The government is looking to infuse Rs 1 lakh crore towards Rashtriya Rail Sanraksha Kosh (RRSK). This wish was long pending one, reported the Indian Express.

Finance Ministry has given the Railways Rs 55,000 crore for 2017-18 as Gross Budgetary Support. The first tranche of Rs 20,000 crore for the RRSK will be carved out of that, while the rest will be conventional capital expenditure, official sources told.

Out of the Rs 20,000 crore, Rs 15,000 crore will be for the RRSK. The Railways will have to come up with the remaining Rs 5,000 crore for the year from its own pocket.

The RRSK, too, will be used to clear the backlog of renewal of overaged assets, mostly tracks, signalling systems and bridges.

Railways sought Rs 60,000 crore as Gross Budgetary Support from the government for next year. The request was turned down, with the Finance Ministry initially agreeing to pay Rs 48,000 crore.

Two railways personnel, Mohammad Manjoor Alam and Ramesh Prajapati, foiled an attempt to derail a passenger train in Samastipur district, around 90km northeast of Patna, in the wee hours today.

The incident comes on the heels of claims made by a man arrested for another such attempt in October last year - in which pressure cooker bombs had been planted on tracks in East Champaran - that he was working on the instructions of a Dubai-based operative of Pakistan's ISI.

The arrested man, Moti Paswan, had also told his interrogators that he played a role in the the Indore-Rajendranagar Express derailment on November 20 last year that killed over 150 passengers.

Last night, the patrolling personnel found two big slabs of stone on the tracks between Dalsingsarai and Sathajagat railway stations on the Muzaffarpur-Barauni section of East Central Railway (ECR). When they tried to remove the stones, four men emerged and thrashed them.

The Muzaffarpur-Bhagalpur Intercity Express, with 800 passengers onboard, was to pass the area around the time.

The patrolling personnel ran to Dalsingsarai, around 2km away, and informed officials who stopped the train at the station. Railway Protection Force, Government Railway Police and local cops rushed to the spot and the stones were removed.

"If the patrolling staff had not detected it, a big accident could have happened," said ECR general manager D.K. Gayen. "It was a clear sabotage attempt."

He said Alam and Prajapati found the slabs around midnight, the engineering staff along with security personnel reached the site at 1.22am and the track was cleared at 1.44am. The 16-coach intercity express was supposed to cross the spot around 1am.

Gayen also said he would award the patrolmen who detected the stones.

ECR officials have informed chief secretary Anjani Kumar Singh and director-general of police P.K. Thakur about the sabotage attempt.

Chaitanya Marandi, additional chief security commissioner, ECR, said patrolling of tracks had been intensified after intelligence inputs a few days back about likely acts of sabotage.

A total of 3,800km of tracks come under the ECR, and generally a two-person patrolling team keeps vigil on 4.5km of tracks.

Samastipur superintendent of police Nawal Kishore Singh said: "Till 8pm, there were no stones on the track. Wait for a few days, we are investigating the case and the miscreants will certainly be arrested."

GUWAHATI: Aiming to take railway services in the region to new heights, the Northeast Frontier Railway (NFR) has planned to bring trains to Arunachal Pradesh's Tawang.
Tawang is located at a height of 10,000 feet on the border with China. Survey work for the project will start next year.
NFR general manager (construction), H K Jaggi, said three strategic lines connecting Bhalukpung to Tawang, Murkongselek (Assam) to Pasighat in Arunachal and Silapathar (Assam) to Bane in Arunachal were in the pipeline.
The estimated cost of the project is Rs 50,000 crore to Rs 70,000 crore. Jaggi said the Bhalukpung-Tawang line would be the most challenging as it would pass through terrain with altitudes ranging from 500 feet to 9,000 feet.
"It may not follow the same route as the existing road. For example, the highest point on the way to Tawang is Sela (13,700 feet). The survey will find out ways of building tracks by avoiding high-altitude zones," he said.
Naharlagun, 10km from Itanagar, was the first in Arunachal to get rail connectivity in 2014. Junior rail minister Rajen Gohain said the budget had sanctioned a survey to check feasibility of connectivity for river island Majuli. He said a 100km line would connect Majuli's Kamalabari and Garmur with Dhakukhana via Jorhat to Gogamukh.

