Coast Guard Ship Comes To The Rescue Of Merchant Vessel







Coast Guard District Headquarters No 4 based at Kochi dispatched Indian Coast Guard Ship (ICGS) Lakshmibai from Kochi at about 1:20 AM today in response to a distress call received from MV Arosia, an Antigua and Barbuda' Flagged Bulk Carrier. The vessel was on voyage from New Mangalore to Singapore and was carrying iron ore. The distressed vessel reported casualties as a result of a fire onboard in the three cabins on its main deck. The distress call from the vessel was received at about 11:55 PM on April 26 at Kochi whilst the vessel was about 72 nautical miles south of Kochi.

ICGS Lakshmibai arrived beside MV Arosia at about 6:30 AM today. A Dornier aircraft of the Coast Guard was also kept standby for any emergent requirements. Arrangements are being made by the ships agents, to disembark the bodies of the two crew members of the ship who died as a result of asphyxiation. Essential repairs to the communication equipments would also be carried out by the ship which is presently anchored off Kochi.

India to deploy indigenous coastal surveillance system

Bangalore: An indigenously built coastal surveillance system would be deployed in 46 strategic western and eastern locations in the country from this November to check intrusions from sea and counter such threats, officials said today.

Being developed by the Bangalore-based defence PSU Bharat Electronics Ltd (BEL), the system includes radars and electro- optic and meteorological sensors and would be mounted on light- houses or towers at these locations, company officials said.

"It will give complete operational picture of the sea up to 20 km deep into the sea. So, all targets can be brought into a screen and they can be seen from regional centres," BEL's Director (R&D), I V Sarma told PTI here.

"We will start deploying the stations (at identified locations) by November or so," he added.

BEL's Chairman and Managing Director Ashwani Kumar Datt said the system has already been demonstrated at two locations and the trial phase had been completed.

The company is now awaiting an order -- valued at more than Rs 500 crore -- from the Indian Coast Guard, which would maintain the stations with BEL's technical support.

Under the strategically-important project, officials said 46 locations have been identified along the western and eastern coasts where stations would be be set up.

The round-the-clock system would enable authorities to collect "radar and visual output".

"The concept is to look into the sea, and identify intrusion attempts," Datt said.

BEL sources said a centre would be set up in New Delhi which would get information gathered by the surveillance system, while there would also be some regional centres.

The entire software for the coastal surveillance system has been developed by BEL's central research laboratory located in Ghaziabad.

BEL officials said the company is expected to complete the process of installing the surveillances system by June next year, after which the second phase would begin to cover "each inch" of the coast.

So, within three years, India is expected to deploy the system along the entire coast.

Datt said BEL was in the process of deploying an intelligent CCTV surveillance system in the Parliament under a Rs 30 crore order.

BEL officials said this project involved integration of over 400 cameras on a IP platform with an integrated command and control centre.

India has awarded Bharat Electronics Ltd (BEL) a contract worth Rs 500 crores ($112.7 million) to install surveillance platforms to protect the country's coasts in the wake of the 2008 Mumbai terrorist attacks. BEL CMD A.K. Datt said that 46 locations have been identified to install the eye-in-the-sea systems, mainly built around a radar platform. "The entire software for this project has been developed by BEL," Datt said. The first trials were conducted in Gujarat, and the first phase of the project is expected to be operational by November.

Indian Coast Guard issues RFI for shore based helicopter

06 May 2010 : Following the Indian navy RFI for a new Light Utility Helicopter (LUH) the Indian Coast Guard (ICG) has issued a Request for Inquiry (RFI) to procure a new shore-based helicopter. As per the RFI, the ICG is looking to procure 14 twin engine helicopters for Maritime Surveillance, Interdiction and SAR with an MTOW not exceeding 12,000 kilograms capable of stage through operations from its Offshore Patrol Vessels (OPVs) and Advanced Offshore Patrol Vessels (AOPVs) with an MTOW reduced to 10000 kilograms.

