Pakistan rejects India's aid offer

Pakistan on Thursday (August 19) formally rejected Indian aid for thosoe effected by the recent floods. Declining India's offer for aid to the flood effected victims, Pakistan's Foreign Office spokesman Abdul Basit said, "We appreciate India's gesture, but can't take aid now."

Prime Minister Manmohan Singh earlier this afternoon made a call to his Pakistani counterpart, Yousuf Raza Gilani and condoled the deaths caused by floods in Pakistan. In his conversation with Gilani, the Prime Minister also offered India's aid to those people effected by the floods in Pakistan.

The Obama administration earlier urged Pakistan to accept India's aid offer even as hardline elements in the flood-ravaged country have begun a vicious campaign to blame India, the United States, and Afghanistan for the calamity, a charge Washington has simply dismissed.

Amid mounting international attention and concern for Pakistan's future in the face of the tragedy, US officials on Wednesday called on Islamabad to abjure politics and accept India's help, including an initial $ 5 million offer it has sat on saying it is under consideration, even as it is begging for international aid.

"I think the priority is to use offers of assistance to help the Pakistani people, so we would encourage Government of Pakistan to accept that (Indian) offer," Frank Ruggiero, Deputy Special Representative for Afghanistan and Pakistan said on Wednesday. Separately, state department spokesman P J Crowley said, "In terms of responding to a disaster, politics should play no role. You have a country (India) that's willing to help (Pakistan), and...we expect that Pakistan will accept."

Their remarks came amid a rash of reports in the Pakistani media blaming India, principally, for the massive floods, purportedly because New Delhi had deliberately diverted waters from dams in the Indian state of Jammu and Kashmir, and from the ones it "controlled in Afghanistan". Some reports also charged that US was manipulating weather patterns over Pakistan. US officials dismissed the idea with incredulity.

"So it was the United States and India that conspired to have the monsoons come to Pakistan? I don't find that credible," Crowley said in response to a question about such reports in sections of the Pakistani media considered close to hard-line elements in its intelligence agencies and jihadists.

The inflammatory reports in a country that's been dubbed "Paranoidistan" surfaced even as Pakistan's Foreign Minister Shah Mehmood Qureshi, in an interview to ABC, endorsed a purported ISI report last week that home-grown extremism and not India constituted a primary security threat to the country.

The new line, which if genuine would reverse 63 years of regarding India as the primary threat, is ostensibly aimed at extracting more aid from the US and the international community, which have repeatedly advised Islamabad to give up its India fixation, and have been reluctant to open their purse strings because of, among other things, Pakistan's hardline policies towards India.

Pakistan's recalibration, amid unabated floods and fears of extremists getting ahead of the government in providing relief, is already starting to show results. The US has increased its aid to nearly $100 million, the World Bank has sanctioned a loan of $ 900 million, and various western and Gulf/Arab countries have also bumped up their initial modest contribution to help out Pakistan from being completely washed up.

On Thursday (Friday IST), Secretary of State Hillary Clinton will lead the move to galvanize world attention and ramped up aid by delivering remarks at a plenary meeting of the UN General Assembly on the humanitarian situation resulting from the floods in Pakistan. She is expected to announce a further increase in US commitment.

SO the end of all the hulla i have heard establishments are trying to get more people to people contact this is the way of behaviour what else do think will happen when they meet again for talks

Good they rejected. The international community will further tighten its purse when it comes to aid to pakistan. they might get loans, but no free lunches i hope. They deserve it. Bloody stupid people.

Somewhere in the beginning of the thread I remember saying that much as Singh and Ritesh come up with convincing arguments, pakistan is just not worth it. Kinda feel right about my stance now that their attitude towards india lies exposed. In future india should not even flinch even if double this calamity were to strike pakistan.

Let them fall short of aid, they'll inevitably accept Indian aid. They'll just request our leadership to make another offer through back-channels, and then publicly accept it. That's text-book Pakistan.

Now New Delhi has a little more to spend on Leh.

Burney urges Pak govt. to accept India's flood aid

Human Rights activist Ansar Burney has urged the Pakistan government to accept the donation offered by India for the flood relief work "in the greater interest of peace and love."