A new Metro Rail Act will facilitate greater private participation and investment in construction and operation, he said.
Indian Railways, the world's fourth-largest, carries 23 million people daily on congested and aging tracks with roots dating back to British colonial rule. Sometimes, trains slow to a walking pace. The railways employ 1.3 million people directly.In 2015, GE and Alstom SA won contracts worth $5.6 billion to build locomotives for the railways. GE won a $2.6 billion deal for diesel engines and will invest $200 million to build a factory under a joint venture with Indian Railways, the company said then. Alstom will make electric engines in a contract worth about $3 billion.

If I were there in planning team of IR, instead of choosing from Bhalukpong to Tawang, I'd have followed a much longer route from Rangia to Tawang via Bhutan. That way we could have also connected with another country. But nevertheless its a bold decision even to think something like this and it would be a dream come true to make it materialize.

Strategic boost! Indian Railways to lay 240-kilometre rail track in Andaman and Nicobar Islands

Port Blair: Andaman and Nicobar Islands all set to get its first railway track.
According to media reports, the Ministry of Railways will soon give its nod to build a 240-kilometre broad gauge railway track between Port Blair and Diglipur, which lies in the north of the Andaman island.
At present the two towns are linked by a 350-km bus service that takes over 14 hours. The other mode of transport is ship that takes around 24 hours.
The proposed railway line will not only improve the tourism sector, but will also be of immense strategic value.
The cost to build the railway track will be 2,413.68 crore and notably the Union Territory administration has agreed to share 50 percent of the cost.
Port Blair is the only place which hosts India’s first and only tri-service command. The Army, Navy, and Air Force serve under a unified command here.
In its effort to provide better connectivity to bordering areas of the northeastern region, the central government has proposed railway lines to Tawang, Bamey and Pasighat in Arunachal Pradesh.
The Northeast Frontier Railway (NFR) is going to undertake three surveys for laying railway tracks connecting Bhalukpong to Tawang, Silapathar-North Lakhimpur-Bamey and between Murkongselek-Rupai-Pasighat.
“The proposed railway line between Bhalukpong to Tawang will also be one of the highest elevation in the country — 9,000 feet,” he said.

Indian Railways Dedicated Freight Corridor: First portion to be operational by 2018

The first portion of the railways’ long-awaited dedicated freight corridor (DFC) will become operational by March 2018 between Ateli and Phulera.

The first portion of the railways’ long-awaited dedicated freight corridor (DFC) will become operational by March 2018 between Ateli and Phulera. This will be a 190-km double track route — a total of 380-km track length — on the Western DFC, and the Dedicated Freight Corridor Corporation of India (DFCCIL) has already committed this to the railway ministry.

In addition, around 500-600 km of additional track length will be operational by financial year 2018-19, according to a DFCCIL official. The official, however, did not name the regions as they are still to be committed to the railway ministry.

DFCCIL, a special purpose vehicle of the railways, has been entrusted to develop six DFCs across the country, of which, the Eastern DFC and the Western DFC have been taken up on priority basis with funding assistance from World Bank and Japan International Cooperation Agency (JICA), respectively.

The Ateli-Phulera section will take over the freight load from the Indian Railways, and in total, DFCs will transfer a minimum of 70% of the freight carried by the Indian Railways on tracks parallel to DFCs. While JICA has sanctioned R38,722-crore loan, World Bank has committed $2.725 billion till now for the project.

According to DFCCIL MD Adesh Sharma, the capital expenditure is expected to reach R10,000 crore in the current financial year with total investments till date reaching R29,760 crore.

The cost of operations on the DFCs is expected to go up by 40% as it will have longer trains with higher tonnage capacity compared with the existed operational ones. The average speed in these tracks is also expected to rise threefold to 70-75 km per hour from the current 20-25 km per hour.

