Force level preparedness is a dynamic and continuous process based on various factors. All efforts are made to ensure availability of assets as per requirement. The Indian Navy has a total force level of 139 ships and submarines, comprising 16 submarines, 2 aircraft carriers and 111 other ships for carrying out various roles of Indian Navy.
Indian Navy is a well-balanced, multi-dimensional force with modern surface, sub-surface and air assets, for defending our national interests against potential adversaries. Each submarine and ship is fitted with necessary weapons and sensors which allows it to carry out its defined role and protect India’s maritime interests.
The induction of ships and submarines is being carried out in accordance with the Maritime Capability Perspective Plan and Long Term Integrated Perspective Plan 2012-27, which was approved by Defence Acquisition Council.
This information was given by Minister of State for Defence Dr. Subhash Bhamre in a written reply to Shri Dhananjay Mahadik and others in Lok Sabha today.

Seabird phase II work will start by 2016: Naval officer
The phase II works of Seabird naval base project will commence next year and is expected to be completed by 2022, said Rear Admiral R K Nadkarni, Flag Officer Commanding, Karnataka Naval Area.
He told this to reporters on the sidelines of his visit to INS Makara, a survey vessel anchored at the naval base here on Friday. The Centre has given its approval for the phase II. The implementation of the proposed project will create more jobs for the locals and augment infrastructure in Karwar and surrounding areas, the rear admiral said.
Under the proposed expansion plans, a 3,000 feet long runway will be built. If the Centre and the State send request to the Indian Navy seeking to utilise the runway for civil aviation aircraft, the runway length will be increase to 6,000 feet, the naval officer said.
Once the works on phase II is completed, the Seabird Naval Base will join a league of largest naval bases in the world, he said adding that post completion as many as 30 warships can be anchored at the base and it would have a hanger to hold as many military aircraft.
The Indian Navy, through the State government, has acquired 11,334 acres of land which includes 8,661 acres of forest land.

INS VARSHA: India’s Secret Naval Base


In line with India developing a secret nuclear city, it is developing secret base for the Indian Navy.

What is INS Varsha?


Project Varsha is one of the secret projects undertaken by Indian government to provide Indian Navy underground secret bases off the east coast of country in an order to protect nuclear powered submarines that would form one of the third nuclear deterrence platforms of India.

It was planned to be located within a radius of approximately 200 kilometres from Visakhapatnam, which are the headquarters of the Navy’s Eastern Naval Command. But the base is being developed at Rambilli, 50 km from Visakhapatnam.

What is the need of INS Varsha?

INS Varsha would de-congest the Visakhapatnam Port, which is used by both the Navy and the civilian Ministry of Shipping. The Navy’s dockyards at Vizag are facing shortage of berthing space due to the rapid expansion of the Eastern fleet, which grew from 15 major warships in 2006 to 46 in 2012, and is still expanding.

What are its advantages?

INS Varsha will have a large near-by facility of the Bhabha Atomic Research Centre (BARC), and will include modern nuclear engineering support facilities and extensive crew accommodation.

It will also have underground pens to hide the submarines from spy satellites and protect them from enemy air attacks. The navy is seeking foreign technical assistance pertaining to nuclear safety features for the base.

INS Varsha would have undisclosed access tunnels on the mouth of deep water base and highly protected shelters along with jetties that are meant for demagnetizing submarines and is a conspicuous addition to the base facilities.

The biggest advantage of having underwater deep bases that the submarines do not need to surface on the water, they can come and go from the base through multiple underwater tunnels that open directly to the deep sea and lead straight from the secret base.

In any kind of conflict submarines are one of the most offensive platform of nuclear deterrence thus they can do their job well while not being detected by adversaries. The underground bases also provide highest protection than the ordinary bases on the coast shores provides, the underground bases are known to maintain top level of secrecy from any kind of threat including the satellite intelligence.

When will it be completed?

The construction of underground base started in 2009 but has struck several times due to finance crunch. INS Varsha would be accompanied by a weapon storage facility called ‘Missile Technical Positions near the underwater base.

₹160 crore were sanctioned for the project in the 2011-12 budgets, of which ₹58 crore were for civil works and the balance were for setting up a VLF communication system.

For the security reason, it is still highly classified that how big and capable the underground base would be but the base reportedly could docked some 8-12 nuclear powered submarine that are under construction and are being planned. The Varsha would be capable of housing other vessels of navy in forms of destroyers, frigates and replenishment ships.

China has a similar base in the Hainan Islands.

