The chinese are trying to repeat what they did in 1962. The visit which is going to be made by the chinese premier is to see the operational status and the newly upgraded Indian Defence Services.

I am sure that if someone ask MR Manmohan singh to define "practical" It will be most difficult question of his life.
Does it mean leaving Askai chin and other forcefully occupies terriroty to CHina and leave claim from POK ? Give them free hand to arm Pakistan and build up military posts in POK. As per me this is what a practical solution means . Not sure about MMS's point of view .

MMS should have at the least expressed that the Chinese arrogant position has nations forming alliances and has given USA an invitation to put China in it's place.

only respite they have now is that biggest power Russia is somewhat neutral to anti China Alliance. Way they are trying to muscle out Russia in arms market with their cheap copies . Very soon Russia will also join the grand Coalition and then they will come to know how sandwitch is made.

I just pray that this bloody UPA government doesn't hand Arunachal in a platter to Wen this time. I don't trust our government ONE BIT any more.

not sure about Arunachal pradesh but Kashmir is definitely a probability. May GOD give us a non Bongress Government.

India-China border talks in Beijing on Nov. 29-30

Ahead of Premier Wen Jiabao's visit to New Delhi next month, India and China will hold the 14th round of boundary talks in Beijing on November 29-30, the Chinese Foreign Ministry announced on Tuesday.


The Indian side would be led by National Security Adviser Shivshankar Menon while State Councilor Dai Bingguo would head the Chinese delegation at the talks, Foreign Ministry spokesman Hong Lei said at a regular briefing.


The last boundary talks were held in 2009 in New Delhi, where the two sides had agreed to push forward the framework of the dialogue process.
The November 29-30 border negotiations come ahead of Mr. Wen's planned visit to India in mid-December.


China and India started discussing border issues in the 1980s. To maintain peace and stability along the border area, two agreements were inked in 1993 and 1996 respectively.


In 2003, the heads of the two countries designated Special Representatives for demarcation work.In 2005, China and India signed a political guideline on demarcation during Mr. Wen's visit to India.


The border issue was also discussed during Prime Minister Manmohan Singh's meeting with Mr. Wen last month on the sidelines of the ASEAN summit in Hanoi.
On the boundary problem, both Dr. Singh and Mr. Wen said they looked forward to early resolution of the issue and asked their Special Representatives to deal with the subject with a sense of urgency.


"Both mentioned the need to carry the process forward from Guiding Principles and Political Parameters signed in 2005. Both said they will ask Special Representatives to do so with a sense of urgency," Mr. Menon had said last month after the Singh-Wen meeting.


"They have given new impetus to the process, between Special Representatives and officials, to work through the issues and have given clear direction on how they want this to be handled," Mr. Menon had said.

India and China will begin on Monday the 14th round of talks between their special representatives on the border dispute. During the talks, the two sides will also lay the groundwork for Chinese Premier Wen Jiabao's visit to India next month.

National Security Adviser Shivshankar Menon, who arrived here on Sunday on a three-day visit, will hold talks with State Councillor Dai Bingguo, China's designated special representative for the boundary negotiations.

The two representatives have been instructed to address the issue with a "sense of urgency," following last month's meeting between Primer Minister Manmohan Singh and Mr. Wen in Hanoi on the sidelines of the Asean summit. Monday's talks assume particular significance, coming as it does ahead of Mr. Wen's visit to New Delhi. Officials said the special representatives had been given a wide mandate to discuss a range of issues beyond the border dispute over the next two days so as to lay the groundwork for the premier's visit.

Following the 13th round of talks in New Delhi last year, both sides said they would "press ahead with the framework negotiations" in accordance with the political parameters and guiding principles agreed upon during Mr. Wen's last visit to India in 2005.

Officials said last year's talks were currently at "stage two" of the dispute, which involves finding a framework for a final package settlement of the disputed areas in the western and eastern sections of the border. The first stage concluded in 2005, with the agreement on political parameters. The final stage will involve the specifics of delineating the border.

India and China raised diplomatic eyebrows on Friday by putting off the high-level meeting on the border issue scheduled to take place in New Delhi on Monday, offering reporters only a cryptic explanation that dates for their next round of border talks "have yet to be decided."

The unexpected postponement comes exactly a week after Prime Minister Manmohan Singh met Chinese Premier Wen Jiabao in Indonesia.

On Friday, the two sides issued similar sounding statements that they were negotiating the dates for the 15th round of Special Representative (SR) talks. Chinese Foreign Ministry spokesperson Liu Weimin said, "currently the two sides are still in touch with the specific arrangements, including the date of the meeting. I don't have information at this stage." His Indian counterpart, Vishnu Prakash, spoke in a similar vein: "We are looking forward to the 15th round of SR talks in the near future and the two sides remain in touch to find convenient dates for the meeting."

Neither side elaborated on the issue nor did they come up with clarifications. Asked if there had been a setback of some sort, a senior Indian official said 'no,' insisting the problem was simply one of scheduling. However, Indian ambassador to China, S. Jaishankar, is coming to Delhi on Saturday for consultations.

India's SR for border issue talks is National Security Adviser Shivshankar Menon while his Chinese counterpart is Councillor Dai Bingguo.

