Indian Army to get 50,000 Tata Advanced Materials Bullet Proof Jackets After 10 Years

    NEW DELHI: The Indian Army desperately needs 3,53,765 new bullet-proof vests.

    It will now get 50,000 such vests for which it had to sign an "emergency" procurement contract worth Rs 140 crores.

    And this, too, took 10 years.

    "The jackets will be delivered from August onwards. All the jackets are to be delivered by January 2017," a defence ministry source said.

    The Army's existing bulky bullet-proof vests - with poor protection - are near the end of their operational life.

    Given the huge shortage of such vests in the 1.18-million strong Army - no thanks to convoluted procurement procedures - defence minister Manohar Parrikar approved this "interim emergency acquisition" through the "revenue route" soon after he took over minister in November 2014.

    An earlier tender for the "capital procurement" of 1.86 lakh modular jackets was scrapped in October 2015 because the samples offered by six vendors "failed" to clear field trials, as was first reported by TOI.

    The modern light-weight jackets, as per the Army's new technical specifications, were meant to adequately protect the head, neck, chest, groin and sides of foot-soldiers. They would also have allowed soldiers to move with greater agility during counter-insurgency operations in difficult "unfriendly" terrain.

    However, when the samples failed to meet requirements, the Army vice-chief's existing financial powers were "relaxed as a one-time exception" to ensure the urgent purchase of 50,000 jackets based on older technical specifications.

    "The minister and Army vice-chief Lt-General M M S Rai pushed to expedite the entire process," said a source.
    As many as 1.86 lakh jackets were to be supplied to soldiers by 2012 and another 1.67 lakh vests were to be supplied by 2017. None have been acquired till date.
    The Defence Research and Development Organization (DRDO) has now come up with a prototype bullet-proof jacket, as per the newer technical specifications, using different "state-of-the-art ballistic materials".
    This under-development prototype aims to protect against AK-47s and self-loading rifle bullets.




    "The prototype has successfully undergone stage-1 and 2 trials. It will be a contender in the fresh capital procurement case being initiated again for the first lot of 1.86 lakh jackets," said a source
    When the acquisition of these 1.86 lakh jackets was first approved by the defence acquisitions council in October 2009, each was estimated to cost around Rs 50,000.


    Several parliamentary committees have taken a dim view of the "critical shortage" of bullet-proof jackets, slamming the government for "playing with the lives" of soldiers.

    No idea about the clarity of the source.

    But I sure till the DEF EXPO last day, MoD didn't ordered any BFJ's from TATA

    it's the Home ministry who ordered the 50 K BFJ units for the paramilitary forces. and orders placed months ago

    NEW DELHI: Seven years after the Army, in distress, said it desperately needed nearly two lakh bulletproof jackets, action is being taken to plug a basic necessity for the soldiers who guard our borders and fight terrorists.

    In an SOS deal, a Rs. 125 crore contract for 50,000 vests is on the verge of being finalised with a supplier that is part of the Tata group. A complete delivery will take place within six months.

    NDTV has learned that a contract with Tata Advanced Materials Ltd will be signed if they are able to submit production-grade samples which match the quality of the bullet proof jackets they showcased earlier during field trials.

    Earlier this week, a parliamentary committee that looks at Defence said, "It is an unpleasant surprise for the Committee that in spite of critical shortages of Bullet Proof Jackets being highlighted ... no improvement in the situation has taken place, which is alarming."

    Last year, a much larger deal to acquire 1.86 lakh bullet proof jackets fell through when none of the competitors met the standards laid down by the Army in trials. NDTV has learned that the Army has now issued a fresh tender for these jackets with clear instructions that companies interested in participating in trials need to submit their proposals by June. The Army wants these jackets to withstand .30 calibre armour piercing bullets, a requirement spelt out by the US National Institute of Justice level 4 (NIJ-4) which defines the global benchmark standards in body armour. The 50,000 jackets being immediately procured do not meet this standard and provide less than ideal protection for jawans from enemy bullets.

    Indian companies like Kanpur-based MKU and Tata Advanced Materials export body armour to armed forces around the world. Now, finally, the process of acquiring these jackets for India has picked up momentum, a move that couldn't have come a day later for the jawan defending the frontier.

    Seven years ago, the Indian Army requested nearly 200,000 bulletproof jackets on an urgent basis. Their request is finally being addressed. According to an NDTV report, action is finally being taken to provide 50,000 vests, less than half of the original demand.
    A contract for Rs 125 crore, for 50,000 vests is close to being finalised with a supplier who is reportedly part of the Tata group, according to NDTV’s investigation. A complete delivery of the consignment will take place within six months, the report said.
    The contract with the TATA Advanced Materials Ltd will be finalised if they are able to provide “production-grade” samples which are in keeping with the quality of the samples of the jackets they showcased during field trials, the report added.

    A bigger agreement of 1.86 lakh bullet proof jackets was unsuccessful last year, as none of the bidders were able to meet the standards as specified by the Army, said the report.
    The Army has now sanctioned a new order for these jackets with clear specifications that the interested companies must submit their plans by June.
    The Army wants the jackets to withstand .30 calibre armour piercing bullets. However, the 50,000 jackets being acquired urgently do not meet this benchmark and do not provide adequate protection for the soldiers deployed in the field.
    Though indigenous companies like Kanpur-based MKU and TATA Advanced Materials export protective gear to armed forces the world over, the needs of the Indian army are finally being looked at now, the report added.

    It is only first order. Typically repeat orders come easier and without much paperwork.

    Plus Army has 1.5 lakh jackets currently as per some reports.

    I am sure para-military forces buy such jackets separately. Since equipment for para-military is bought by Home department; and largely from domestic sources; it does not make news.

    Anyone who can confirm weather army is getting these jackets delivery or not ? Cuz delivery was going to start from August onwards.
