No CPEC access through Afghanistan unless Pakistan provides Afghanistan-India connect

Afghan President Ashraf Ghani, while addressing the Vivekananda International Foundation in New Delhi during his October visit to India said that Kabul will not be a part of the China-Pakistan Economic Corridor (CPEC) unless it is given access to Pakistan’s Wagah and Attari border. This implies that Afghanistan will restrict Pakistan’s access to Central Asia if Pakistan refuses Afghan access to India through the CPEC project.

Ghani’s reaction has come a week after the quadrilateral meeting on Afghanistan in Oman between the representatives of United States, Afghanistan, China, and Pakistan that discussed the revival of peace talks with the Taliban. “Sanctuaries are provided, logistics are provided, training is provided, ideological base is provided […] Pakistan has come to a juncture and it needs to make a choice. Our reaction will be determined by its [Pakistan’s] choices,” Ghani said of Pak complicity.

The Afghan president also welcomed India’s new role in Afghanistan enumerated in the new US policy for the region. Ghani hailed the Trump administration’s South Asia strategy a ‘game-changer’ that ‘recommends multi-dimensional condition-based approach for the region.’ Ghani visited India just a day after US Secretary of State Tillerson’s surprise visit to Afghanistan. Unfortunately, South Asia trade has long been held hostage to hatred, jealousy, and revenge making it the least integrated region in the world. Half of Europe’s trade is within Europe and half of ASEAN’s (Association of Southeast Asian Nations) trade is within ASEAN whereas in case of South Asia, trade within the region is abysmally low at only 5% of the total trade.

Pakistan refuses to realise that regional trade could fetch benefit to all – be it India, Pakistan or Afghanistan. All that it needs is just to take action against terrorists of all hues. Afghanistan has access to India, but India does not have access to Afghanistan. Normally, Afghan trucks are allowed to bring goods to Indian border and have to return back empty. High value trade is conducted by air only. From October India has started sending wheat to Afghanistan via Chabahar port of Iran.

If Afghanistan blocks CPEC route to central Asia, Pakistan has to access CAR states only through the alternative route Kashgar that will be longer, circuitous and mountainous. Good intentions have emboldened the leader of war torn Afghanistan to take a bold decision as compared to terror state Pakistan. Kabul’s unequivocal stand undermines both China and Pakistan.

Islamabad can take punitive action in retaliation to adversely impact Indo-Afghan trade running into USD 220 million but Kabul could redirect all trade via Chabahar
. Basically a connectivity project to and from China, CPEC will be starved if connectivity is cut-off between South and Central Asia. Afghan President Ghani has taken a good decision to protect Afghan trade interests and his is a very fair request. Pakistan has literally thrown Kabul into a ditch that India is helping to get out of.

Pakistan needs to take a step back and rethink everything. Its exports to Afghanistan have already plummeted. Having troubled relations with all neighbours including India could be costly in the long run. Islamabad can’t be solely dependent upon China for trade and needs more partners. Pakistan must allow both India and Afghanistan to use CPEC to earn huge toll fee. It must also open the doors of minds before opening the borders for trade.

Leaders of India-Afghanistan-Pakistan region need to overcome their animosity and get on with trade. Harping on CPEC and Chabahar alone may not suffice to meet the multifarious interests of countries of the region

Exiled leaders announce global campaign against Baloch genocide in Pakistan


Baloch leaders Nawab Brahumdagh Bugti and Nawab Mehran Marri have announced a global campaign to end the genocide of their people in Pakistan.


Releasing a joint statement both said that the Pakistani civilian administration and security forces have not put a stop to their inhuman atrocities in Balochistan and added that this victimization of their people is being intensified with each passing day.

"Gross human rights abuses, war crimes, enforced disappearances, torture, recovery of mutilated dead bodies and targeting of civilians including women and children have become a routine practice by Pakistani security forces in Balochistan. These are crimes against humanity and sheer violations of international laws," both said.

In the light of this worsening situation, they announced plans to launch an international awareness campaign against Baloch genocide.

The campaign would include protest demonstrations, advertisements, pamphleting and other means to draw the attention of the international community, human rights groups, international media and general public to their cause.

The campaign, they said, is aimed at pushing world power centers, including European capitals, to intervene and stop the Baloch genocide.

For decades in Balochistan, economic exploitation through the plundering of natural resources, and the systematic economic, social and political exclusion of indigenous Baloch people, has become a norm.

In addition to this, enforced disappearances, extra-judicial killings and an escalating crackdown on freedom of expression are used as covert tools to brutally repress the Baloch peaceful struggle for justice, rights and equality.

Since the construction of the China Pakistan Economic Corridor (CPEC)has begun, the Baloch have been forcefully cleared, enforcedly disappeared and effectively excluded from the project at all levels - despite plentiful promises made by the Pakistani authorities of development and employment.

Snapped after India-Pakistan wars, Bangladesh to revive railway links with India

Bangladesh railways minister Mohammad Mazibul Hoque said during his visit to Agartala last week for a two-day programme Setubandhan or bridge of bonding.


The tracks that survived the war were abandoned after India converted the meter gauge lines to broad gauge.