One rack on the DFC will be able to carry 13,000 tonnes of load compared with 5,000 tonnes carried by racks on the existing railway tracks.

According to Sharma, tariffs on these corridors will be lower and once all the corridors are operational, the railways’ share in carrying freight will rise from the current 30% to 50%.

While the Eastern DFC will connect Mughalsarai to Ludhiana, the Western DFC will run between Dadri and Jawahar Lal Nehru Port.

According to Sharma, almost 96% of the land required for the two DFCs has been acquired, though it is facing some issues in patches on the Khurja-Kanpur section on the Eastern DFC which is slated to operational by August 2018.

Around 160 hectares of land in Maharashtra and 184 hectares in Uttar Pradesh are also facing acquisition issues which the SPV expects to resolve by July. A total of 10,600 hectares of land is required for the two corridors excluding the Dankuni-Sonenagar stretch on the Eastern DFC which will be implemented through PPP.

DFCCIL has awarded contracts worth Rs 35,700 crore in the last two years and contracts worth R11,700 crore have been awarded since April 2016.

“All the contracts including civil and electrical on the Western DFC have been awarded and work has started on all patches,” said Sharma.

Till now, 500 km of DFC has been laid with 100 m being done per day at places where manual labour is engaged and 1.5 km where mechanised NTC machines are being used.

At present three such machines are operational and by June, four more will be deployed, taking the per day track laying average to 9-10 km per day.

Indian Railways to roll out 'Make in India' 160 kmph self-propelled 'world-class' train sets at half the cost of import!

Indian Railways is all set to roll out a ‘first of its kind’ semi-high speed self-propelled train set! Yes, the Integral Coach Factory (ICF) will ‘Make in India’ the EMUs (Electric Multiple Units) that can travel at speeds of up to 160 kmph. According to ICF, the train sets will allow for quicker acceleration and will be a technological leap for the coach factory. The train sets are currently in the design stage and will start getting manufacturing some time in 2018. For this reason, Indian Railways has codenamed the project as ‘Train-2018’. What makes these train sets special, apart from the fact that they mark a leap for ICF, is that they will be manufactured at “half the cost” if the same were to be imported!
The new train will have 16 fully air-conditioned coaches, and will boast of ‘world-class’ passenger amenities. Proposed for inter-city superfast travel, the train sets will replace locomotive-hauled intercity express trains. The train sets will have ‘Automatic Plug-Type’ doors which will open and close automatically at the stations. Like most chair cars, the train will have wide windows.
Keeping in mind passenger entertainment, Indian Railways proposes to equip the new train sets with onboard Wi-fi and infotainment. The train will also boast of GPS-based Passenger Information System to keep passengers informed about the location of the train. “The new train will have world-class facilities for passengers. The train will have plush interiors and diffused LED lighting. The toilets of these coaches will be fitted with zero discharge vaccum based bio-toilets and touch free fittings,” an ICF official told FE Online.
“The train set will be equipped with under slung 3 Phase IGBT based propulsion system which is energy efficient. Train 2018 will also offer more passenger space,” the ICF official said. All coaches of Train-18 will be inter-connected by fully sealed gangways. This will allow passengers to move from one coach to another with ease.
Additionally, ICF is looking to equip the train sets with improved mechanical couplers and modern bogies. “This will help keep the jerks and vibrations at bay,” the official said. “The train will have fully suspended traction motors, pneumatic secondary suspension and anti-roll bar. The brake system will be Electro Pneumatic, which will reduce the braking distance, so that full speed potential of the train can be harnessed,” the official said, adding that Train-2018 will have “many modern features which will debut for the first time on Indian Railways”.

The idea to develop these modern train sets was an outcome of the “Rail Vikas Shivir” that was organised by Indian Railways late last year. This also fits in with Railway Minister Suresh Prabhu’s ‘Mission Raftaar’ that was announced in Rail Budget 2016. Under Mission Raftaar, Indian Railways proposes to double the average speeds of freights trains and increase the average speed of superfast mail/express trains by 25 kmph in the next 5 years.

