USS California (SSN 781) Commissioned, Delivered Eight Months Early

The U.S. Navy commissioned its eighth Virginia-class submarine, USS California (SSN 781), eight months prior to its contract delivery date at a ceremony held in Norfolk, Va. Oct. 29.
"The increase in operational readiness of our submarines at delivery is vital to the success of the Virginia class program and our Submarine Force," said Rear Adm. David Johnson, program executive officer for submarines. "As the size of our force shrinks in the coming years, it is imperative we continue to get these tremendous assets into the hands of the fleet ahead of schedule, under budget, and ready to execute those unique missions that only a Virginia class submarine can."
Built under a teaming agreement between General Dynamics Electric Boat and Huntington Ingalls Industries-Newport News Shipbuilding, California was delivered in just 65 months, which equals the success of her sister ship USS Missouri (SSN 780) for the shortest construction period for the Virginia class.
In spite of the reduced construction period, California received high marks from the Navy's Board of Inspection and Survey (INSURV). As mentioned in the boat's INSURV report, "The Board recognized the significant improvement of operational readiness of California as compared to previous Virginia class deliveries."
"California's commissioning marks the finale of a very successful run of accomplishments for the submarine," said Rear Adm. (sel) Michael Jabaley, Virginia class program manager. "The submarine was delivered more than eight months early to its contractually-required delivery date, under budget, and ready to meet vital national security taskings."
California's commissioning was the second-to-last major milestone for the Virginia Class in 2011. On Dec. 3, the Navy will christen Pre-Commissioning Unit (PCU) Mississippi (SSN 782). In addition, 2011 saw the keel laying for PCU Minnesota (SSN 783) and the construction start for the next two Virginias (SSN 786 and SSN 787). The construction start for these submarines marked the first time in 22 years that the Navy has begun construction on two submarines of the same class in the same year.
Virginia class submarines are designed to dominate the world's littoral and deep waters while conducting Anti-Submarine; Anti-Surface Ship; Strike; Special Operation Forces; Intelligence, Surveillance, and Reconnaissance; Irregular Warfare; and Mine Warfare missions. Their inherent stealth, endurance, firepower, and sensor suite directly enable them to support five of the six Maritime Strategy Core Capabilities - Sea Control, Power Projection, Forward Presence, Maritime Security, and Deterrence.
