India opens first warship building R&D institute.

The quaint location in the port town of Calicut, where 513 years ago the Portuguese explorer Vasco-de-Gama had landed in 1498, will come alive with maritime memories once again, when the Defence Minister Shri AK Antony lays the foundation stone of the National Institute for Research & Development in Defence Shipbuilding (NIRDESH) on Tuesday (04 January). NIRDESH, the first of its kind in the country, will be a national institute of excellence for enhancing self reliance in warship production capabilities of the Nation. It would concentrate on enhancing self reliance in production capabilities relating to all kinds of warships, submarines and other related platforms required by the Indian Navy and Coast Guard to safeguard our long coast line and protect maritime interests of India. The Government of Kerala has agreed to provide more than 40 acres of prime land with requisite sea front for this prestigious institute.

Existing threat scenario and the emerging geo strategic requirements of the country have brought in immense responsibilities on the Indian Navy, Coast Guard and other Maritime agencies. These responsibilities can be addressed only with necessary induction of state of the art warships, submarines and other platforms. While the country has successfully constructed warships and submarines, Research and Development in various disciplines of warship construction like Detail designing, System integration, skill development, industry support, knowledge mining and a plethora of other aspects leading to "drawing board to delivery" of ships on our own, need to have a sharper focus. NIRDESH would endeavour to achieve these aspects and pave the way for achieving enhanced self reliance in this sector. NIRDESH would also augment the efforts of the Department of Defence Production in developing a robust Defence Industrial base by providing technology support and promote ancillary Industry participation in the defence shipbuilding sector. It would support the defence shipbuilding industry by addressing their emerging needs relating to design and construction of state of the art defence platforms including specific R&D projects to provide turnkey solutions. Select agencies in the world like DARPA in USA, NDB in Russia and similar agencies in some other countries like UK, France, Germany, Spain etc. are working on such niche domains.

NIRDESH will be an autonomous body under the aegis of Department of Defence Production and registered under the Registration of Societies Act 1860. Apart from funding received from the Ministry of Defence, the institute will also receive funds from the four Defence Shipyards viz. Mazagon Dock Limited, Mumbai, Garden Reach Shipyard & Engineer, Kolkata, Goa Shipyard Limited, Goa and Hindustan Shipyard Limited, Visakhapatnam.

The Board of Governors of NIRDESH will consist of the Defence Minister as President and Secretary, Defence Production as Vice-President. The other members of the Board of Governors are Defence Secretary, Scientific Advisor to Raksha Mantri, Vice Chief of Naval Staff, Secretary Defence Finance, Director General Coast Guard, Joint Secretary (Naval Systems), Director General, NIRDESH and Chairman & Managing Directors of four Defence Shipyards viz. Mazagon Dock Limited, Mumbai, Garden Reach Shipbuilders and Engineers, Kolkata, Goa Shipyard Limited, Goa and Hindustan Shipyard Limited, Visakhapatnam. The Executive Committee of NIRDESH is headed by Director General, NIRDESH and members from Department of Defence Production, Navy, Coast Guard, DRDO, MoD (Finance), DDG, NIRDESH and four Defence Shipyards.