On the one hand they are begging the world for help and accepting all donations and on the other they are not accepting a donation of "love and peace" from India, Mr. Burney has said.

Mr. Burney, Pakistan's former Minister for Human Rights, said this is the first time that Indian government has shown a very "positive attitude" towards Pakistan after the Mumbai terror attacks and the Government of Pakistan should respond positively to the kind gesture of "love" for the sake of flood victims and also for the sake of peace in the region.

He said this is not the time to bring bad memories from the past or to scratch the old wounds.

Mr. Burney added that External Affairs Minister S.M. Krishna has brought forward a friendly hand by announcing $ 5 million in flood aid and Pakistan should hold this hand with the same friendly spirit.

"Pakistan is in a critical state right now and this is the time we rise above our personal or political preferences and make our decisions for benefit of the people of Pakistan and also appreciate all the help we get from our friends in this difficult time," he said.

"By accepting the donation from India, Pakistan could send a positive message to the other side of the border as well and will also help bring the two countries together," Mr. Burney said.

Manmohan calls up Gilani, renews flood aid offer

With Pakistan dithering over accepting India's offer of $5 million aid for flood victims, Prime Minister Manmohan Singh Thursday renewed the aid offer when he spoke to his Pakistani counterpart Yousaf Raza Gilani and conveyed his sorrow over the tragedy.

Manmohan Singh expressed sorrow and condoled the deaths due to the devastating floods in Pakistan, the Prime Minister's Office said in a statement in New Delhi.

The prime minister told Gilani that the government of India had already made an offer of assistance and was ready to do more to assist in the relief effort.

Calling for a larger regional solidarity in the face of natural calamities, Manmohan Singh said that all of South Asia should rise to the occasion and extend every possible help to the people of Pakistan affected by the tragedy.

India had Aug 13 offered $5 million aid to Pakistan that is grappling with the worst-ever floods that have left over 1,600 people dead and affected over 20 million.

But Pakistan has yet to revert to India on accepting the aid, said an official. If Pakistan accepts aid, the modalities will have to be worked out for sending the aid across the border, the official added. India has also indicated that it was ready to route the aid through UN agencies.

Pakistan's Dawn News reported Thursday that Foreign Minister Shah Mahmood Qureshi has thanked India for offering the aid. Qureshi, who is on a visit to the US, profusely thanked India, it reported.

Sources in the Pakistan foreign ministry have said India's offer is being considered. 'We have not rejected the offer outright and a decision would be made soon,' a senior official had been quoted as saying.

In Islamabad, Ansar Burney, Pakistan's former minister for human rights, has urged the Pakistan government to accept the donation offered by India 'in the greater interest of peace and love'. On the one hand they are begging the world for help and accepting all donations and on the other they are not accepting a donation of 'love and peace' from India, Burney said.

India would like Pakistan to see the aid offer as an important gesture to create a positive atmosphere despite bitter recriminations that followed the July 15 talks between the foreign ministers of the two countries.

In the wake of a massive earthquake in October 2005, India had sent three consignments of relief material including tents, blankets and medicines. This was the first time Indian Air Force (IAF) planes had landed in Islamabad to deliver relief material. According to some reports, Pakistan did not use the Indian aid.

Should India persist with offering flood aid to Pakistan?

No. We should apologize to Pakistanis for hurting their sentiments and withdraw that offer . Instead that money should be give to Afghanistan or a new hospitals should be opened there from that money.Then those beggars will realize worth of 5 millions. None of those beggars will talk about their all weather friend China.

I wish I had a shoe in my hand and that ISI Agent Mani SHankar Aiyyar is infront of me. It will be rain of shoes on that Idiot. I can understand That Pakistani Stooge had an Issue with India but this stupid tried his level best to humiliate Entire country. Either he is an ISI agent or he is mentally imbalanced .He should be sent to Agra or Kanke for treatment.

Aid accepted or rejected is kinda confusing. There are different reports.
Apparantely pakistan will play like PCB, ban and unban.

Pakistan finally accepts Indian flood aid offer

WASHINGTON: Pakistan has finally accepted the USD five million aid offered by India for flood relief victims and said such a gesture was appreciated.

