Gujarat: Bill Seeking Jail Term for Cow Slaughter Passed

    A bill, seeking seven-year jail term for cow slaughter or even transporting the animal for that purpose, was passed unopposed on the second day of the monsoon session of Gujarat assembly today, with Congress extending support to it.

    As per the provisions of Gujarat Animal Preservation Act (GAPA)1954, despite prohibition on cow slaughter is there, there is no provision in the Act to prevent transportation of the animal for slaughter.

    Today, the Gujarat Animal Preservation (Amendment) Bill 2011- was tabled in the assembly by Agriculture Minister Dileep Sanghani.

    "To strengthen enforcement and implementation of the Act stringent punishment on violation of the provisions has been proposed in the bill," Sanghani said, during a discussion on the bill.

    "The six months imprisonment term has been extended to seven years on conviction under the Act and provision of fine up to Rs 50,000 has been made against Rs 1,000 earlier," he said.

    Provision to confiscate the vehicle used for carrying cow meat has been made in the bill.

    The bill also mandates a person transporting animals (cows) to obtain a permit for transportation from the concerned authorities for bona fide agricultural and animal husbandry purposes, posing few hindrances for the Maldharis (nomads) here.

    "There is anguish amongst the Maldharis (nomads) over this move. Had the government given them land for growing grass to feed the animals, a need to introduce this bill wouldn't have arisen," Leader of Opposition Shaktisinh Gohil said, during discussion on the bill.

    "A necessity had arisen to bring this amendment, because 3,32,200 hectares of gauchar land (grazing land), existing in the state way back in the 1980s, had shrunken considerably over the years," Gohil said.

    "Majority of the gauchar land has been given away by the Gujarat government to industrialists, under the garb of development," he alleged.

    Gohil claimed during the discussion on bill that around 26,790 kg of beef was alone seized in Ahmedabad in last seven months.

    "We have supported this bill and it has been passed unanimously in the assembly today, with a few changes, as suggested by us," Gohil said.

    The bill shall now be sent for the assent of Gujarat Governor.

    instead bill should be passes to stop cow trade among farmers and butchers, which will be more humane and acceptable to all.
    i hate those hypocrites who worship cows as mothers till they give milk and either kill them or sell them to butcher when they stop milking.

    Why this law?

    Muslims eat cow. I too do, from time to time.

    Sentiments of everyone must be taken care of.

    many things need to be clarified..
    Hindus do not worship cows...
    they consider cows as mother because of valuable milk cows give us..
    If killing cow is what defines sanity then to hell with such sanity...
    nice move by gujrat government...

    I wonder how foreigners who cannot do without liquor and beef manage in there. With all that FDI surely a lot of Foreigners from the investing countries would be arriving.

    They cannot.Even if they transport the cattle for slaughter means arrest.

    Depends on the state..

    We in Kerala have no probs with beef or anything else. Hindus or not.

    Buffalo is most sought after, though.

    Really.......then why do they drink gomutra(cow piss) in some poojas. I have seen some people pray in front of it.

    Yes I am a Hindu. How does my religion affect my eating habits? I love good food.

    Theoretically you are right. Practically you are wrong. I have many Muslim friends who eat pork.

    Should be. Are Hindus not the citizens of this country?

    how many times have you seen someone praying to a cow saying oh cow give me good grades or job or money??
    gomutra is proven to have medicinal values...it is even patented..
    and those who pray to cows as if they are gods are going against vedas...

    AFAIK, gomutra is just sprinkled during house warming ceremonies for its medicinal nature...I have not seen anyone drinking it in my quarter century of existence...or atleast that's how its in our areas.