The RFI also seeks to gather information pertaining to the integration of cabin mount guns, both for 7.62mm and 12.7mm (.50 cal) guns. In addition, information on the choppers capability to integrate 20/30mm guns is also sought. The RFI states that the interested bidders may furnish the details by 04 June 2010, after which the RFP will be launched.

Maritime security strengthened along Gujarat coast

Veraval (Gujarat), May 6 (ANI): The Coast Guard has strengthened securityacross the coastline of the Veraval area in Gujarat following intelligence inputs of some militants trying to sneaking into the Indian territory using the route.Buzz up!Advanced spotting and communication equipments have been deployed to keep a strict vigil on any alien activity.Inspector Rajendra Jotangiya of Gujarat Marine Police said that coordination with the Indian Navy and the Indian Coast Guard has been further updated for instant interception of any alien craft in the territorial waters of India."The police officials and the Coast Guard constantly patrol in the sea and we both have our own boats. Our boats cover the coastal zones, naval zones and economic zones. We have advanced weapons and we are absolutely alert," Jotangiya added.

Meanwhile, security measures at the temples in Dwarka and Somnath have also been beefed up.Concerned authorities are monitoring every visitor entering and leaving the two temple towns."Following the 26/11 Mumbai attacks where the militants entered through the sea, the government has made good arrangements. The authorities should strengthen their forces. The public also need to be more alert. Coast Guard Plans New Regional Hqs for East Coast

The Coast Guard is planning to set up a Regional Headquarter at Kolkata for effective patrolling of the east coast. Presiding over the Coast Guard Operational Commanders' Conference 2010 here today, Vice Admiral Anil Chopra, Director General, Indian Coast Guard, said the proposal is under consideration by the government. To be known as Regional HQs (North-East), this would be the fifth Regional HQs of the Coast Guard. The Coast Guard presently has four Regional HQs, namely North-West, based at Gandhinagar, West, at Mumbai, East, at Chennai and the Port Blair -based Andaman & Nicobar, besides the Main HQs in New Delhi. Additional Coast Guard Stations are also proposed at appropriate locations all along India's over 7,500 kms long coastline, said Vice Admiral Anil Chopra. The two-day conference, which concluded today, took stock of the changing maritime scenario and the operational tempo post 26/11, in order to impact and sequence the various expansion plans, and derive an updated operational philosophy, so as to optimize the Coast Guard's operations.

DG, Coast Guard highlighted the rapid progress made by the Coast Guard in the preceding year with respect to ship acquisition, induction of manpower and development of infrastructure. One Offshore Patrol Vessel and two Interceptor Boats were recently commissioned to augment the surface surveillance capabilities of Coast Guard, said Vice Admiral Anil Chopra. Induction of additional Dornier and Chetak aircraft, Medium Range Maritime Surveillance Aircraft and Single / Twin engine Helicopters, as well as upgradation of the existing fleet of Dornier, by incorporating state of art sensors and equipment, is also envisaged, he added.

Vice Admiral Anil Chopra underlined the need for the Coast Guard to continue its proactive operational philosophy due to the prevailing maritime security scenario. He complemented the Regional Commanders for maintaining an enhanced level of surface and aerial surveillance during the past one year, despite numerous emergent commitments including coastal security operations, Search & Rescue, and Oil Spill Response. Further, to check the preparedness, and to impart experience to the other agencies involved in coastal security, the Coast Guard conducted regular coastal security exercises, which were instrumental in revalidating the Standard Operating Procedures, and the "hub and spoke" concept of functioning between the Coast Guard and the State Coastal Police. Over the last year, 23 such coastal security exercises, and 19 operations (based on intelligence inputs), have been conducted by the Coast Guard. To further enhance the surveillance capabilities and for effective maritime domain awareness, a Coastal Surveillance Network along the coastline is also being established by the Coast Guard. The two-day conference was also addressed by the Defence Secretary, Shri Pradeep Kumar, and attended by other senior officials from the Ministry of Defence.

Orissa to set up State Maritime Board

Bhubaneswar, May 14 (PTI) To protect the state's 480-km long coastline, Orissa government today decided to set up a State Maritime Board besides training fishermen against possible terrorist influx through sea route.

