American policy changes very often saya. We should focus on what can we gain out of this partnership rather than what they think of us.

what about putting a naval base in vietnam and a air base in mongolia or near south korea and japan ,thus tell the chineese if u step in our territories ,we will also in yours.

Looking at how China is pursing its course in the Indian Ocean, Hillary's advice is not so unwarranted. But hopefully she does not means assertive in a way the US was in the case of Iraq.

When we are too lazy to oppose injustice, we instead pretend that we are being tolerant and restrained.

We say anything to fool ourselves into a false sense of comfort, and then suffer for it later on.

The first step towards being assertive is expand trade. See how we can double up trade every say 5 years. Then look to lead this region internationally in trade.

Next look to create military relations with these countries. Start undertaking exercises, primary being naval. See if we can create interoperability. See if we can then move towards an alliance.

It's not a days play. Will take a lot of diplomatic effort . Will require us being sensitive as well to understanding the needs of some of the smaller countries and how we can help them.

In the mean while we need to have a true blue water navy and be forceful about IOR being our backyard. We will be there by the end of the decade considering all the purchases lined up including carriers and submarines.

How? Because our manufacturing and R&D are almost negligible when compared to China and US. Every power that has ruled the world has had something or the other to cause rapid and regular innovation. We don't have it in any significant amount (not in relevant private hands) but in the hands of sarkari dodos who want to continue their monopoly on these critical areas using the laws designed in Socialist era of USSR and British Imperial era.

That's kind of the only thing we're getting good at. IN has done a slew of exercises. But the focus is a bit too biased. It focuses only on developed countries rather than on immediate concerns like Southeast Asian Navies. More emphasis should be there on viable friendly neighbors. Thailand, Vietnam and Burma kind of look lucrative.

Our politicians cannot understand the sensitivity of people within India, and you're talking about other countries. CCP in terms of foreign policy vis a vis smaller resource-rich nations is miles ahead despite being a loony communist entity, while we having all the wisdom imparted to the entire world for hundreds of thousands of years are sitting ducks in foreign policy battlefield.

Well that's the only ray of light we have. An IN that is strong enough to deal with anything in the IOR such that PLAN should be a child's joke in case things get nasty.

Time to separate India Office at South and Central Asia Bureau of State Department: Report

WASHINGTON: With the rapid expansion of India- US ties, which are expected to deepen in the coming years, it is time to upgrade the India Desk at the South and Central Asia Bureau of the State Department to a full fledged India Office , an official report has said.

In its latest report, the State Department's Inspector General has also recommended the reunion of the South and Central Asia Bureau with that Office of the Special Representative for Afghanistan and Pakistan (SRAP) that was carved out when US President Barack Obama appointed Richard Holbrooke as his point man for Afghanistan and Pakistan. But, such a move only created duplicity, it said.

Currently the India desk is combined with the desks for five other countries, including Bangladesh. But, the report said it is the practice of the Department of State to provide a separate office for the countries with which the United States has robust, complex relationships.

"Nations of comparable importance and with important bilateral relationships, such as China (including Mongolia), Russia, Cuba, Canada, Japan, Korea, Mexico, Afghanistan, and Pakistan, have their own offices," it said.

The Inspector General concluded that time has come to give serious consideration to creating a separate office for India and Bhutan, alongside a separate office for the other countries in SCA/INSB office.

"Over the last 15 years, the US relationship with India has both expanded and deepened, but no action has been taken to adjust the design of organisational units to accommodate the changed situation," it pointed out.
