India ropes in Tharoor for diplomacy with Africa
Not a very sensible move.

While Tharoor is a suave English speaker with excellent oratory skills, he is not very effective in conveying Indianness and exchanging values with emerging countries of Africa.

Tharoor should stick to shaking a leg with the European champagne-caviar-lobster club of elitists rather than try diplomacy with countries that actually need Narendra Modi ji style of diplomacy; grounded in reality, mutually beneficial and which show the real, simple side of our and their sides.

New Delhi: Kenyan President Uhuru Kenyatta has asked India to give Kenya greater market access for goods, help boost its agriculture and medical sectors, and increase the number of scholarships, even as Prime Minister Narendra Modi pushed for a faster process to draw up an action plan on security collaboration at their bilateral talks on Wednesday.

The two leaders met in Delhi almost six months after Modi was in Nairobi as part of his four-nation African tour in July 2016.

Two agreements were signed after the talks – a memorandum of understanding on agricultural cooperation and an agreement for $100 million line of credit for agriculture mechanisation.

Kenyatta, who attended the Vibrant Gujarat summit before reaching Delhi, said that the “relationship between India and Kenya in the political, socio and economic spheres, especially trade and investment, has grown over time”.

The Kenyan leader, who is likely to stand for re-election in August, had come with a wishlist for New Delhi.

Getting investment in the health sector has been of particular interest to Kenyatta, who devoted a significant part of his statement to the subject on this trip as well.

“India’s strength in the provisioning of health services is globally acknowledged. Indeed, many of our countrymen and women travel to India every year. Advanced technology coupled with price competitiveness makes your country a preferred destination for thousands of Kenyans seeking quality healthcare,” he said.

He also added that an Indian soft loan will be used for setting up a cancer treatment hospital – which is “greatly anticipated as it will also go a long way to ensure that quality and affordable treatment is also available for Kenyans who cannot afford to travel to India”.

More than 10,000 Kenyans travel to India for medical treatment, spending millions of dollars in private hospitals in Mumbai, Delhi and Chennai. Further, Kenya spends over $482 million on importing drugs – 80% of which are sourced from India.

Kenyatta reiterated that he would like to see Indian pharma companies invest in a manufacturing facility in the east Africa’s dominant economy.

“Kenya relies heavily on generic anti-retro viral drugs manufactured in India. Ensuring that these drugs are available to people infected with HIV is also a top priority for my government… Kenya would also benefit greatly from collaboration and transfer of technology from investment by Indian pharmaceuticals in Kenya, given the large market and demand for these drugs in the region,” he said.

Even when he asked for more scholarships, Kenyatta listed the sectors for training as “medicine, pharmacy, dentistry and ICT which are relevant to our national development priority areas”.

With bilateral trade heavily tilted in India’s favour, Kenyatta called for greater access to Indian markets. “To help bridge the balance of trade deficit that exists, I have pitched for India to improve market access for products with high demand in India such as leather products and pulses. I request India to consider extending the project targeting African cotton-growing countries to Kenya, as this will also help to increase cotton production,” he said.

Modi also stressed that India was looking to have a “long-term arrangement” for the import of pulses from Kenya.

On the strategic front, Modi stressed that India and Kenya were working to “strengthen our security cooperation and capacities”.

“In this context, we have directed the Joint Working Group to meet early. It would focus on cyber security, counter terrorism, combating drugs, narcotics, human trafficking and money laundering,” he added.

The joint statement added that the establishment of the JWG on security needs to be expedited so as to prepare an “action plan” for enhancing security-related collaboration.

“It was agreed to build a bilateral legal framework with early conclusion of Mutual Legal Assistance Treaty, an Agreement on Transfer of Sentenced Persons and a Memorandum of Understanding on Controlling Narcotics,” said the bilateral document.

India operating $2 billion LoC for solar projects in Africa

Considering the goal of more access of energy globally and speeding up economic development in rural, remote and island regions, India is operating US$ 2 billion line of credit by the MEA in Africa for undertaking solar projects in countries that have signed and ratified the International Solar Alliance (ISA) treaty.

To dedicate platform for cooperation, enhancement in bilateral relationships and in corporate relationship among the solar resource rich countries ISA was launched jointly by Prime Minister of India Narendra Modi and former President of France François Hollande on November 30, 2015 in the presence of Ban Ki Moon, Secretary General of the United Nation (UN). This time also both India, France and other countries of ISA proposes to launch programme on scaling of Solar Mini Grids possibly in near future.