The state government's decision in this regard was communicated to the Centre today when Chief Secretary T K Mishra had a video conference with Cabinet Secretary K M Chandrasekhar, official sources said.

Mishra said that a draft for setting up a State Maritime Board would soon be presented at the next cabinet meeting.

Orissa would be the fourth state after Gujarat, Maharashtra and Tamil Nadu to have a maritime board, Mishra told reporters.

Informing that the Coast Guard had already prepared a standard operating procedure (SOP) for managing coastline, the chief secretary said that the state government would soon submit its report to the Centre in this regard.

Meanwhile, the Centre had sanctioned another coastal police station for the state.

New Delhi, May 14 (PTI) Aiming to strengthen its surveillance capabilities over the maritime zone to prevent 26/11-type terror attacks, the Indian Coast Guard is planning to procure 16 new light helicopters to be deployed on its ships.

"We have to increase our capabilities to tackle terrorism and other threats emanating from the sea and we are planning to augment our surveillance assets by procuring 16 light helicopters," a senior Coast Guard official said here.

The new helicopters would be used for interdiction and search and rescue (SAR) operations besides for surveillance, he said.

A request for Information (RFI) was recently issued by the Coast Guard to procure the choppers, which would be deployed on its ships

Third patrol vessel unveiled-Rani Durgavati

Visakhapatnam, May 15: The 3rd inshore patrol vessel of the five series of vessels being built by Hindustan Shipyard Ltd was launched here on Saturday by Ms Sheila Singh, wife of Mr R.K. Singh, secretary, Defence Production to Government of India, at a function attended by the Commander, Coast Guard region (East), IG, A. Rajasekhar, senior officers of the Indian Navy, Coast Guard, officers and men of the Coast Guard ships.The vessel was named as Rani Durgavati by Ms Sheila Singh after performing traditional puja.
The workforce of the Hindustan Shipyard, their families and the guests witnessed the 275-ton displacement vessel designed to achieve a maximum speed of 34 knots built under the classification of IRS and ABS majestically touched the serene waters off the HSL. It is the 114th vessel launched by HSL.Speaking on the occasion, Mr Singh urged the workers to be prepared for challenges before them as they have to be competitive and compete with other yards globally. He said that the financial package for turning around the yard at an advanced stage is under consideration by the Government of India and urged the shipyard to meet delivery schedules.Delivering keynote address, IG A. Rajasekhar, the regional commander of the Coast Guard region east said, "Launching of a ship stirs the most pleasant emotion in the heart of any sea farer." Apart from an additional feather in the cap of HSL, it is a significant day in the acquisition plans for the Coast Guard.

He said this platform will showcase the indigenous ship building capabilities of the yard in the international forum. He said that the 26/11 has shown the ugly face of maritime terrorism in Indian waters and it should be curbed at any cost. Towards this goal the Indian Coast Guard has been entrusted with greater responsibilities for guarding India's water front security.Augmenting of force level is on the anvil and at least 80 ships and crafts are under various stages of construction in different ship building yards in the country. "These ongoing requirements of the Coast Guard provide a great business opportunity for Indian Ship Building Industry," he added.
The secretary said that the state-of-the-art Inshore Patrol Vessel is to perform multiple roles, including surveillance of maritime zones of India, safety of offshore installations, search and rescue, anti-smuggling, anti-poaching and marine pollution. It is equipped with the latest technology for man-machine interface like the state-of-the-art "Integrated Bridge Management System," he added.

Coast Guard to get 'trustworthy warrior'