Pakistan hires spies for 'Project Varsha'; India's naval base to house nuclear submarines

NEW DELHI: Two Pakistani intelligence officers posted in Sri Lanka deputed two spies to get details of 'Project Varsha', India's new naval base near Visakhapatnam which will be home for its new fleet of nuclear submarines. They also asked the spies to attempt befriending and luring Indian Navy and Army officers to Colombo where "women and cash could be arranged" to get information on defence matters, the National Investigation Agency (NIA) has said in an explosive 43-page charge-sheet submitted in a court on March 6.

The charge-sheet, accessed by ET, says one of the spies - Thameem Ansari - was asked by the Pakistani officers to pose as a film-maker making a documentary titled 'Power of India' on the Indian armed forces to befriend some Army and Navy officers. The two Pakistani officers named in the charge-sheet are Amir Zubair Siddiqui, counsellor (visa) posted with the High Commission of Pakistan in Sri Lanka and Vineeth alias Rana, "a Pakistan intelligence officer" also posted in Sri Lanka, the NIA has said.

"Project Varsha is a new naval base being developed for the Indian Navy. This base will be the home of the Navy's new fleet of nuclear submarines and ships of the Indian Navy. Siddique had specifically instructed Ansari to get details about Visakhapatnam Naval Base and concentrate on Project Varsha for which he asked him to go to Visakhapatnam and hire an accommodation near naval station," the charge-sheet says.

Vineeth had further asked for details on Project Varsha such as "stage and depth of the channel", the agency said.

NIA has said that Ansari was told to visit places that naval officers frequent "viz. hotels, bars, cinema theatres etc" and asked to pose as a rich businessman to befriend them. "Siddique suggested that if Ansari was able to befriend ex-Army officers, naval or Army officers, they could be brought to Colombo, where he would arrange all kinds of facilities for them like women, cash, drinks etc. for getting information of the defence details," the agency said, without mentioning whether Ansari was actually successful in doing so.

NIA, however, said Ansari and another spy, Arun Selvarajan - arrested in India in 2012 and 2014 respectively - recced and photographed numerous secret installations. The charge-sheet lists these places: "Wellington Military Training Centre and Defence Service Staff College, Station Head Quarters at Wellington, Karaikkal, Nagapattinam harbours including Naval detachment at Nagapattinam, Indian Naval base at Mallipattinam, Mallipattinam Fishing Jetty and Indian Air Force station at Thanjavur."

Selvarajan, pretending to be an event manager, managed to visit the Officer's Training Academy, Chennai, prepare its sketch and also trespassed into the restricted place of the Chennai Port where the inauguration programme designed for installation of Vessel Traffic Management System (VTMS) at Chennai port Trust on July 6, 2012.

"He took classified photographs of VTMS Tower installed for the purpose of safe navigation of ships including Indian naval and Coast Guard ships," the agency said.

It further said that Ansari befriended a retired Army officer who had earlier worked in Para regiment and ASC of Indian Army and got introduced to him formally in Granary Rotary club of Thanjavur. Ansari went to his home saying he was producing a movie 'Power of India' wherein he had to bring characters and places related to armed forces and required Army photos and videos, NIA said. Ansari hence managed to photograph all the insignia and medals of the said retired Army officer without his knowledge and also procured a CD from him, 'Army Para Jumping, according to NIA.

The contents of the emails exchanged between Selvarajan and his Pakistani handlers include information and photographs of the Indian Army battle tanks and disclose that Indian Army wants to add another 1,000 T-90S Tanks by 2020, NIA said.

Kolkata's GRSE delivers it's 99th warship to Navy

KOLKATA: The first warship it delivered was in 1961. The INS Ajay was then the only indigenously built warship with the Indian Navy. On Monday, Garden Reach Shipbuilders and Engineers (GRSE) Ltd in Kolkata delivered its 99th warship - the Water Jet Fast Attack Craft (WJFAC) INS Tillanchang - to the Navy. This is a feat no other shipyard in the country has achieved.

"We plan to deliver our 100th warship in the next 2-3 months. At present, we have 19 ships at our yards at various stages of completion. GRSE is now at its peak level of production. We have also begun preparatory work on the three stealth frigates under the Navy's Project 17A that we have been entrusted with. We plan to lay the keel of the first frigate in 2017 and commence construction in 2018. Delivery will start from 2022-23," Rear Admiral (retd) A K Verma, chairman-cum-managing director, GRSE, said.

According to Rear Admiral Sandeep Naithani, chief staff officer (technical), Western Naval Command, the INS Tillanchang will be based at Karwar for coastal surveillance in the Arabian Sea. "One of its primary role will be counter-terrorism, apart from anti-piracy and other operations," he said.

