An Improvised Explosive Device (IED) planted on the Srinagar-Baramulla highway was defused by security forces on Saturday morning in Jammu-Kashmir. The IED was placed adjacent to the road divider. It was found at 9 am with the help of a dog squad. The engineering squad of the army defused the device at 11 am, police said.

“We received information about the IED at 3 am,” Commanding Officer Rajesh Kumar told news agency ANI, adding that a joint team of civil police, second RR and CRPF carried out a recce of the area.

This is a developing story. More details are awaited.

Security forces today recovered an improvised explosive device (IED) on the outskirts of Srinagar, the second such recovery in the city in as many days, police said.

The IED was detected by a patrol party of security forces in Maloora area of Srinagar this morning, a police official said.


He said the area was cordoned off and a bomb disposal squad was rushed to the spot which destroyed the explosive.


Further details are awaited, the official said.


This is the second IED recovered by security forces in as many days in Srinagar.

Yesterday, an IED, weighing approximately 5 kg, was recovered on the Srinagar-Baramulla Highway in HMT area of the city in the close vicinity of Maloora.

Militants target security forces with IEDs to inflict maximum damage.


Four policemen were killed on January 6 in an IED blast in Sopore township of north Kashmir.

For the second day in a row, security forces detected an improvised explosive device (IED) on the outskirts of Srinagar.

The IED was detected by a road-opening party of the Army at Maloora on the Srinagar-Sumbal road this morning, almost 4 km from the spot where a 5-kg IED was detected on Saturday.

A security forces officer said the area was cordoned off and the traffic was halted along the highway after the explosives were found.

“A bomb disposal squad was rushed to the spot which detonated the explosives,” said the CRPF spokesman in Srinagar.

On Saturday, an IED was detected and detonated on the Srinagar-Baramulla highway in the HMT area of the city.

The return of the IEDs after many years has set alarm bells among the security agencies which are chalking out a new strategy to tackle such attacks.

On January 6, Jaish-e-Mohammed militants triggered an IED in north Kashmir’s Sopore town, killing four policemen, including an officer.

This means there are more terrorists in Kashmir to be eliminated. Especially the ones who made these IEDs and the ones who planted them. I will say, for every action of terrorists in Kashmir, large numbers of Pakistan army men should be killed on LOC. Consider this, in case this explosion was successful on an army convey, what damage it would have caused. Now we should take revenge of every hypothetical damage. In case we estimate 5 jawans would have been hit, our response should be killed 20 Pakistan army men on LOC. So that Pakistani army cry to stop terrorism in Kashmir as they have to pay with their lives for any terrorists activity in Kashmir.

Security forces averted a major tragedy today by timely spotting and defusing an improvised explosive device (IED) in Pulwama district. The explosive device was fitted inside a pressure cooker and kept inside a small ditch at Kandizal village of Pulwama district, near the Pampore railway station.

According to police reports, the explosive devicewas spotted in the wee hours of Wednesday by CRPF personnel during a routine patrol. “The explosive device had been fitted inside a three-litre pressure cooker,” a senior police official said. He said a bomb disposal squad was called and the IED was defused without causing any damage. On January 6, four policemen were killed in Sopore town of north Kashmir in an IED blast.

Following this, at least two IEDs were spotted and defused in the Parimpora area, on the outskirts of Srinagar city. Ahead of January 26, the militants have carried out several grenade attacks as well, fortunately with no fatalities.

The blast triggered panic in Jammu city and security forces were put on alert.

Two policemen were injured as militants launched grenade attacks on the security forces in the twin capitals of Jammu and Srinagar of the State on Thursday, despite the Centre's Ramzan ceasefire in place for the past nine days.

"A grenade was reportedly lobbed at a police party at Jammu Bus Stand by unknown miscreants Two cops sustained minor injuries and were hospitalised in Government Medical College Hospital in Jammu," said additional deputy commissioner, Jammu, Arun Manhas.

A police official said had preliminary investigations confirmed it was a grenade attack and the policemen sustained splinter injuries.

The blast triggered panic in Jammu city and security forces were put on alert.

Jammu, the winter capital of J&K, witnessed second such attack since February 10 when militants stormed an Army installation in the city outskirts, which left 11 people, including four attackers, dead.

A specially trained squad of the Central Reserve Police Force (CRPF) and Special Operations Group (SOG) of the Jammu & Kashmir Police (JKP) is likely to take down the next Pakistan based Militant groups by sniping them.

The personnel have been trained by the National Security Guards (NSG) over the past one year in Manesar and more recently in the Lethapora CRPF training camp in Pulwama.

The CRPF and JKP have only PSG sniping rifles. Though trained in sniping, the personnel missed the opportunity to take down three Pakistan based militants who attacked the camp on December 31 2017.

The Jammu and Kashmir police on Thursday banned use of smartphones of various private service providers by the civilians in Kashmir, after 10 service rifles were stolen by militants in the past 28 days.

According to the police, such thefts occurred because the citizens remain engaged with their smartphones which are having connected to remote telecom servers which are based aboard and “compromised their legitimate duty. towards the Indian Nation”

“No citizens shall carry any smartphone of various private service providers during duty hours under any circumstances.