While speaking to media here at Shastri Bhawan on Thursday, the Interim Director General of ISA Upendra Tripathy said that, "Indian firms have submitted expression of interest already. They would put mini grids equivalent to 78MWs under the soft loan related schemes for Africa." But the loan amount will be fixed and the interest will be usable, he also added. Meanwhile India is also examining to allocate line of credit of US$1 billion for non-African ISA member countries under the same process.

There is also a proposal to build the Global Solar Fund of US $300 billion over ten years with contributions from the World Bank, ODA and also from Green Climate Fund to leverage it from the corporate sector especially, as a commercial project. The investment aims for financial assistance of ISA countries for next ten years. The risk guarantee premium may be 0.8% to 1%. Moreover, ISA interim board proposed to form export groups in different sectors like, technology, policy making, education, finance especially to advise the empanelled countries on its programmes, activities in terms of standards, policies, technologies, power purchase agreements etc. Amid a senior power official asserted that the ISA headquarters could be built at UAE but India is also pushing and all set to pass the tenders for the global infrastructure."It will be a collective decision," the official mentioned.

Asserting India’s commitment for Lesotho’s development, President Ram Nath Kovind on Tuesday thanked the country for its support at multilateral bodies, including Justice Dalveer Bhandari re-election to the International Court of Justice, according to an official statement.

Welcoming King Letsie III and Her Majesty Queen Masenate Mohato Seeiso of Lesotho at Rashtrapati Bhavan, Kovind said India and Lesotho share close and cordial ties.

“India cherishes its partnership with Lesotho. India is strongly committed to its developmental partnership with Lesotho. We have established an IT centre in Lesotho and look forward to its success in training and skilling youth,” he said.

Just saw a set of documentaries about emerging infrastructure projects in Africa and China's railway diplomacy in Africa today on youtube. It makes me wonder where is India in terms of any major infrastructure development on that continent.



While we all know that the Chinese are trying to debt trap as many countries there as possible, there are several other development projects that are happening with respect to other countries in Africa. The Trans-African Road Network (TARN) is just mind-boggling. Connecting the continent from Cairo in Egypt & Algiers in Algeria to Capetown in South Africa! As well as connecting Western Sahara to Djibouti, Sudan, and Eritrean ports! There are 6 sets of road networks planned and they are insanely massive.

In terms of both roadways and railways, there are humungous opportunities for Indian companies to invest and reap benefits there. We are the first country in the world to use recycled plastic derivatives in road construction to make it stronger, reducing our dependence on construction sand for the mixture. This has greatly and positively affected our construction sector in many ways. We need to start using this expertise along with several other things (that I don't know of) and push for roadways development in African countries.

While roadways are an issue in our own country and some may not agree, we all can agree that we can do a lot more in the railway sector. Indian Railways (IR) has the right technology and the right pricing point to ensure that we can give African nations a cost-effective railway network and give competition to the Chinese companies that have monopolized railway construction using their own banks. To ensure that our banks are not burdened, we can use the India-Japan African collaboration framework to allow African countries to borrow from Japanese banks as well, while we construct affordable rail networks for them.

Exporting a few coaches is not going to get us the money and influence that we need. It needs to be more. The idea is simple; we cannot let CCP get all the credit for the future development of African countries. While there are going to be political disagreements, this is a fact that no African country sees China as a colonial occupier.

Unless we are able to increase our influence in the region through infrastructure, we will be left far behind.

There is a lot of undercurrents happening in Africa. The latest one was this one the Kigali Global Dialog in Rwanda.

Dr. Jaishankar's son was leading the charge. The thread talks about the startup boot camps and interactions between Indian and African young entrepreneurs.

Indian PSU manufacturing needs to ramp up dramatically if we have to compete with China in Africa. We are doing well where private companies are leading the initiative such as automobiles & medical sector. Everything else is China's playground.

I am wondering what can we do given the shitstorm that is taking over the SAHEL region collectively. China and Russia are pretty clear in what they want - the West out. We cannot have that position given our strong ties with France but we can stay out of all that mess.

Since G20 main event is around the corner, we need to plan for the SAHEL region and the instability there without ruffling either African or French feathers.

This might seem absurd but getting involved in Africa is important or we will be left behind.

it's good but there are already kangerz who are claiming sri krishn was a nijjar because krishn = black and even buddha = nijjar bekoze he had afrikang features like 'braids' and all 🤷‍♂️
i would rather want them to go back to their indigeneous faiths than this sort of things

Not ones who have accepted hindu way of life. Unlike Abrahmics hindus dont try indegnize by weaving local stories. Divinity is in everyone. On those who get Paramatma blessing realise the same.