CHENNAI: The indigenouslybuilt new class offshore patrol vessel of the Indian Coast Guard, ICGS Vishwast (Trustworthy), will be inducted with the Coast Guard Region (East) at a welcome ceremony on Wednesday at Chennai Port Trust.
The ship is expected to arrive at the Chennai harbour in the morning and the state Chief Secretary, K S Sripathi, will preside over the welcome ceremony. 'Vishwast' has been designed and built indigenously by Goa Shipyard Limited. The ship is equipped with the most advanced navigational and communication sensors. The ship is 90 metre long, displaces 2,400 tonnes and is propelled by 9,100 KW twin diesel engines to a maximum speed of 26 Knots. At economical speed, she has an endurance of 4,500 nautical miles and can stay at sea for 17 days without replenishment.Eight officers and 82 men under the command of Deputy Inspector General S Paramesh man ICGS Vishwast.The special features include an Integrated Bridge System, Integrated Machinery Control System, High Power External Fire Fighting System and an indigenously built Gun Mount. The 'Infra Red Surveillance System' to be installed onboard will provide additional capability to detect target at night, that otherwise can evade radar detection due to their small size or rough weather.The ship is designed to carry one helicopter and five highspeed boats for search and rescue, maritime law enforcement, Exclusive Economic Zone surveillance, highspeed interdiction and marine pollution response missions. The sustenance and reach coupled with the most modern weapons provides it the capabilities of performing the role of command platform.

Coast Guard plans major expansion

CHENNAI: The Indian Coast Guard will increase its strength by additional 3,500 personnel in the next few years, according to Inspector General A Rajasekhar, commander Coast Guard Region (East) here on Wednesday. Addressing reporters after welcoming the ICGS Vishwast at the Chennai port, Rajasekhar said that the additional personnel will be absorbed in batches after the two and half year's training by the Indian Navy. He said 92 ships, both big and small, were under various stages of construction at different shipyards in the country for the Coast Guard. The ICG has also plans to procure 12 coastal surveillance aircraft (Dornier's) and 4 Chetak helicopters to strengthen to its surveillance capabilities, he said adding that the ICG was also planning for acquiring Eurocopters. To address the security gap along the coastline, 14 new coast stations will be opened soon. The coast guard will be keen on getting the berthing facility inside the Karaikal port, which is built under private public partnership, said Rajasekhar.
Rajasekhar also revealed that his organization would approach the state government for land for the docking facilities of the hovercrafts.

First Oriya Officer joined as commandant of Indian Coast Guard Headquarters, Orissa at Paradip

Report by Amarnath Parida; Paradip: Commandant Saroj Kumar Sahu has been taken over command of Indian Coast Guard Headquarters, Orissa at Paradip on Tuesday bringing happiness among the locals for joining as first Oriya commandant here since inception of this headquarter in Orissa .
Mr Sahu has needed the cooperation from all sections of people including fishermen and others to look after coastal security issues and to integrate all agencies to build up the network and synergy for enhancing the maritime security. He said that special effort would be taken to provide security to the fishers and sea fearers including safety of marine environment and endangered marine species. Steps would be taken to develop the required infrastructure for Indian Coast Guard in the state of Odisha for effectively meeting the maritime interest of the nation.

Meanwhile, eminent personalities, different organizations, fishing communities, educationists, and trade union leaders have expressed their satisfaction for Mr Sahu as joining as first Oriya commandant in Indian Coast Guard Headquarter, Orissa. They have also congratulated him and gave assurance to provide all cooperation for the safety of local people, fishermen community, environment and marine species.

Mr Sahu had completed his school education from Sainik School, Bhubaneswar and completed his graduation from the government college, Anugul. He has been specialized in nuclear biological chemical defence and damage control including fire fighting from INS Shivaji, Lonavala in 1989-99. He has done international criers command control course, leadership management course, Virginia, USA and international maritime officer's course with United States Coast Guard. He is also a qualified underwater diving specialist and has done masters in human rights. He had played an important role in disaster management post in Tsunami in 2004 in Andaman and Nicobar groups' islands.

Defence Secretary commissions Coast Guard ship C-147 in Goa

Defence Secretary Pradeep Kumar on Friday commissioned the Indian Coast Guard ship C-147 at a ceremony in Goa.

Vice Admiral Anil Chopra, Director General of the Indian Coast Guard (ICG) was also present on the occasion.

C-147 is the fifth boat of its class, designed and built indigenously by ABG Shipyard, Surat, and will be based at Goa, under the operational and administrative control of the Commander, Coast Guard Region (West).

It is fitted with ultra modern navigational and communication equipment, and will be deployed for enhancing the close-coast surveillance capability of the ICG.

