to state-sponsored or cross-border terrorism. It is believed that China blocked the use of that term used by India to highlight Islamabad's support to India-specific terror groups. It also blocked India from name-checking Pakistan based terror groups like Lashkar and Jaish even as it let Russia mention Jabhat al-Nusra, a terror group in Syria.

The fact that the Brics summit took place last year not long after the Uri attack, which saw 19 Indian soldiers killed in a cross-border terror strike, only added insult to injury. It is unlikely, officials said, that India will agree to such a formulation of the outcome document this year.

As strategic affairs expert Brahma Chellaney had put it, China had then managed to successfully defend Pakistan terrorism at a multilateral event on Indian soil. As Indian officials admitted then, there was no consensus on naming Pakistan based groups as other Brics nations were not hurt by their actions.

MOSCOW (Sputnik) – Russian Defense Ministry said that "an official closing ceremony of the first Russian-Indian drills involving various types of armed forces, Indra-2017, has taken place at the water-sports site of [Russia's] Pacific Fleet in Vladivostok."

The representatives of the Russian Pacific Fleet, the Eastern Military District, Indian Armed Forces as well as parade ship crews, marine squads, motorized rifles, pilots of both countries, silent drill platoons and the Pacific Fleet's orchestra participated in the ceremony, according to the defense ministry statement.


Indian ambassador Pankaj Saran said that the theme of the joint exercise — counter-terrorism, is relevant and such exercises pose barrier to terrorists.

At the Sergeevsky Range, the ground forces of the two countries held a joint training exercise to repel simulated terrorist attacks.

The Indra-2017 drills were held between October 19 and 29, involving over 400 Indian servicemen and approximately 1,000 Russian troops. The purpose of the exercises was to train military command, coordinate activity, practice tactical maneuvers for combined units and improve the interaction between Russian and Indian servicemen.

In honor of completing the INDRA-2017 exercise, a parade was held during which the leaders of the exercise from the Russian and Indian sides, the deputy commander of the Eastern Military, Lieutenant-General Sergei Solomatin and the commander of the Indian land division, Major-General Nudurupati Durga Prasad, greeted the servicemen of the two countries.

This was the first time when various types of Russian-Indian armed forcesparticipated together in joint drills. In 2016, the two countries held separate air, navy and land forces drills.
