Typical Govt approach to any problem solving.

Fancy organisation in place, but with no teeth, since someone forgot to think through and put pieces in place that can synergies the system to produced desired results.

Well for a Government to snoop all inbound and outbound trafficking is no big task but achievement is in breaking of algorithm used for encryption ,the captured data is actually use less if you can't encrypt it in timely manner . Indian government should make it clear to the companies like FB,Skype etc that unless they don't share the private key with the gov they can't do business in India just like what they did with BlackBerry ,but again to monitor the whole data is almost impossible without the use of supercomputer I would wonder which super computer would be our Intelligence agencies would be using .
In old days terrorist used to communicate through Email draft mail technique where the user never sends the mail but keeps the message in draft & the receiver person would then logs into the same email & reads the message through the draft .