GUWAHATI: The Railways has sanctioned projects worth Rs 13,500 crore for the North East in this year's budget, Union Minister of State for Railways Rajen Gohain said today.
"Railway ministry has big plans for the North East. Several new projects amounting to about Rs 13,500 crore have been sanctioned in this year's budget including new lines, bridges and an elevated rail tract project from Kamakhya to New Guwahati at a cost of Rs 3,062 crore", Gohain said on the second day of the infrastructure development conference ConMac here.
These steps would not only help to boost the infrastructure of this region but also generate employment for the youth through several spin-off industries, he said.
A bottled drinking water plant under the Rail Neer brand at Jagiroad in Assam and a high-end North East Safari Train was being envisaged, the minister added.
North East Council (NEC) member C K Das highlighted the infrastructural gaps in the region as compared to other regions of the country and spoke about the initiative of NEC for infrastructure development in the region.
North East Frontier Railway has identified the critical projects in the region and the progress over the last few years has been satisfactory, NF Railway's General Manager (Construction) H K Jaggi said.
Border Roads Organization's Additional Director General S S Porwal said that with six months project implementation window in the region, an efficient management system would result in high level of performance and greater confidence in the reliability of results.
The Conference has been organised in partnership with Indian Construction Equipment's Manufacturers' Association (ICEMA).

What is a trainset?

A trainset is basically a group of coupled coaches (rake) that are individually powered by a propulsion system without a separate locomotive (think Delhi Metro).

Govt to convert entire rail network into broad gauge in 5 years: Prabhu
Converting the entire network of rail tracks into broad gauge and installing bio-toilets in all trains are among the ambitious projects being implemented to make the railways a major engine of the country’s growth.

Railway Minister Suresh Prabhu, who stated this in the Lok Sabha on Wednesday, also informed about a proposal to lay separate rail lines for freight trains and a move to lay at least 10 km track per day.

Insisting that passenger safety is a major priority, he said the latest technology is being introduced and the government was working on removing all unmanned level crossings across the country.

Investment in railways has declined over the years compared to the road sector in India while it has gone up significantly in countries like China, he said, adding a “clear cut roadmap” has been prepared under which Rs 8.5 lakh crore of investment has been planned in the next five years to make the network one of the best in the world.

Replying to a two-day long debate on Demand for Grants for the Railway Ministry during which the Opposition slammed the merger of Railway Budget with General Budget, Prabhu said the government had inherited problems from the previous dispensations.

The Demand for Grants was later passed by voice vote after rejection of all cut motions.

Prabhu said the Modi government had initiated investments to the tune of Rs 3.5 lakh crore in the last three years.

Talking about strengthening of infrastructure, Prabhu said all the meter gauge tracks will be converted into broad gauge in the next five years and all trains will be equipped with bio-toilets by October 2, 2019.

As of now, there are 3650 kms of meter gauge tracks which are to be converted into broad gauge.

According to the government target, entire track of meter gauge in the North East is to be converted into broad gauge by the end of this year. — PTI

Dedicated Freight Corridors: End is nigh for freight woes
After a prolonged delay due to issues ranging from environmental clearances to land acquisition, work on the Dedicated Freight Corridor (DFC) projects is on an even keel, with the first stretch of the Western DFC likely to be operationalised by March next year.

The DFCs will increase the average speed of goods trains from the present 25 km per hour to 50-60 km per hour, besides decongesting the Indian Railways’ (IR’s) network.

A 190-km double track between Ateli and Phulera on the Western DFC will be operationalised by March 2018. The entire Western DFC (from Dadri near Delhi to the Jawaharlal Nehru Port Trust in Mumbai) would be made operational by December 2020. The Eastern DFC (from Mughalsarai to Ludhiana) is scheduled for completion in June 2020. The first stretch on the Eastern DFC will be commissioned by August 2018.

