Russian shipbuilder mulls manufacturing hub in Visakhapatnam


VISAKHAPATNAM: The United Shipbuilding Corporation of Russia, the fifth biggest shipbuilders in the world with a turnover of 5 billion US dollars, is considering Visakhapatnam for making its manufacturing hub.

Alexey L Rakhmanov, president of the United Shipbuilding Corporation, during a brief interaction with the media after the inaugural of the two-day dialogue between India and Russian defence industries here on Wednesday said that the company had found Andhra Pradesh in tune with its needs. “However, there is a long way to go before the final decision is taken,” he said.

Acknowledging the potential of India, particularly Andhra Pradesh in defence manufacturing sector, more so for naval needs, given its strategic location, Rakhmanov said they are contemplating more ties between Indian and Russian institutes of higher education, so that the human resources could be built for the benefit of the defence manufacturing sector.

Earlier during his presentation at the inaugural, he said that the proposed manufacturing hub in India could become their global production unit.

“Russian shipbuilding firms are inclined for setting up joint ventures with Indian firms as part of the Indigenization of defence manufacturing equipment,” he said while underlining the vast scope for production of commercial vessels and lauded the emphasis being given by the AP government on port-based development and inland waterways.


Speaking on the occasion, Krishna Kishore, CEO of Andhra Pradesh Economic Development Board said Andhra Pradesh offers a perfect eco-system for defence manufacturing equipment, as it is not only stands second in the ease of doing business in India, but has the second largest sea coast, six ports and eight more in the offing, six airports with another six under proposal.

Kartikeya Misra, director of the state industries and commerce department said Indian defence needs are met by imports up to 60 per cent. “It gives a good opportunity for OEM (Original Equipment Manufacturers) to invest in India, particularly Andhra Pradesh.”

According to him, Indian Navy would need 13-15 sea vessels, but existing shipyards in the country can build five vessels at the most, which in turn gives an opportunity for the ship builders of Russia to invest in the country. “It’s a win-win situation for all,” he said.Rear Admiral LV Sarat Babu, chairman of Hindustan Shipyard Limited said shipbuilding is critical to maritime nation like India for both its defence capabilities and for its economic prosperity.

“Investment in shipbuilding will trigger investment in other allied sectors that will be nearly 10 times more. Low labour cost is one of the advantages of India,” he pointed out.

Vice-Admiral HCS Bisht, flag officer commanding-in-chief, Eastern Naval Command (ENC) recalled the strong ties between India and Russia not only in defence but also in other sctors.

“In fact, role of Russia is very much there in the growth story of Vizag,” he said

Moscow Invites New Delhi To Take Part In Arctic Projects


There are definitely interesting projects in the sphere of shelf development. There is a possibility of joint use of the Northern Sea Route and development of the Arctic shelf.

India may take part in the development of the Arctic shelf along with Russia and China, Russian Deputy Prime Minister Dmitry Rogozin said on Tuesday.

"There are definitely interesting projects in the sphere of shelf development and as we establish a joint instrument for the development of the Arctic shelf we plan to invite there not only Chinese but also Indian partners," he told journalists after talks of the India-Russia Inter-Governmental Commission on Trade, Economic, Scientific, Technical and Cultural Cooperation.

Apart from that, he said there is a possibility of joint use of the Northern Sea Route.
According to the Russian deputy prime minister, India is interested in establishing an international transport corridor North-South, from Russia’s St. Petersburg to India’s Mumbai, to ship cargoes, commodity and passengers between the Baltic countries and India.

"The transport corridor is an extremely interesting thing, and I think it has good chances to be realized," Rogozin stressed.

The India-Russia Inter-Governmental Commission on Trade, Economic, Scientific, Technical, and Cultural Cooperation (IRIGC-TEC) met in New Delhi on Tuesday, to review the status of ongoing bilateral projects and further broaden strategic cooperation in the critical areas of trade and commerce, energy, space and high technology.

The sides also discussed further joint work on the construction of new power units in India.