"I can share with you that the Government of Pakistan has agreed to accept the Indian offer (of USD 5 million aid)," Pakistan foreign minister Shah Mahmood Qureshi said on the sidelines of the special session of the General Assembly on Pakistan at the United Nations headquarters.

The US had yesterday asked Pakistan to accept USD five million in flood aid from India as politics should have no role in disaster response.

The foreign minister asserted that Pakistan was not playing any politics on aid offer from India.

"We are not playing politics. Let me acknowledge the fact that the minister for external affairs, Mr (S M) Krishna, called me in Islamabad and he expressed sympathy, he condoled with me on the loss of life, and offered assistance to Pakistan," he said in an interview.

Qureshi was at the United Nations headquarters in New York to attend the special session of the General Assembly on Pakistan.

Qureshi thanked Krishna, Indian Government and Prime Minister Manmohan Singh, for this very "positive" gesture.

"It's highly appreciated by Pakistan and we have recognised it. Prime Minister Manmohan Singh called Prime Minister Gillani and they have also exchanged views on the evolving flood situation in Pakistan.

"He has reiterated the offer made by the foreign minister, and I can share with you that the government of Pakistan has agreed to accept the Indian offer," Qureshi said.

"I think this initiative of India is a very welcome initiative and I'm looking forward to further engagements with my counterpart to improve the environment, to build confidence and to bridge the trust deficit between the two countries," the Pakistan foreign minister said.

When asked about reports that Islamic extremist groups might take advantage of this opportunity to win over hearts and minds, Qureshi asserted this will not happen.

"I think what we saw today and the UN will not permit them to take advantage of the situation. I think the international community is now forthcoming and the international community is responding and they are responding quickly, and we will not allow them to exploit that situation," Qureshi said.

I am not fussed about this aid offer. We offered them $5 million and can claim we did our duty as a good Samaritan, in the time of need. They have dithered over the offer before accepting and then their proxies moan about this being peanuts. To add to this, lots of reports have surfaced about how they treated our aid supplies during the 2005 PoK earthquake and those reports about ripping off Made in India labels only makes them come out with a massive money shot on their face.

And GOI again succeeds in keeping its image of humanitarian marvel & responsible power. Let the Indian citizens die by malaria, hunger. But GOI must live up to International expectations. Who cares about internal basic demands of countrymen?

India gives Pakistan USD 20 mn for flood relief

New York: India's permanent representative to the United Nations, Hardeep Singh Puri, has given a cheque for USD 20 million to the UN Secretary General, Ban Ki-moon, as India's contribution towards the 'Pakistan Emergency Response Plan'.

The cheque was handed over to Ban in the presence of Pakistan's Permanent Representative to the UN, Abdullah Hussain Haroon on Friday.

Puri recalled the messages of solidarity, sympathy and support from Prime Minister Manmohan Singh and External Affairs Minister SM Krishna to their Pakistani counterparts in the immediate aftermath of the devastating floods that affected parts of Pakistan in August this year.


"Natural disasters do not respect national boundaries. This is a small but significant gesture from the highest levels of the Indian government conveying the message that the people of India stand by the people of Pakistan in their hour of need," he said.

This amount of USD 20 million is in addition to the amount of USD 5 million that the Government of India has already contributed to the World Food Programme for its relief efforts in Pakistan.

Later, at a meeting for the launch of the 'Revised Pakistan Floods Emergency Response Plan', Puri noted that Pakistan has been severely affected by the massive floods and the humanitarian catastrophe continues to unfold.

"India is familiar with the consequences of natural disasters and therefore understands very well the trauma and the suffering that our Pakistani brethren are going through," he said

"We cannot remain unconcerned with this grave humanitarian crisis of enormous magnitude in our immediate neighbourhood," Puri said. "As a member of the international community and more significantly as a close neighbour, India recognizes its responsibility to support Pakistan

The envoy said he had no doubt that the people of Pakistan have the strength and resilience to overcome this natural disaster.

However, the magnitude of the tragedy makes it incumbent on the international community to pool its energies and resources and to assist Pakistan in its efforts to rebuild and rehabilitate the devastated region, Puri said
