You missed the conotation....

When you appreciate a threat, you see what all is possible that can threaten you, then you make things difficult for that threat to materialise.

Don't see "Weapons production in Gujarat,... so cool" - Just because Narendra Modi stated it. The location has its startegic disadvantages.

See Chengdu in the map of China. It is a major military industrial base and command centre of the CPP and the CMC HQ.

That is how deep you have to place your strategic assets.

It makes no sense to set up arms manufacturing in Gujarat.

One: No strategic depth. Factories and their supply lines can be attacked by PAF.

Two: Infrastructure has to be set up from scratch. The center cannot afford that when everything is based mostly in the South.

Three: It is in the union list and not in the state or concurrent list. So, it is not Gujarat's decision.

Four: There is no qualified manpower there, all the scientific and engineering manpower is primarily based in the South. They won't travel all the way to Gujarat and work there. No booze and no pork/beef will make a Southy angry.