With two machines at work, the average rate of track-laying is around 1.5 km a day at present. Two more machines are likely to be made available by June.

The Dedicated Freight Corridor Corporation of India (DFCCIL), a special purpose vehicle of the Indian Railways, has the mandate of developing six DFCs across the country, of which the Eastern DFC and the Western DFC are being built at present, with funding assistance from the World Bank and Japan International Cooperation Agency, respectively. The total track length of the two DFCs is around 3,300 km.

The axle load capacity of the DFCs will be 32.5 tonnes, which is 1.5 times that of the Indian Railways. The net tonne km on DFCs will be 40% of that for the IR network, bringing down operation costs drastically. This is expected to help address the problem IR faces of freight rates being kept high to cross-subsidise passenger operations. Subsidy on passenger operations worked out to R30,000 crore in the last financial year. “The only way the railways can increase its revenue is by enhancing efficiencies as neither freight nor passenger fares can be changed,” says D S Rana, director-finance, DFCCIL. Eventually, 70% of the freight traffic on the IR network will shift to the DFCs.



While the Eastern DFC is expected to mostly cater to coal, iron ore, steel, cement, foodgrain and roll-on-roll-off traffic, the Western DFC will ensure container, fertiliser, imported coal, petroleum products, automobile and cement transportation. Traffic on the Eastern DFC is projected to increase from 181.7 MT in 2026-27 to 251 MT by 2036-37, while the corresponding figures for the Western DFC are 203.3 MT-284.3 MT.



Work on the project has also entailed upgrading the feeder routes, i.e. tracks connecting ports, factories, etc, to the DFCs. “This is to ensure that rakes on DFC can enter the feeder routes. Almost 85% of the feeder routes have already been upgraded,” says Rana. In all, 6,000 km of feeder routes will be linked to the two DFCs.

As for the other four corridors, survey work for the projects has been completed. These four DFCs will have a total length of 7,000 km. The South-East DFC, connecting Howrah and Vijaywada, will be taken up next and DFCCIL is trying to tie up funding for the purpose. “The rate of return on this corridor would be around 22% as iron ore freight is high on the route,” says Rana.

What happens when a farmer ‘legally’ fights against railways? He gets a train
A legal battle against the Indian Railways took various twists and turns before a session court awarded a train to a farmer, the petitioner.
Ludhiana, March 18: How would you react, if a judge hearing a case gives a train, belonging to the Indian Railways, to the petitioner as compensation? Baffled? Laughing?
The case in point is that of Sampuran Singh, a farmer from Katana village in Ludhiana, Punjab. This is how Singh ended up becoming the owner of a train. Actually, the case dates back to 2007. Singh, now 45, had moved the court to seek compensation for his land acquired by the Northern Railways.

In lieu of his agricultural land, which the railways took to build the Ludhiana-Chandigarh railway line, Singh approached the court for an enhanced compensation. Initially, the railways agreed to pay Rs 25 lakh an acre to Singh. However, the court enhanced the compensation from 25 lakh an acre to Rs 50 lakh. Thus, Singh was entitled to Rs 1.47 crore.
But the railways paid only Rs 42 lakh. On Wednesday, as the railways did not clear the entire compensation, the court awarded Swarna Shatabdi Express train -- a property of the railways-- that runs between Amritsar and New Delhi to Singh.
"The court of additional district and sessions judge Jaspal Verma attached the train (number 12030) at the Ludhiana station - technically giving it to the aggrieved farmer - as the Northern Railways failed to comply with the court's order of 2015 to provide enhanced compensation of Rs 1.05 crore to him. It also ordered attachment of the office of the station master," reported Hindustan Times.
What followed after the verdict is more hilarious. Singh and his lawyer Rakesh Gandhi took the court order to Ludhiana railway station where they waited for the train to arrive before handing the document to the driver.
The officials of the station later secured an interim court order giving them control of the train until the case is heard again on Saturday. "If they fail to pay the money by Saturday then the court can sanction an auction," Gandhi said of the 20-coach express train.
The case of handing over a train to an aggrieved farmer by a court is nothing new in India. In fact, several courts in the past have unsuccessfully awarded trains to aggrieved farmers over unpaid dues by the railways.

