USS California (SSN 781) Commissioned, Delivered Eight Months Early

The U.S. Navy commissioned its eighth Virginia-class submarine, USS California (SSN 781), eight months prior to its contract delivery date at a ceremony held in Norfolk, Va. Oct. 29.

"The increase in operational readiness of our submarines at delivery is vital to the success of the Virginia class program and our Submarine Force," said Rear Adm. David Johnson, program executive officer for submarines. "As the size of our force shrinks in the coming years, it is imperative we continue to get these tremendous assets into the hands of the fleet ahead of schedule, under budget, and ready to execute those unique missions that only a Virginia class submarine can."

Built under a teaming agreement between General Dynamics Electric Boat and Huntington Ingalls Industries-Newport News Shipbuilding, California was delivered in just 65 months, which equals the success of her sister ship USS Missouri (SSN 780) for the shortest construction period for the Virginia class.

In spite of the reduced construction period, California received high marks from the Navy's Board of Inspection and Survey (INSURV). As mentioned in the boat's INSURV report, "The Board recognized the significant improvement of operational readiness of California as compared to previous Virginia class deliveries."

"California's commissioning marks the finale of a very successful run of accomplishments for the submarine," said Rear Adm. (sel) Michael Jabaley, Virginia class program manager. "The submarine was delivered more than eight months early to its contractually-required delivery date, under budget, and ready to meet vital national security taskings."

California's commissioning was the second-to-last major milestone for the Virginia Class in 2011. On Dec. 3, the Navy will christen Pre-Commissioning Unit (PCU) Mississippi (SSN 782). In addition, 2011 saw the keel laying for PCU Minnesota (SSN 783) and the construction start for the next two Virginias (SSN 786 and SSN 787). The construction start for these submarines marked the first time in 22 years that the Navy has begun construction on two submarines of the same class in the same year.

Virginia class submarines are designed to dominate the world's littoral and deep waters while conducting Anti-Submarine; Anti-Surface Ship; Strike; Special Operation Forces; Intelligence, Surveillance, and Reconnaissance; Irregular Warfare; and Mine Warfare missions. Their inherent stealth, endurance, firepower, and sensor suite directly enable them to support five of the six Maritime Strategy Core Capabilities - Sea Control, Power Projection, Forward Presence, Maritime Security, and Deterrence.

Military Industry Complex in USA is learning, that they cannot over budget and over-spec'ing' and be late. Or they end up like firms in Europe.
It is important for us to understand, the sheer impact of professionalism on Operational Readiness.

They also understand the need to bring down the cost, so they can match chinese and russian numbers will maintaining quality, this is a industry which is bothered about American need to be numero uno

It is the Eighth Virginia class submarine which has been delivered

It is a simple fact of manufacturing technology and processes that when some process is repeated
again and again then the workers are able to cut down on the time frames because
the manufacturing process gets standard ised and perfected

Maz gaon dock yard which is completing Our Scorpene programme has promised ONE Submarine Every
NINE months after 2015

There is not even a single instance of Indian dockyards ever delivering on time even on repeat products. EVER. If you are going to take Mazgoan dock's word at a time when they are already over budget and 3 years late, not to mention not even sub has even hit the water, that is quite rich from them,and if you are going to believe them, then I have the san fransico bridge to sell.

What you see above is a CULTURE and WORK ETHIC not the Chalta hai attitude.

Take the Russian building of Kirvak's III for Indian Navy, they have build 6 of them, and everyone is later than the other.

How do you think the MMRCA is going to turn out?
I think it's much better if we have the birds manufactured in Europe itself, our guys will take time in absorbing the tech, much more in setting up the infrastructure, etc.
Why not have all of them produced in Europe?

The liberal Democrats in the US Congress will probably now say to DOD, "See, obviously you can do with less money." :-(