NEW DELHI, September 13. /TASS/. Russia and India are looking at developing joint projects for the construction of nuclear plants in third countries, Russian Deputy Prime Minister Dmitry Rogozin said on Tuesday.
"Russia and India are discussing a possibility of joint entry to the energy market, including the electricity market, and of joint entry to the markets of third countries with nuclear plant construction projects in future," he told journalists after a meeting of the Russian-Indian intergovernmental commission on trade-and-economic cooperation.
Apart from that, according to Rogozin, the sides are also discussing further joint work on the construction of new power units in India, with an eye of building more than ten power units in that country by 2020.
"Russia continues to develop a series of the world’s safest nuclear plants," the Russian deputy prime minister said. "Currently in focus are the problem of prices, the problem of the construction site and problems of geology. But these are technicalities."
Science and new technologies
According to Rogozin, India and Russia are looking at setting up a joint organization for the development of contacts in the sphere of science and new technologies.
"We are also discussing closer ties in such sphere as science and new technologies. Indian colleagues have serious developers in the IT technologies sector, we have what Indian colleagues need," he told journalists after a meeting of the Russian-Indian intergovernmental commission on trade-and-economic cooperation.
"It is quite probable we can set up a joint organization on science and technologies that will be tasks to promote cooperation between academic institutions in the area of defense, dual and civil technologies," he added.
Arctic cooperation
Rogozin said India may take part in the development of the Arctic shelf along with Russia and China.

NEW DELHI: Ahead of their annual bilateral summit, India has conveyed its opposition to Russia over its joint exercise with Pakistan, a nation which "sponsors and practises terrorism as a matter of State policy", saying it will create further problems.

"We have conveyed our views to the Russian side that military cooperation with Pakistan which is a State that sponsors and practises terrorism as a matter of State policy is a wrong approach and it will only create further problems," Indian ambassador to Moscow Pankaj Saran said in an interview to Russian news agency Ria Novosti.

This is a very significant statement, one of the rare moments when India has made such a clear statement.

India-Russia relation surely is going downhill and India seems to be redying for this reality. I don't think that India is bothered too much, this is one of the side effects of India's rising profile.
I have quoted somewhere before that India can understand Russian proximity to china as china can't be avoided. Similarly Russia should understand India can't avoid a friendly USA. Pakistan doesn't come into the equation .
India Russia ties are severely hampered on economic side. The question that India needs to ask if Russia has accepted a Chinese hegemony in Asia . If so then India Russia ties are toast:tsk:

I am almost sure that you are being sarcastic.

Using your logic there is nothing to worry for Russia if NATO seeks military bases in Russia's neighborhood? Russia is just a spent power which is trying to punch above it's weight.

Russia may be powerful, but South Asia is our backyard, we can play this game better, just like Pakistan did against the USSR in past.

Russia, India to start joint airplane & helicopter production



New Delhi has sent an official request to Moscow to begin joint production of civilian aircraft for India, said Russian Minister of Trade and Industry Denis Manturov. Russia is ready to begin the project, added the minister.

“We can offer Russian experience in creating this aircraft, and could consider the possibility of participation both in this project as a whole and in its individual stages from the design stage to after-sales service,” Manturov told the Economic Times of India.

He also said there are plans for a joint venture to produce and supply Ka-226T utility helicopters. An agreement to build up to 200 helicopters is expected to be signed later this month. It includes servicing, repair and technical assistance.

The Ka-226T is a new version of the light multi-purpose Ka-226 helicopter, and has a take-off weight of almost four tons and a maximum speed of 250 kilometers per hour. It is capable of carrying up to 1100 kg payload in the cabin or on an external sling.

Russian Helicopters Holding is participating in a tender to supply two civil Mi-172 helicopters, in addition to those that are already operating in India, according to Manturov.

India has been a traditional buyer of Russian arms since the 1950s. Over the last five years, about 70 percent of the country's military purchases came from Russia.

New Delhi is in talks with Moscow to acquire a number of Russian-made Ilyushin transport aircraft for its air force. The mid-air refueling aircraft would enhance the operational capabilities of the Su-30 fighter jets specially developed for India by Russia’s Sukhoi Design Bureau. The Indian Air Force (IAF) is already equipped with Russian-built IL-78 mid-air refuelers.

India has more than 300 Russian Mi-8 and Mi-17 helicopters in its fleet.

The IAF has plans to purchase 48 additional Mi-17V-5 helicopters for $1.1 billion. Eighty Mi-17V-5s have been delivered to India in 2011-2013, after a contract was signed with Russia’s state weapons exporter Rosoboron export.

In December India approved the purchase of five S-400 air defense systems from Russia which is part of the biggest arms deal between the two countries in a decade.

It is alarming when the Indian ambassador to Russia has to say India is not "pleased" due to the growing Russo-Pak military relationship.
It is definitely NOT business as usual with Russia.
17th India-Russia Annual Summit

The President of the Russian Federation, H.E. Vladimir V. Putin will visit Goa from 14-17 October 2016 when, besides attending BRICS Summit, he would also hold 17th India-Russia Annual Summit with Prime Minister of India.

