What could be the regional implications if India decides to renegotiate the Indus Water Treaty?




Uttam Kumar Sinha replies: After the partition in 1947 it was inevitable that the water sharing needed immediate attention. After 8-years of painstaking negotiations, the Indus Water Treaty (IWT) was signed in 1960. The Treaty was voluntarily accepted by the two sides as 'fair and equitable'. The Treaty clearly lays out provisions and restrictions for the upper riparian and thus safeguards the lower riparian interest. India respects and values the Treaty and abides by it and Pakistan can seek the services of a neutral expert or court of arbitration on issues where it feels India is 'not respecting' the Treaty. India also considers the IWT as an important mechanism for regional cooperation. So, clearly there is no real value in renegotiation.

Pakistan in spite of all the noises it makes domestically about India 'stealing waters' or 'waging water war' will also not seek renegotiation. Pakistan can 'talk' about water 'needs' but cannot 'negotiate' about water 'rights'. The IWT has settled it. But if Pakistan wants to negotiate, it would mean scrapping the IWT and formulating an entirely new one. It knows that it cannot get a better and generous treaty as the IWT. But India can be pushed to abrogate the IWT if Pakistan, for example, continues to abet terrorism. This will be a huge political decision based on consensus. However, Article VII of the Treaty, which deals with future co-operation, recognises the common interest of both sides in the optimum development of the rivers. This is the direction that Pakistan should move towards and work with India on it.

If India builds a dam at Kishanganga, it will have capability either to stop the water of Neelam valley (Kishanganga River) flowing down to Muzaffarabad or flood it to make it non negotiable or crossable without bridges.

That may help India launch a flanking assaults on Muzaffarabad throgh Neelam valley or stop Pakistani attacks coming through neelam valley by flooding it....

Ab kya hoga POK ke ka ??

Any expert comments ?

That may help India launch a flanking assaults on Muzaffarabad throgh Neelam valley or stop Pakistani attacks coming through neelam valley by flooding it....

Ab kya hoga POK ke ka ??

Any expert comments ?
Why waste water just divert it and put it in reserve.

In the second map I posted once the 40 dams planned by India are completed I
wonder how much water will go into Pakistan??

This paranoia by Pakistan is valid all the rivers going into Pakistan thru India
will have 4 or more dams built on them. Then the Indus treaty will be unofficially
abrogated just a worthless piece of paper.

I never understood how Pakistanis understood their vulnerability and dependance
on India and never tried to improve relations. I also can see now why LOC was never
made an official border once proposed by Musharraff then retracted.

"Court favours Pakistani position, drawdown flushing technique of India Rejected" :rofl:
IMO Pakistan knew from the beginning that they are not going to win this case.
But to hide their incompetence in delay of their dams and wanting to put all the blame
onto India and delay this project, they did this.

Theoretically yes.

Neelam vally is difficult to cross at most places due to cold water and fast currents. The terrorist generally cross it with expedients such as boats etc or take risks. When the river is damed, it will be easy for them to cross but it will also be equally easy for our forces to cross at and raid many camps across.

The best impact will be on the population devided by the river. They use to signal and communicate in signs to their old relations just devided by the river. Now if situation improves, they may be freely visit each others.

Defense wise, the ability to stop / control flow of Neelam will be good for India.

India to help build dam in Afghanistan

New Delhi, Jan 19, 2013 (IANS)

India Thursday approved additional funds for the construction of Salma Dam in western Afghanistan at a revised cost of Rs.1,457.56 crore, said official sources.

The project will be executed by WAPCOS Ltd, Finance Minister P. Chidambaram said after a cabinet meeting.

According to officials, the availability of power and water through the project will lead to overall economic development of Afghanistan's western region.

It will also address the issues of energy requirement and irrigation needs.

The project is expected to be completed in December 2014 or two years from the date of approval of the revised cost estimates. Forty percent of the dam has been built.

No water in the East or West thanks to India

onto India and delay this project, they did this.
They even decreased the terror they sent into India and asked for troop reductions
since everything was so lovey dovey.

Pakistani Politicians, Army and Fundamenatlist groups use the issue of water from India to raise mass hysteria and raise threat from India bogey. It goes up the extent of their LeT Chief publically calling for a war on this issue.

It is more of interanl domestic issue for pakistan and one of the factors expkoited to perpetuate hate India mentality. So going to ICJ is just to give fillip to the cause and " Keep the issue of Kashmir alive"..

Those fundos are incorrigible.

India should scrap the treaty. India should develop capabilities to control the flow of water in their canals so that Indian Armour then roll on to Lahore via Sailkot.

The IWT is worthless India has finally taken control of our waters and stopped giving it away
to terrorists, Even dogs know better than to bite the hand that feeds them.