GRSE had delivered 10 WJFACs to the Navy between 2009 and 2011. As these ships performed well, the Navy placed a follow-up order for four more WJFACs with GRSE. These ships were to be improved versions of the 10 ships delivered earlier. The first two ships of this series, INS Tarmugli and INS Tihayu have already joined service. The INS Tillanchang is the third. These ships are extremely manoeuverable and can also move sideways. They are very fast as well and can achieve speeds of over 35 knots. Powered by three marine diesel engines, the ship is armed with a CRN-91 indigenous 30 mm gun. These ships take about two years to complete.

"This ship is fast and packs a punch. It is ideally suited for operations such as coastal surveillance," said Cdr Adit Patnaik, the commanding officer of the ship. During the day, GRSE also received ISO certification for all its units.

After terrorists arrived from the sea to carry out the Mumbai attack in 2008, the Indian government has been intent on strengthening its coastal surveillance with top end radars and maritime reconnaissance aircraft.


New Delhi (Sputnik) — The Indian government has decided to add six multi mission maritime aircraft to its coastal security guard. In a marathon meeting on Friday afternoon, sources say that Indian Defense Ministry gave its nod for the purchase of six aircraft at a cost of approximately $826 million. European major Airbus is the frontrunner for supplying aircraft to coastguard with its C-295 while Antonov of Ukrainian firm has also presented its An-148-300MP based on the An-32 platform for the deal.

The Indian Coast Guard requires six aircraft for a variety of roles from maritime surveillance and interdiction to air ambulance and pollution surveillance. The sensors will be integrated by India's Centre for Airborne Systems on a suitable platform. The Indian Coast Guard had placed an initial requirement of six aircraft which may be increased y three in the second phase. The platform supplier may get additional requirement of 10 aircraft in future if escalation cost is not too high.


Last year in May, Indian government had approved the purchase of 56 C-295 military planes which Airbus plans to build in partnership with Tata Advanced Systems of India. But, after more than a year, the project is yet to take off. The aircraft would replace the Indian Air Force's aging fleet of Avro jets.

Currently, India's localized twin engine turboprop, maritime patrol aircraft Do-228 is the primary operational aircraft with the Indian Coast Guard.

Navy begins work to set INS Betwa upright

The Navy has begun the process of restoring guided missile frigate INS Betwa that tipped over while it was being undocked at the Naval Dockyard in Mumbai early this month. Two people were killed and 14 injured in the incident.

Three international specialist firms are at present assisting the Navy in the preliminary work.

“The task is to make the ship upright. As of now it is 25 per cent in water. Specialist teams are assessing as to how much of it is buoyant and how much is resting. All three firms are doing consultancy work. Final contract to one of them will be given in early January after which actual work will begin. All tasks will be undertaken by the Navy,” a source said on Tuesday.


The 4,000 tonne frigate was undergoing a scheduled two-year medium refit, which started on April 15. It is one of the three Brahmaputra class ships and was commissioned in 2004.

The hull was being prepared for which the ship went into dry dock on October 20. The accident occurred when it was being undocked due to which the mast of the ship hit the ground on the left side.

Immediate objective

Sources explained that the immediate task is to put blocks under it to prevent structural damage to the ship. After that controlled de-flooding of the dock as well as the ship will be undertaken and the ship would be made airtight.

Once the ship is secured, Pneumatic Fenders, which are huge balloons, will be placed under the side and inflated to set the ship upright, officials said.

“Work is going on 24x7 on war footing. It will take time,” sources added.

Indian Navy gears up to induct more submarines, warships in 2017

The Indian Navy’s Western Naval Command is set to induct more warships and submarines in 2017. According to naval sources, submarine INS Khanderi will be set afloat this month. Khanderi is the second submarine of the Scorpene -class submarines, which are being constructed at the Mazagaon Dock Shipbuilders Ltd (MDL). MDL was earlier planning to set Khanderi afloat last month, but the plan was postponed in the wake of the mishap involving the Brahmaputra-class guided missile frigate INS Betwa (F39) that was undergoing a refit at the Naval Dockyard in Mumbai. Two personnel were killed and over a dozen were injured when the INS Betwa tipped over during an undocking exercise.

Further, the first Scorpene- class submarine INS Kalvari is also likely to get commissioned in March this year. Earlier, the giant submarine was supposed to get commissioned into the naval fleet in September 2016. But being an indigenous submarine, it was put through several trials, which took a lot of time, said naval sources. The submarine has of late added another torpedo to its armoury, the sources added. INS Kalvari is armed with six 533-mm torpedo tubes that can deploy SM-39 Exocet Block 2 anti-ship missiles.

Commenting on the capacity of INS Kalvari, an official said, “Even though it is powered by diesel, the 67-metre-long submarine, which has a 6.2-metre diameter, has been designed to minimise noise and act with stealth in war theatres. A specific technology — an air independent propulsion system — will ensure that it stays underwater longer.”