Bilateral Cooperation has increased in all the spheres over the years. Declaration of Strategic Partnership between India and Russian Federation was signed in October 2000 in New Delhi heralding the mechanism of Annual Summits.

At the bilateral Summit in Goa on 15 October 2016, the leaders are expected to review the entire gamut of India-Russia bilateral relations and review the progress made since the last summit held in Moscow in December 2015. Important bilateral agreements are expected to be concluded and a joint statement released at the end of the summit. Further, given that the year 2017 marks the 70th anniversary of the establishment of diplomatic relations between the two countries, a number of commemorative celebrations marking the important milestone is planned.

India making a formal complaint ahead of the Goa summit is a tactical high-risk diplomatic move, This will set the tone and level of warmth (or lack of it) when the two leaders meet later on. Something's certainly cooking behind the RED curtain.

Russia's complete embrace of China, and flirting with Pakistan after being coaxed by China, was the primary reason India tilted towards US. I see time coming in near future where India/Russia will more openly disagree with Russia/India on policy matters. I do not know how longer these two countries (India -Russia) will support each other.

Few Pointers:
a) For the first time in decades US showed tilt towards Indian POV in Kashmir. I mean it is surprise to all those who grew up hearing sermons from George Bush Senior to Obama - part 1.
b) If you check state backed Russian Media, there is growing negative reports about India, most of them which are poor reminiscent of from typical BBC/DailyFail hate farticles..
c) Sly warning by Indian ambassador to Russia, just before visit, means something is definitely not right in Indo-Russian relations

All in all, I think Russia has formally decided to become a alliance partner with China. And in long run, Russia must have calculated how to compensate loss of India as a major defense customer,. North Korea, Pakistan(China funded), More Chinese purchases are the few alternatives I can think of. However I dont think China can support both NK and Pakistan financially.

And as @gadeshi mentioned, if its really about Russia operating out of base from Pakistan(presumably jointly along with China), then I see India and Russia getting more distant in near future

Russia Will Continue to be Major Defense Partner With India


India will sign a defense deal worth $9 billion in next six months. More so, the coming months will witness some of the biggest defense deals signed between India and Russia ever.

New Delhi
— In the backdrop of growing tension in the South Asian region, India will further expedite purchase of arms and equipment. Manohar Parrikar, Indian Minister of Defense indicated that the country would sign defense deals worth close to $9 billion in next six months.

"Over the next six months, I hope to sign another $7.5-9 billion worth of contracts, taking the total to $45 billion in last 3 years," said Indian Defense Minister Manohar Parrikar.

Parrikar stated that during the past 23 months, India had signed contracts worth $34 billion. Recently, the government signed a letter of intent with a government-run shipyard for $4.8 billion, taking the total orders to $38.8 billion.

Sources close to Ministry of Defense said that most of the upcoming defense deals will be signed with Russia. Recently, India and Russia expressed their desire to conclude the deal already approved by the Indian Defence Apex Council. Part of the deal is expected to be signed this week during the annual summit to be held in Goa. A billion dollar deal to manufacture 200 Kamov-226 T helicopters under the ‘Make in India' program is expected to be signed between the countries.

"The complex agreement to set up a joint production facility of Ka-226T helicopters is expected to be signed at the BRICS forum," said a statement by Russian firm Rostec State Corporation.

But, the intended purchase of five S-400 ‘Triumph' for the Indian Armed Forces would be the major attraction for the global arms industries for if the deal goes through as planed it will be one of the biggest arms deal between India and Russia.

That doesnt make logical sense.
Does Russia want to equip china with technology so that china can market it cheaper than Russia in the international market for NoKo and pakistan (2 begger state) of all the nations in the world.
How can Russia compensate the huge loss with NoKo and pakistan WITH china supporting them ? Dont you think china will sell them cheap chinese copies.

china is no fool to equip pakistan with costly equipments and SUPPORT for the spares because of regional consequences and the ability of pakistan to switch sides with terrorism as a leverage.

Also..Russian equipments evolve so is Indian needs ..meaning India would require best equipments from Russia in the future too. and mostly I think there will be more joint collaborative projects between Russia and India making it a very interesting dependence other than just buyer seller relation.
GoI and Russia are taking the relation to a collaborative level.


Russia is linking with pakistan on certain key counter measures which is based on anti terrorism initiatives.. Russia has somewhat good percentage of muslims and they would want to tame pakistan at the earliest.

pakistans immature idiots in establishment thinks that they have some sort of VACCUM when US moved closer to India.
pak is simply boosting that aspect and working their dreams around it away from the reality of India Russia relationship.