EXCLUSIVE: Short of track, Indian Railways eyes private suppliers in blow to state steel firm

Indian Railways is considering ending state-owned Steel Authority of India Ltd's (SAIL) virtual monopoly on supplying steel for standard rail tracks, opening up annual purchases worth up to $700 million to the private sector, people close to the matter told Reuters.

The vast state rail operator is undergoing a $130 billion, five-year overhaul to modernise the world's fourth-largest network, which is blighted by ageing track and saturated capacity.

The government has also launched a $15 billion fund to improve rail safety. Train accidents due to track defects have risen 25 percent in the last two years, the railway ministry told parliament last week. (bit.ly/2nk5uZb)

In the current fiscal year, SAIL is set to fall around 250,000 tonnes of rails short of its 850,000 tonne target, according to the company's data - its eighth shortfall in 10 years, and its biggest.

SAIL executives said a sudden jump in demand for steel - up 45 percent since 2015 - to replace old tracks and lay new ones meant it was struggling to meet production targets. The company said the launch this year of a long-delayed new rolling mill at its main plant at Bhilai, in eastern India, would boost its capacity by around 100,000 tonnes.

Losing even a small part of its sales to the railways - its top customer - would be a blow to SAIL, which has lost money in seven straight quarters.

"SAIL's performance has been very poor and given that we have a MoU (Memorandum of Understanding), any failure will not be appreciated," a government official said, quoting from a Jan. 11 letter from the railways to the steel ministry that oversees SAIL, threatening to sever a deal to buy rails almost exclusively from the company.

Two other government officials confirmed the railways' threat. All three officials declined to be identified because of the sensitivity of the matter.

The rails shortfall has slowed Prime Minister Narendra Modi's plans to revamp the network, and highlights how his infrastructure investment drive is forcing government units to get tough on suppliers.

The biggest likely winner from opening up to private suppliers is Jindal Steel and Power Ltd, which has already exported rails to Iran and has tried for years to muscle in on SAIL's business.

Jindal Steel wrote to Indian Railways on March 6, offering to step in, according to a letter reviewed by Reuters. A spokesman for Jindal Steel said the firm was keen to help the railways with steel for its modernisation.

INFRASTRUCTURE RAMP-UP

The railways are already looking at bringing in alternative suppliers gradually by issuing new tenders for rails.

"Even after giving sufficient time to SAIL if the shortfall continues, the ministry of railways may explore the possibility of outsourcing some supplies," Indian Railways spokesman Anil Kumar Saxena said.

Modi has made increased infrastructure spending a key part of his economic plans since coming to power in 2014. State expenditure on roads and rails is at a record high.

"We need more steel because we are increasing laying of lines, gauge conversion and completing a backlog of work," said A.K. Mittal, the railways' board member in charge of track procurement. "We have seen a shortfall in the last year because of some issues at Bhilai. The existing rolling machine is an old one."

Two steel ministry officials said SAIL has offered to import 150,000-200,000 tonnes of rails to fill this year's shortfall. But ministry officials had noted there was nothing to stop the railways themselves importing, and cutting out SAIL, one of the two officials said.

A ministry spokesman did not respond to requests for comment.

KMRL sets 10-point list for phase-II mobility hub project

KOCHI: Seamless access to various transportation modes and facilitating a comprehensive mobility plan for Greater Kochi form the fulcrum of the concept plan being drawn up by Kochi Metro Rail Limited (KMRL) for the second phase of the Vyttila Mobility Hub (VMH) development project.

The governing body of the Vyttila Mobility Hub Society (VMHS) had entrusted KMRL with the preparation of a detailed project report (DPR) for the ₹430-crore second phase development of VMH. EGIS Rail, a consultant engaged by KMRL, has begun work on a detailed concept plan.
