The more kids are born the more the income will come to the household.That's the idiotic attitude of the Indian population which is below the poverty line.The kids are put to work before they hit 10 to earn for the family.

Survival instincts!! You cant blame them, you have to blame their poverty and ignorance.

Alarming rise in cases of human trafficking in Bihar

Patna, June 28: Notwithstanding the Nitish Kumar Government's continuing efforts to rein in human trafficking under the Human Traffic Prevention Programme, Bihar has registered an alarming rise in such cases.

According to the official figures compiled by the state police headquarters here, the number of cases went up to over 50 in 2008, an increase of 29 cases over the corresponding period previous year.

On the other hand, police arrested 128 human traffickers and rescued 91 women and 99 child labourers in 2008, official sources said.

Of the 91 women freed from the traffickers, 13 were residents of West Bengal. The rest of them belonged to Bihar, they said. Out of the 99 children, 31 were from West Bengal, six from Jharkhand and the rest from Bihar.

The state government launched the Human Trafficking Prevention Programme during 2007-08 to check the menace and ensure a comprehensive rehabilitation package.

Under the programme, special human trafficking prevention cells, supervised by district welfare officials, police officials and representatives from non-governmental organisations, have been constituted in three districts of Patna, Muzaffarpur and Gaya.

The cells are required to bring the cases of human trafficking to light, launch operation to rescue women and children and bring them to the social mainstream, sources said.

The state Welfare Department in coordination with UN office of drugs and crime was working with three NGOs -- Bharati Trust in Patna, Shaktivardhani in Danapur and another based in Motihari town -- to rehabilitate the victims of flesh trade.

After initial hiccups, these organisations took initiatives to make some arrangements for the rehabilitation of women liberated from the illicit trade, but the work was later hampered for want of funds, sources said.

According to Additional Director General (Weaker Sections) Rajvardhan Sharma, special programmes for policemen are being organised from time to time for imparting training to react quickly the moment cases of human trafficking come to their notice.

An action plan called 'Astitva Yojana' also has been launched by the NDA government to check alarming rise in the cases of human trafficking and bring the culprits to book under the law, they said.

3000 girls missing in Chhattisgarh

RAIPUR: Around 3000 girls have been reported missing in Chhattisgarh apparently due to illegal trafficking.

According to police sources, 5000 persons were registered missing, out of which 3000 are girls.

Sister Sevti Panna of Jashpur-based NGO Gramin Vikas Kendra claimed that placement agencies are behind this racket as they lure women with good job prospects but after some days these women go missing.

Panna claimed that these agencies bungle half the money promised to the women. The women work as domestic servants and are often subjected to physical and mental torture, she said.

Claiming that a number of placement agencies in Mumbai and Delhi have religious names, which they use to convince parents to send their girls to the cities, Panna said women leave their villages for the glitz and glamour of city life.

"The placement agencies give the women a new name and this makes tracing them a difficult task. The women are left unassisted in the hustle and bustle of the city life," she said.

Additional Director Of Police (Crime) Ramnivas said that the police is taking action against all such errant placement agencies and the idea of taking help of the NGO's is being deliberated upon.

India not taking "cognizance" of US human traffic report

New Delhi, July 08: India on Wednesday said while it considers human trafficking a serious problem, it is not taking cognizance of a US report on the issue and does not attach too much importance to the document.

"I cannot stop an American government's agency submitting a report to the American Congress. We don't take cognizance of that report... I don't think we need to attach too much importance...," Home Minister P Chidambaram said in the Rajya Sabha, answering supplementaries during Question Hour.

Chidambaram was addressing concerns of BJP Member Prabhat Jha, who said the country was getting a bad name as the US report talked about the problems of trafficking in India.

However the Home Minister disagreed with the Member.

"I don't see any reason why we should feel that we have been defamed?" he asked, adding that in 'Tier II Watch List' (mentioned in the US report), along with India, there are 52 other countries.

