Reliance Defence signs $6 billion pact with Russian arms firm as Modi visits Moscow

http://www.firstpost.com/business/r...-arms-firm-as-modi-visits-moscow-2558678.html

New Delhi: Reliance Defence said on Thursday it had signed a manufacturing and maintenance deal potentially worth $6 billion with Russia's Almaz-Antey, the maker of an air defence system that sources said the Indian military was poised to buy.

The partnership between the Indian firm controlled by billionaire Anil Ambani and the Russian firm was announced as Prime Minister Narendra Modi began a trip to Moscow aimed at strengthening defence ties.

<img class="size-full wp-image-2558692 alignleft" src="http://s2.firstpost.in/wp-content/uploads/2015/12/Modi_Putin_PTI_380.jpg" alt="Modi_Putin_PTI_380" width="380" height="285" />Earlier this week, Indian defence ministry sources said the government had cleared the purchase of five S-400 air defence systems that are estimated to cost about $4.5 billion in a bid to modernise the country's defences against airborne attacks.

"The two sides identified the air defence missile systems.... radars and automated control systems as areas of partnership.... as well as offset policies of the Indian Ministry of Defence," Reliance said in a statement.

Under the offsets policy, global defence contractors are required to invest a percentage of the value of any deal in India to help it build a defence industrial base and reduce imports for a military that has emerged as the world's biggest buyer of arms in recent years.

India is forecast to spend $250 billion over the next decade to upgrade its military and Modi's government wants a greater role for Indian state and defence firms.

Reliance is forging close ties with Russia to jumpstart its ambitions to develop a defence business from scratch. It said it had also discussed joint implementation of modernisation, repair and overhaul of Almaz-Antey systems already in service in India.

The company also plans to bid for contracts for local manufacture of helicopters, submarines and ships. Earlier this month, Ambani's Reliance Infrastructure took sole management control of Pipavav Defence and Offshore Engineering Co which has built patrol vessels for the Indian navy.

Chopper Deal On But No Movement On Other Defence Projects During PM Modi's Russia Visit

Looks like a damp squib as far as defense deals are concern.

I do not know what Modi thinks. From the outlook (going by his speeches) he looks profound strategic thinker, but from actions things are hardly showing any direction or pace.

His decision on Rafale during his visit to France was a twister of it own kind that still hasn't gone down well or ticked any boxes.

To give benefit of doubt to him he might be linking every procurement with his Make in India policy, but that can cause same lag that happened during UPA because of different reasons.

Russia to ship 10mn tons of oil annually to India in next 10 years – Putin

https://www.rt.com/business/327035-modi-putin-russia-india/

“Mutual investments currently average around $11 billion and we want to increase them to $30-50 billion by 2025,”Jaishankar told reporters on Tuesday. He called it a "very big priority" for both parties.

I don't think India will get pulled deep into USA orbit. Just reorient towards Russia & France will take some time.

France maybe not possible next few decades as it rejoined Nato. They just agreed to build tor1m in India, pantsir & s400 even 500 not far off then.

Only thing they really want from USA is a super carrier, not much risk of kill switch as there's mutual interest to contain China.

You don see deals for us tanks, planes or guns do you? Artillery yes but it's stop gap until Dhanush production up.

USA is a very big economic partner much to chagrin of many nationalists.

We have probably 20x trade volume with USA, as we have with Russia. That simply, can't be ignored.. Only reason now for all this, is Russian market wide open after Turkish Europe exit.

Putin wants to balance China influence by using us. Same as we want to balance USA influence using them.

Likely in g2 world coming up (USA security, Chinese trade) Indian Russian relationship will be geopolitical balancer.

Russian Aircraft Service Center Soon in India

“ASC Aeronautical Equipment, part of the Technodinamika Holding, will open a service centre in India before the end of the first quarter of 2016,” Oleg Vasiliev, CEO of the Aviation Service Center (ASC) Aeronautical Equipment, a member company of the Technodinamika Holding, told RIR..
“This company will be engaged in repairing Russian military vehicles currently operating in India, supplying accessories and ground equipment, and ensuring all aircraft and helicopters have the parts they need. Technodinamika has already concluded long-term agreements for repairs with local operators,” Vasiliev said. In particular, they will repair and maintain components of the Antonov and Ilyushin transport aircraft and Mi series helicopters.

Active work on organizing repair works in India started last year. In early 2015, ASC became accredited with the Indian Air Force, giving it the opportunity to participate in tenders for supply of components and assemblies, as well as maintenance of the Air Force’s aircraft fleet.
“Repair works will be fully localized in India. A joint venture is now being created with the Indian side. Repair and maintenance of aircraft in the service centre will be carried out by local staff who will be trained by our specialists. The centre will be provided by all the necessary repair documentation and, in fact, this will be an Indian company. At the same time, the Air Force will receive guaranteed scheduled repairs and quality at manufacturer prices,” said Vasiliev.
Earlier, the head of Technodinamika Maxim Kuzyuk informed Russian media that such centres would start operating in Peru, China, and several African countries.

Technodinamika (part of the state corporation Rostec) – is a leading developer and manufacturer of equipment for aircraft, including landing gear, fuel systems, flight control systems, and auxiliary power units.
In addition to aircraft equipment, the holding produces parts and components for other industrial sectors such as oil and gas, automotive, transport, and energy.

Russia-India oil deal at risk due to US sanctions - media

US sanctions are threatening to derail Russian energy major Rosneft’s acquisition of a 49 percent stake in India's Essar Oil, reports The Times of India.

The deal was curtailed by the US Treasury's Office of Foreign Assets Control, according to the daily.

In July 2014, the Department of the Treasury included Rosneft on the list of sanctioned Russian companies after Washington accused Moscow of involvement in the military conflict in Eastern Ukraine and of annexing Crimea.

Indian banks, which invested over $5 billion into Essar Oil and currently hold 17 percent, expressed concerns over the deal due to fears of the potential consequences.

“We may have to review our exposure to Essar Oil if Rosneft comes on board,” said a top banker with a state-run lender, as quoted by The Times of India.

However, Essar Oil will reportedly try to push the deal with Rosneft through, allowing the Russian company to enter the Indian energy market.

Searching to expand cooperation with Russia beyond the traditional defense buyer-supplier relationship, New Delhi has invested over $5 billion in the Russian energy sector.

The Essar-Rosneft deal aims to open up India's retail energy business to the world's largest oil producer.

The deal was planned to be sealed by June. The Indian company had to reduce the share intended for sale by 25 percent, but the measure failed to change the situation.

Moreover, the sale of a 25 percent stake to the Dutch multinational trader Trafigura Group risks collapse due to the close ties with Rosneft. Trafigura handles much of the crude exported by Russia.

Russia-India oil deal at risk due to US sanctions - media

Since when do we buy oil from US that we have to worry about this deal?

So what if US sanctions Russians?

This is why it is important to have a Rupee-Ruble mechanism as a backdoor channel. Trading in US dollar can be a heap of problem if we put all eggs in one basket.

Also it is about time we start involving Mauritius in as a 'neutral' intermediary the way China uses Hong Kong.

On Tuesday, Russia ' s Deputy PM Dmitry Rogozin, who was on his second visit to India in less than a month, held discussions with external affairs minister Sushma Swaraj on the general framework agreement for the fifth and sixth reactors. Russia plans to sell as many as 25 reactors to India.

The two ministers led the 22nd session of the Indo-Russian Inter-Governmental Commission on Trade, Economic, Scientific , Technological and Cultural Cooperation to prepare for the annual summit held alternatively in India and Russia.