The 28 metre long Interceptor Boat which displaces 90 tons, is commanded by Commandant S.R. Nagendran.

It has an endurance of 500 nautical miles, at an economical speed of 25 knots and can achieve a maximum speed of 45 knots, for responding to urgent calls at sea.

Call to install distress alert transmitter on boats, trawlers

The Indian Coast Guard has urged users of small boats and trawlers to install ISRO's distress alert transmitter (DAT) to enable them to identify and track boats and rescue fishermen in case of exigencies.
"The DAT is an important equipment that should be installed in all boats and trawlers operating on the east and the west coasts. While mobile phones will work only up to a distance, the DAT will work even when the fishermen get lost in high seas. Moreover, it does not cost much.
"Over the last 18 months, DATs have been installed in 943 small boats and trawlers. So far, we have received six disaster alerts, mostly of medical exigencies. We were able to save all of them in time," Inspector General A. Rajasekhar, Commander, Coast Guard Region (East), told reporters on Thursday.
According to Coast Guard officials, the low-cost transmitters operate on a dedicated frequency and have unique identification number. The equipment has in-built GPS to give precise position and time of information. "The equipment has been working well and it enables us to rescue fishermen when they get lost in high seas while fishing or during exigencies like flood, fire or medical," they said.

ICG seeks land for state office

The Indian Coast Guard (ICG) has requested the state government to provide two acres of land at Bhubaneswar to open its state office.

The ICG has also planned to set up a new Coast Guard station at the Gopalpur port in the state, A Rajasekhar, commander, ICG (eastern region) said. Addressing to media persons, he said, "In the aftermath of the 26/11 attack on Mumbai's Taj Hotel, the ICG has tightened security in the east coast of India. We are satisfied with the steps taken by the Paradip Port Trust (PPT) and the marine police officials for taking adequate steps for coastal security."

"Thousands of fishing boats and trawlers have been operating on the Indian coast and it is very difficult to keep a strict vigil on their movement through the sea route. Therefore, ICG has requested the concerned departments and also the respective governments to issue identity cards for fishermen and other employees of the fishing vessels for their safety", he added.

Rajasekhar informed that the ICG has seized nearly 120 boats of other countries and arrested more than 600 infiltrators who had illegally entered the Indian coast in this year.

Though ICG has two ships- Sarojini Naidu and Razia Sultana, for security, we gave requested the Government of India for allocation of more ships and aircraft to ensure a better surveillance. He said that 37 new radar stations have been established on the Indian coast out of which one would operate at Paradip.

Coast Guard, University sign MoU

CHENNAI: The Indian Coast Guard and AMET University signed a Memorandum of Understanding (MoU) to offer International Maritime Organisation (IMO) level II pollution response course to administrators and senior managers of oil industry and ports.Capt S Bharadwaj, vice chancellor of AMET University, and inspector general A Rajasekhar, commander, Coast Guard Region (East), signed the MoU here, on Thursday.
Rajasekhar told reporters that the Indian coast guard is the first Indian agency authorised to conduct the level II training. He said the intensive five-day training session was done conforming to the IMO guidelines. He revealed that a pilot course had been successfully conducted in coordination with AMET University, last year.


The course would cover oil spill assessment, combat techniques, planning waste management, legislation compensations and applicable claims, and shoreline cleanup exercises. Bharadwaj said the course would be conducted at the university from July 26 to 31. Twenty five persons sponsored by various oil firms and ports would be admitted. When asked about the success of Distress Alert Transmitters (DAT) distributed to the fishermen in the country, Rajasekhar said the coast guards were able to embark on rescue missions on six occasions after receiving distress calls. He said orders for 1000 transmitters were placed with the ISRO, the developer of the instrument.Bharadwaj added that the AMET University and the Ennore port have been assigned to study the effect of global warming with the assistance of the Australian government.

ICG to open 5 new Coast Guard stations, launch high-tech ships

Chennai: In a bid to enhance coastal security, Indian Coast Guard (ICG) today announced it would open five new Coast Guard stations across the eastern region before 2012 and commission five new high-tech ships. "We plan to open five new Coast Guard stations at Nizampatnam and Krishnapatnam in Andhra Pradesh, Golapur in Orissa, Karaikal in Tamil Nadu and Frazerganj in West Bengal," Commander Coast Guard Region (East) ICG IG A Rajasekhar told reporters.

