Indian city bans begging ahead of Ivanka Trump visit

A city in southern India has banned begging for two months ahead of a visit by Ivanka Trump.

Police in Hyderabad made the announcement this week, ahead of the three-day Global Entrepreneurship Summit which starts Nov. 28 and will be attended by Trump’s daughter and Indian Prime Minister Narendra Modi.

Hyderabad Police Commissioner M. Mahendar Reddy said begging was causing a nuisance, affecting public order and was a danger to traffic and pedestrians.

Begging in public is banned until Jan. 7. Authorities plan to send around 6,000 beggars to shelters or for rehab. People who defy the ban can be fined or jailed.

A senior police officer told AFP the ban was not linked to the presidential adviser’s visit.

Indian academic and human rights activist Madhu Purnima Kishwar told AFP that the begging ban was “cruel” because it “criminalizes poverty."

"Did they expect them (VIPs) to take a stroll and talk to the beggars on the street?" she added.

A representative for Ivanka Trump wasn’t immediately available for comment.

Work has begun on keeping beggars, hawkers and people distributing advertising fliers out of the Chinese capital to ensure "fluid communication and a better image for the capital", the office for 2008 environment-friendly Olympics announced here.

The municipal's bureau of industry and commerce, together with police, will strive to put an end to illegal activities within the city's Second Ring Road, including begging, hawking, handing out advertising fliers on major roads and running unlicensed taxis.

The Beijing Civil Affairs Bureau plans to make more efforts this year to accommodate handicapped people, the elderly and homeless children. The body will try to send these urban vagrants home free of charge, Xinhua news agency reported.
Within the Fourth Ring, the authorities will launch a crack down on drunken driving, unlicensed driving and the absence of number plates, so as to reduce accidents. Jaywalking and non-motor vehicles violating traffic rules are also big-time problems, official sources said, adding that they aim to make 90 per cent of pedestrians and non-motor vehicles abide by traffic laws within the Fifth Ring. All the 'Chinglish' name boards, road signs and restaurant menus have been replaced with standard English signs.

Begging has become a business these days. I remember in Delhi several years ago, they made rehab centers for beggars but these beggars are are habitual and escaped rehabilitation centers. In rehabilitation centers they get free food and training on some skills. But they don't want to work.

There were stories in newspapers of beggars death and lakhs of Rs recovered below her bed. Three are syndicate cartels that assign territories and traffic signals to these beggars. You can find the same beggar on the same signals daily. No one crosses their territory nor allows others to intrude in their territory.

This should be treated as law and order problem rather as showing empathy with beggars. Government should send beggars to rehabilitation centers and give them free food and training in some vocation. If they are still found begging, they should be jailed. Already government is giving a lot of subsidies and old age pension to aged people.

You guys wrote a article about China back in 2008, it's pretty fair for me to share an article about India here.

it's interesting that you posted that toi article, I knew that china banned begging during Beijing Olympics and foreign press reported it. But it did not occur to me that indian media also joined the campaign and made a fuss over it as if such a thing would never happen in India.

Well. Indian media is diverse. Just like in West, whoever pays the particular channel, gets the song of its choice.
TOI, Indian Express etc. write with western slant as they get money from those sources. There is no independent media in India just like there is no independent media in West.

Liberalists media include CNN, NBC, BBC, Huffington etc. and they all sing similar song. Indian media has deteriorated a lot in last 15 years and has become sensationist, shallow, fake and extremely political....a weapon to divide the people and attack opposite party.

The forces who benefit from chaos and division want status quo ,so they can keep making billions of dollars.
Average human beings are left at mercy of these pathologically greedy entities.

Beggars will go down in number as Indian Govt. recently started a highly subsidized food program for poor people
called "thali" which costs any where from Rs 2 (4 cents) to Rs5 (8 cents)

This plate (thali) will include roti bread, lentil soup, yougurt and water. Different states of India are giving different names to this food program.
Some people will still go for begging just like you see in any city of USA...beggars standing at traffic light intersections.
