France to get a new Pentagon called "Balardgon"

We now know what the future will resemble the Ministry of Defence, which will be located on the site Balard in the 15th arrondissement of Paris. Yesterday, the model of the project Balard 2015 was unveiled. The new Department of Defense and Veterans Affairs, which will bring together the various allowances currently occupied by Parisian "Mindef," will be included in a set of three parts connected by vegetated areas. Quadrilateral shape, it will host two buildings in the center of hexagonal shape, connected to the quadrangle by building cross. The buildings will use concepts and technologies that respect the environment (natural air circulation, 7,000 m2 of solar panels and geothermal systems and heat recovery).
The "balardgone," as it is called in the military (in reference to the Pentagon) will consist of three architectural entities: the office buildings of the "West Horn," the heart of ministry at the center, around the higher authorities and operational centers , and the renovated buildings of the Cité de l'Air, to the east.
Of more than 320,000 m2, the new group will host some 9300 people, including the minister and his services, and staffs, including the Navy will leave the Hotel de la Marine, located in Place de la Concorde.
For the record, three architectural firms have worked on the design of new buildings or renovation of existing buildings: Nicolas Michelin for the central site (also called "West Parcel") and the main building of the ministry, and for the building located on City Air along the Avenue de la Porte de Sevres, Jean-Michel Wilmotte for four rental buildings for office on the West Horn, that is to say, the most westerly parcel and Peter Bolze Workshop 2/3/4 for renovation of the former City of Air.
Provision of buildings from summer 2014
This project was conducted under a contract of public-private partnership, whose total is estimated, according to AFP, to 3.5 billion euros (VAT). The advantage is that the State will not advance the cost of work but, upon receipt of the buildings, pay an annual fee to the consortium of companies supporting investments and loaded in parallel with site maintenance and various services. Appointed on 4 May, the winner of the PPP contract is Opal Defense, led by Bouygues Bâtiment Ile-de-France and Thales together for computing, Sodexo Services, Exprimm for maintenance, Dalkia energy, alongside private investors (FIDEPP / Savings and SEIEF) and Caisse des Depots et Consignations who has, within the company holding the contract, a blocking minority (34% of capital).
Under the PPP contract, signed May 30, the State will perform then, from the delivery of buildings in September 2014 and for 27 years, a fee (assessed annually to 150 million euros including VAT) covering investment, finance, financial expenses, maintenance and building maintenance, computer networking, and routine services (catering, cleaning, security perimeter, parks ...)
Buoyed by Bouygues Bâtiment Ile-de-France, the site at a cost of 750 million alone will be the largest conducted in Paris for fifteen years. It should be launched in January 2012 and will involve, at the peak of construction, up to 2500 people. Very important technical means will be mobilized, including 25 tower cranes. In late August 2014, almost all buildings will be made available, says Bouygues. Then, the time of the move and the rise of different services, the site should be fully operational in 2015.