Asked why the talks that were supposed to be held from Monday had been postponed, diplomatic sources said the dates were never officially announced. In fact, soon after Dr. Singh's meeting with Mr. Wen on the sidelines of the ASEAN summit, highly placed sources had hoped the talks would be held soon but did not suggest a date.

Though Ambassador Jaishankar is arriving in New Delhi on Saturday — a visit that was scheduled because of the SR talks that were originally set for Monday — Indian officials insisted this was part of the routine consultation process between the envoy and South Block. The sources would not comment on whether the mention of November 28 and 29 as the dates for SR talks was wrong.

The last round of talks was held a year ago in the wake of an earlier meeting between Dr. Singh and Mr. Wen in Hanoi on the sidelines of the ASEAN summit in November last year. Officials at that time said the two Prime Ministers had asked the SRs to "press ahead with the framework negotiations" in line with the political parameters and guiding principles agreed upon during Mr. Wen's visit to India in 2005.

Officials in India say stage-two of resolving the dispute would be reached once the framework is agreed upon. The first stage ended in 2005 with the agreement on political parameters and the final stage will involve the specifics of delineating the border.

Near similar statements from the two national capitals left analysts nonplussed at a time when diplomats are finalising a mechanism to ensure a "Mechanism for Consultation and Coordination on Border Affairs" resolving disputes in certain pockets on the line of actual control (LAC). The two sides were also scheduled to hold a defence dialogue next month.

During a meeting between Dr. Singh and Chinese President Hu Jintao in Sanya in March this year, both sides had agreed to resume senior-level defence exchanges, begin a high-level economic dialogue and step up high-level contacts.

But the two countries have not seen eye-to-eye on Vietnam parcelling oil exploration contracts to India in South China Sea and at the latest November 18 meeting, the two Premiers had discussed the issue.

NEW DELHI: India took the unusual step of postponing boundary talks with China scheduled for next week. Though no reasons were given, sources hinted the decision was taken at the highest levels of the government. This is the first time in all these years that the boundary talks have been postponed.

In a cryptic statement, MEA spokesperson Vishnu Prakash said, "We are looking forward to the 15th round of Special Representative talks in the near future and the two sides remain in touch to find convenient dates for the meeting." China's envoy Dai Bingguo was scheduled to be in India for the 15th round of special representatives' talks with Shivshankar Menon, national security adviser, starting November 28. While some sources said it was a scheduling problem, the fact that India called off the talks just two days before the dialogue indicated the issue was more serious.

The last-minute postponement raised eyebrows here. The SRs were scheduled to discuss and set in place a mechanism to maintain peace and tranquility on the border pending a settlement. During the recent meeting between Prime Minister Manmohan Singh and his Chinese counterpart Wen Jiabao, the boundary issue had come up for discussion, where the two leaders were reportedly looking forward to establish the new initiative.

However, Indian government sources had indicated that China's position on Jammu & Kashmir was a point of growing concern for New Delhi. The dissonance between the two sides happened after the East Asia Summit in Bali. Sources said the Chinese side had raised some demands that India found unacceptable. But both sides were keeping mum on the issue.

In Beijing, the Chinese foreign ministry spokesperson too was vague. Responding to a journalist's question on the upcoming border talks, he said, "Currently, the two sides are still in touch on the specific arrangements including the date of the meeting and I do not have information at this stage."

The SRs are working on developing a framework for the settlement of the boundary dispute. It will be on the basis of this framework that the actual border contours will be drawn.

China demand on Dalai meet led to border talks cancellation

The reported Chinese demand for cancellation of the Dalai Lama's speech at a Buddhist congregation here next week is believed to have led to the postponement of India-China border talks scheduled for Monday.

The Chinese side is said to have called off the 15th round of the talks between Special Representatives (SR) of both the sides after India refused to accept their demand that the congregation which was to be addressed by the Tibetan spiritual leader be called off.

The Dalai Lama was to address the valedictory function of the four-day Global Buddhist Congregation, co-organised by the Public Diplomacy division of the External Affairs Ministry, on Wednesday.

The Indian side is believed to have conveyed to China that the Congregation was of a religious nature and not a political event and it cannot cancel it.

There was no official word on the reasons for the cancellation of the SR talks from both side.

The Chinese embassy here also declined to comment.

Chinese Special Representative Dai Bingguo was to travel to Delhi for talks with his Indian counterpart Shivshankar Menon to follow up on their talks in the 14th round in Beijing in November last year.

The External Affairs Ministry issued a terse statement "we are looking forward to the 15th round of SRs talks in the near future and the two sides remain in touch to find convenient dates for the meeting."

Dai and Menon were expected to discuss putting in place a mechanism for border management mooted by Chinese Premier Wen Jiabao during his visit to India last year.

A decision to set up the mechanism was taken at a meeting Wen had with Prime Minister Manmohan Singh at Sanya in April.

If China wants India to stop the conference then first China should go out of TIBET, then it has go out of PoK and has to stop helping pakistan.

What you can offer in return? Don't tell me for just stop a conference, you want China to concede 1/4 of it's territory.

Say that openly in China and you will find some time off from your official work for nothing too serious, but just a wee bit of re-education like Ai Wei Wei.