"Land has been acquired from the respective governments to set up the stations and construction will start soon," he said, adding the ships are now being built at Hindustan Shipyard Limited."The first of these ships 'Rainabbakka' will be commissioned in August in Chennai region," he said.



Rajasekhar was speaking after attending the bi-annual ICG district commanders conference, conducted in February and July at ICG Chennai headquarters to review the progress of various units.
He said the conference reviewed the prevailing security scenario, discussed deployment of forces and how best to tackle likely threats and chalked out the future course of action.
Rajasekar said in the last one year, ICG had inducted 'OPV Vishwat', Interceptor Board-146, new Chetak helicopter CG 820 and 40-meter long berth (OSV-5).He said 346 of the total of 788 distress alerts received from across the country since January 10 were from the eastern region."All the alerts were corroborated and 43 missions were coordinated on authentication of the distress, which resulted in saving 36 lives," he added.

Coast Guard inducts Chetak helicopter


The Coast Guard is recruiting commercial pilot licence holders under Short Service Commission, said Commander Coast Guard Region (East), Inspector-General A. Rajasekhar here on Friday.

He was speaking to reporters after inducting a Chetak helicopter at the Coast Guard Air Station.

About 10 commercial pilot licence (CPL) holders were recruited once in six months by the Coast Guard. They would serve the organisation for about eight years.

Explaining the features of the new chopper, I-G Rajasekhar said it was built by Hindustan Aeronautics Limited (HAL) at its new plant at Barakhpur in Kolkata. The 7-seater, versatile flying machine would be used for search and rescue operations, casualty evacuation, maritime reconnaissance, pollution response and aerial photography besides acting as a lethal platform in the air.

It is powered by a 33,500 RPM single turbine engine and has an endurance of more than two hours and 30 minutes with a maximum speed of 103 knots.

It has a crew composition of a pilot, co-pilot and multipurpose aircrew men for various missions at sea. It is equipped with GPS and latest communication equipment, I-G Rajasekhar said.

Two more

Two more Chetak helicopters would be added in the next few months.

The Coast Guard is in the process of obtaining a multi-mission maritime aircraft, which is expected to be inducted in a year's time. The aircraft has an endurance time of more than 10 hours.

60 ships purchased

The organisation has purchased a total of 60 ships, which are in various stages of building. They will be inducted in the next couple of years in the Eastern Region.

Similarly, plans are afoot to add another 60 ships, IG Rajasekhar said.

New air bases

The Coast Guard is planning to create two more air bases — one in Puducherry and another at Tuticorin. IG Rajasekhar said in both these places, civil aviation movement is very less. Setting up of air bases would help in increasing the surveillance along the Tamil Nadu coast, he added.

Hovercraft firm's £34m Indian coastguard order


The £34m deal, between Griffon Hoverwork, based at Hythe, near Southampton, and the Indian coastguard, will see a dozen vessels built over three years.The announcement was made by Business Secretary Vince Cable in Delh

The firm confirmed it would create 110 jobs and it now plans to move to a bigger site at Merlin Quay, Woolston.Adrian Went, managing director, said: "I am delighted with the successful conclusion of this contract."It represents a huge amount of work by the Griffon Hoverwork team, particularly over the last 18 months and it's a clear signal that the company is held in extreme high regard on the international stage."I hope this partnership leads on to further cooperation"


The model which will be built is a popular craft for Coastguard operations, as it can be configured to carry passengers, vehicles and equipment for disaster relief or medical evacuation.
Dr Cable, who joined Prime Minister David Cameron on a two-day visit to strengthen relations with the country, said: "This contract is a very significant step for this Southampton-based firm.
"Patrolling a coastline as long as that of India is a huge challenge and I am delighted that a UK firm has been selected to help the Indian coastguard in this task.
"I wish the company every success in their future, and hope this partnership leads on to further cooperation.