All sentries, particularly on guard duty, shall wear bullet-proof gear, and chain their weapons with their belts properly,” reads an order issued by Additional Director General of Police (ADGP), Armed, A.K. Choudhary.

Use of mobilephones of various private service providers by the civilians “has considerably increased weapon snatching and killing of policemen, particularly in the Valley,” he said.

‘Image takes a beating’

The ADGP said the tendency [to be on smartphones] had not only lowered the image of the police “but also speaks volumes of the lack of supervision and sensitisation of lower subordinates to inputs and security situation in and around a particular area”. The police have decided to take an hourly “situation report” from all company commanders on any mobile use of various private service providers by the civilians .

Eight suspended

The fresh measure comes as 10 automatic service rifles — five from Budgam in two instances, four from Srinagar in two instances and one from Sopore — were stolen by militants in the past 28 days.

At least eight policemen have been suspended for failing to stop militants from snatching weapons.

NDCP 2018: Public can give comments till 1st June


The Department of Telecommunications (DoT) has extended the last date for submission of comments on the recently published draft National Digital Communications Policy(NDCP), 2018. Public and stakeholders can give their comments till 1st June 2018 through the MyGov portal, where the draft Policy has been hosted for public comments. It can be accessed at https://innovate.mygov.in/draft-ndcp-2018/

Several stakeholders had requested DoT to provide more time for giving inputs on the draft Policy. Earlier the deadline was set as 25th May 2018.

The DoT had released the draft NDCP on 1st May 2018 for public comments. The key objectives of the Policy include broadband for all, creating 4 million additional jobs in the Digital Communications sector, enhancing the contribution of the Digital Communications sector to 8% of India’s GDP from around 6% in 2017, propelling India to the Top 50 Nations in the ICT Development Index of ITU from 134 in 2017, enhancing India’s contribution to Global Value Chains, and ensuring Digital Sovereignty of the country.

A civilian was killed by armed men at Hajin in North Kashmir’s Bandipora district on Friday morning. Police have blamed Pakistan Based operatives, including local militant Saleem Parrey, for the incident.

The body of the victim, identified as Mohd Yaqoob Wagay, was found with its throat slit near his residence in Gunda Preng village. He was a butcher by profession.

“An investigation indicated the complicity of local LeT terrorist Saleem Parrey in the killing,” a police spokesperson said.

Another civilian from Hajin – Hilal Ahmad Parrey – was abducted and killed by alleged militants last week. His bound body was later recovered from a nearby nursery.

Even as south Kashmir has become a hotbed of violent confrontation between security forces and local Kashmiri commanders, police and state intelligence are warning of a sharp rise in militant activity in north Kashmir with infiltrators from across the border attempting to gain a foothold in the region.

According to experts, senior Jammu and Kashmir police officers and intelligence officers, several incidents in north Kashmir in the past few of months, coupled with fresh intelligence inputs, seem to suggest that the northern region of the Valley could be a major target area for militants.

“A string of civilian killings that have taken place in north Kashmir is an extremely disturbing sign. These civilians were suspected to be informers for the security forces and their killings, we fear, serves a dual purpose. One, it deters locals who cooperate with authorities and two, it gives militants a platform to display their strength,” said a senior J&K police officer who asked not to be named.

On April 30, three civilians, all in their twenties, were shot dead in the Old Town of Baramulla district. On April 8, two civilians were abducted from their homes and killed in Hajin area, a few days after another civilian was abducted from his home and killed by suspected militants.

The officer added that, unlike in south Kashmir, insurgency in the north is led by Pakistani nationals who suffered a major blow last November when six militants, including the nephew of Pakistan Military higher official and alleged mastermind of the 2008 Mumbai attacks were killed in a gunbattle in Hajin.

Civilian killings are not the only indication of a growing militant presence in north Kashmir. The Indian Army on Thursday said it had foiled a major infiltration bid in Keran sector of north Kashmir’s Kupwara district and local police sources said at least 15 militants were attempting to cross over before being repelled by security forces.

Director general of J&K police SP Vaid said they had been receiving fresh inputs of Pakistan attempting to “foment trouble in north Kashmir”.

“Most of the militants operating in north are Pakistani nationals and we had been getting inputs all year that they are trying to gain a stronger foothold in the region. The government has ordered suspension of all counter-insurgency operation in view of the holy month of Ramzan but we are keeping a strong watch over the situation in the valley including the northern areas,” Vaid said. Other security officials said the militant network in Kashmir is likely to put the north on the radar in a bid to not give an impression that only the southern region of the valley is affected by insurgency.

Former Union home secretary GK Pillai attributed the onset of the summer season for an increase in militant activity in the north as the region is host to majority of infiltration routes. Pillai, however, added that security forces have checks and balances in place to deal with any increase in militant activity “ in south or in north”. The last two years in Kashmir were among the bloodiest in its history as the government launched an intense crackdown on the local militancy, most notably dismantling the unit led by Burhan Wani. According to government estimates, over 660 people — militants, civilians and security personnel — died during this period, an annual spike of more than 167% when compared to 2015.
