    NEW DELHI: After suspending the FCRA registration of Greenpeace India and putting foreign donor Ford Foundation on the watchlist, the government has now cancelled the licences of 8,975 NGOs for failing to file annual returns for the years 2009-10, 2010-11 and 2011-12.

    In a cancellation order issued on Sunday, the Union home ministry recalled that it had issued notices to 10,343 NGOs on October 16, 2014, stating that they should file their annual returns within a month, specifying amount of foreign funds received, sources of such funds, the purpose for which these were received and the manner in which such foreign contribution was utilized. However, only 229 NGOs reverted to the home ministry. Their replies are being examined on case to case basis.


    "No reply has been received from the remaining associations numbering 8975," said the home ministry order communicated to the NGOs, district magistrates of the concerned districts where the NGOs are based and RBI.

    "..in exercise of the power conferred by Section 14 of the FCRA 2010, the Central government hereby cancels, for violation of Section 18 thereof, read with Rule 17(2) of Foreign Contribution (Regulation) Rule, 2011, the certificate of registration of 8975 associations...which includes 510 associations to whom notices were sent but returned undelivered and 632 associations from whom no reply has been received to the notices within the stipulated period," said the order.

    Most of the NGOs had a feeling that they were unaccountable to the laws of the land and were flouting all the relevant laws.

    We have seen the kind of billing Ms.Teesta Setalvad and her family members were doing, in the guise of helping the Gujarat riot victims. She has billed Crores of Rs. either as legal fees or communication fees using the periodical which is also run by the family. There has been rampant misuse of money to help people fight elections and other unauthorised transactions, which she is not allowed to do so.

    There are NGOs whose top officials are paid salaries which even an MBA from IIM would be envious of. A cousin of mine was with an American NGO, where part from a very fat pay packet, she received a healthy amount every month as maintenance and upkeep allowance- whatever that meant.

    Accountability is very important particularly because these guys represent civil society and there must be clarity on where the funds came from and where they went. They must follow the law of the land in every way. In the meanwhile this article is also reinforcing the necessity to keep tabs on these NGO's.

    WASHINGTON: The acting chief executive of the Clinton Foundation is acknowledging the global philanthropy made mistakes in how it disclosed its donors amid growing scrutiny as Hillary Rodham Clinton opens her presidential campaign as the presume Democratic frontrunner.

    In a blog posting yesterday, Maura Pally defended the foundation's work and reaffirmed its commitment to transparency, describing its policies on donor disclosure and contributions from foreign governments as "stronger than ever."

    Still, Pally said the foundation expected to refile some of its tax forms, following a voluntary external review, because it had "mistakenly combined" government grants and donations. She said the foundation would "remedy" any errors but stressed the total revenue was reported accurately and that grants were properly broken out on audited statements on its website.

    "Yes, we made mistakes, as many organizations of our size do, but we are acting quickly to remedy them, and have taken steps to ensure they don't happen in the future," she said.

    Pally also described the foundation's work with the Clinton Giustra Enterprise Partnership, which she said received funding from a separate organisation in Canada. She said that partnership does not disclose its donors because under Canadian law they are not disclosed without prior permission from each donor.

    "This is hardly an effort on our part to avoid transparency," Pally said.

    That partnership has come under scrutiny because it is named after Frank Giustra, a Canadian mining billionaire who has donated more than USD 31 million to the Clinton Foundation since the mid-2000s.

    Since announcing her run for president, Clinton has sought to dismiss questions about financial support of her family charity and allegations of undue influence as "distractions and attacks" by Republicans seeking to discredit her.

    The philanthropy was started in 2001 by former President Bill Clinton.

    Bravo. They found a good reason and argument too before cancelling the licenses. These organisations should be asked to provide records for the last 5 or 10 years before re-issuing license.

    Was appalled to hear Mr.Verappa Moilly speaking against the Govt. action.
    As per him the Government is doing witch hunt even if NGOs are indulging in breaking the laws of the land. One should remind him of the stand taken by the PMO under PM Manmohan Singh, following the orchestrated and foreign funded protest against the Kudankulam Power Plant.

    Sir, it was easy to criticise the PMs remarks in Canada , but by this action what have you achieved, except for displaying your complete incompetence.