"They (US) have included China, Russia, Argentina, Egypt, Pakistan, Sri Lanka and Bangladesh. So I don't think we need to attach too much importance," Chidambaram observed.

But he said India is taking measures as an "enlightened nation and not because somebody else points it out to us".

Centre plans anti-trafficking cells in states

NEW DELHI: The Centre is working on a proposal for setting up anti-trafficking cells in states and chalking out a national plan for stringent action against human trafficking in the country.

Home minister P Chidambaram said on Wednesday that the government also proposes amendments in the Immoral Traffic (Prevention) Act for providing stringent legal framework to effectively deal with the menace.

Replying to a question in Rajya Sabha that the country was getting a bad name as a US report talked about the problems of trafficking in India, the minister said while the government considered human trafficking to be a serious problem, it was not taking cognizance of the US report on the issue and did not attach too much importance to the document.

"The ministry for women and child development is piloting amendments in the Immoral Traffic (Prevention) Act, 1956, to enhance its scope for introducing stringent punishment against traffickers," he said.

He said the home ministry has also formed a nodal cell through which it is coordinating on matters relating to trafficking in human beings with other ministries and state governments," Chidambaram said.

Noting that a bulk of human trafficking cases are directly related to women and girls, he said out of 4,087 cases in 2007 related to trafficking, 3,568 cases pertained to immoral trafficking.

He said that states should take steps to address the social reasons behind immoral trafficking and the Centre could help them.

On the issue of trafficing taking place in the garb of marriage, the minister said that though police in states do register cases, it is difficult to judge whether women are entering into matrimonial alliances for companionship or are being trafficked.

Chidambaram said a regional task force has been set up for implementing the SAARC Convention on Preventing and Combating Trafficking in Women and Children for Prostitution and Standard Operation Procedures (SOP) for preventing and combating trafficking for prostitution.

3 minors rescued from Jharkhand district

Dumka (Jharkhand): Three minor girls, who were being lured to Delhi, were today rescued after the police arrested a tribal couple from a bus stand in Dumka district.

The girls, all residents of Pratapur area of the district, were being taken for engaging them in flesh trade, the police said

The couple Rahul Hansda and Reena Hembram were arrested on charges of taking the tribal girls (aged between 14 to 15 yrs) to Delhi without the knowledge of their parents, police said.

Police bust gang engaged in women trafficking

New Delhi: Police on Tuesday claimed to have busted a gang engaged in trafficking of women on the pretext of recruiting workers with the arrest of three people, including a mother and son, and rescued three girls.

Police arrested Sanjay, Vinod Mandal and Savitri Devi, all hailing from Bihar, based on a complaint by one Anita Devi that her 23-year-old daughter Manju was missing since August 16.


In her complaint, Devi said that Manju had gone to meet one Sunil for employment and since then had not returned.

"Thereafter, she received a telephone call on her mobile phone informing that Manju is safe and will come after some time. She was also threatened to not report the matter to the police or otherwise she would be killed," police said.

The breakthrough in the case came after a tip-off about a placement agency in Nangloi in the city run by one Sunil Jha and his brother Sanjay.

Subsequently, raids were conducted at Delhi and Haryana and Sanjay was arrested from Rohtak and Manju was rescued. Manju accused Sanjay of raping her.

"On sustained interrogation, he disclosed information about a big racket in human trafficking and also the names of his gang members. Subsequently, two more gang members namely Vinod Mandal and Savitri Devi (mother of accused Sanjay) were arrested and two more girls rescued," they said.

Police alleged that when Manju approached Sunil, he along with other associates abducted her and took her to Rohtak in Haryana where accused Sanjay raped her.

"There she was sold for Rs 30,000/- to one local person, namely, Parmanand in Rohtak," they said and added that the accused used to get girls through agents from states like Orissa, Jharkhand and West Bengal etc. on the pretext of giving them employment as maids in houses.