Tripura’s transport minister Manik Dey said he raised the issue of railway connectivity during his meeting with Bangladesh Prime Minister Sheikh Hasina in Dhaka two years ago.

“Dhaka asked India to conduct a survey of all the missing rail links between the two countries,” Dey said.

Of the 12 old links, land acquisition for the one linking Tripura’s capital Agartala to Akhaura in Bangladesh on the Indian side has also been completed. This project will include the laying of 15 km of track – 5 km in India – and is estimated to cost Rs 967.5 crore and scheduled to be completed by December next year.

The Agartala-Akhaura line is the outcome of an agreement between New Delhi and Dhaka in 2013. The track is envisaged to be the part of the Trans-Asian Railway between Istanbul and Singapore via Pakistan, India, Bangladesh and Myanmar.

The Agartala-Akhaura railway line would facilitate carriage of goods to and from both the countries and greatly benefit India’s land-locked northeastern states.The journey time between Agartala and Kolkata, via Bangladesh, would be reduced by a third, from 1,613km through mountainous terrain to a mere 514km.

Former railways minister Suresh Prabhu and Hoque laid its foundation stone on July 31 last year.

The Tripura government has also proposed rail connectivity between the state’s Jawaharnagar and Kalay in Myanmar via Mizoram’s Darlawn covering a distance of 257 km. A 95-km stretch is missing from an old railway line connecting Kalay and Singapore via Thailand and Malaysia.

Tripura was connected through other rail lines to Bangladesh more than half a century ago. These included Belonia-Feni (Bangladesh), Khowai-Akhaura via Balla in Bangladesh, and Amarpur to Bhairab Bazaar (Bangladesh). Assam was also connected through lines between Karimganj and Mahishasan up to Chittagong in Bangladesh.

West Bengal has four old tracks that lead to Bangladesh.

“The northeast suffered economically after the rail lines for transporting tea and other products of the region were cut off by the mid-1960s,” chairperson of Tripura Industrial Development Corporation Pabitra Kar said.


Rajen Gohain, the junior railway minister, said the Bharatiya Janata Party-led National Democratic Alliance government is determined to empower the northeast through broad gauge connectivity.

“We are committed to doing what the region needs for faster communication,” he said.

India dashes hopes of Saarc talks revival

The Pentagon has been asked by US Congressional leaders to develop a "forward-looking" strategy to form an enduring defence relationship with India.

Congressional leaders reconciling the differences between the House and Senate versions of the National Defense Authorisation Act (NDAA-2018) also asked the US and India to work closely in Afghanistan.

The new version of the NDAA-2018 require the Secretary of Defence to "develop a forward-looking strategy” that would build upon current objectives and goals, underlining a mutual desire to develop an enduring defence relationship with India".

According to it, the US and India "should work closely with Afghanistan" to promote stability in the region to include targeted infrastructure development and economic investment, means to address capability gaps in country, and improved humanitarian and disaster relief assistance.

The US Congress in its last NDAA-2017 had designated India as a 'Major Defence Partner'.

In its latest conference report, the Congressional leaders on Thursday said that the designation of 'Major Defence Partner' is unique to India, and institutionalises the progress made to facilitate defence trade and technology cooperation between the United States and India to a level commensurate with the closest allies and partners of America.

"The designation promotes joint exercises, defence strategy and policy coordination, military exchanges, and port calls in support of defence cooperation between the United States and India," it said.

Reconciled version of the NDAA-2018 now heads to the House and Senate floor for formal approval, before it is sent to the White House for US President Donald Trump to sign it into a law.

Among other things, it asked Secretary of State Rex Tillerson and the Defence Secretary Jim Mattis to develop a strategy for advancing defence cooperation between the United States and India.

India’s legal process for approaching Malaysia for the extradition of Zakir Naik, charged by the NIA for radicalising youths, is “nearing completion” and soon an official request will be sent, the external affairs ministry said on Thursday.

Ministry of external affairs (MEA) spokesperson Raveesh Kumar also said that the ministry’s internal process was underway in the case.

“The formal request for assistance of a foreign government in such cases requires a legal process. We are nearing the completion of this exercise. Soon an official request will be made to the Malaysian government. The internal process we have to complete is also underway,” he said.

According to media reports, Naik was in Malaysia after obtaining permanent residency five years ago.

The National Investigation Agency (NIA) has charged Naik and the Mumbai-based non-profit Islamic Research Foundation (IRF) that he founded in 1991 with indulging in unlawful activities and promoting religious hatred.

The government has imposed a five-year ban on the IRF under the country’s anti-terror laws and has declared Naik an absconder.

1st Indian wheat consignment via Chabahar reaches Afghanistan

In a significant sign of trilateral cooperation, the first consignment ofwheatfromIndiato Afghanistan, that was flagged off by External Affairs MinisterSushma Swarajand her Afghan counterpart Salahuddin Rabbani on October 29, reached the Afghan city of Zaranj near the Iran-Afghanistan border on Saturday via the Iranian port of Chabahar, thereby bypassingPakistan

"First India wheat shipment via #Chabahar welcomed into Zaranj #Afghanistan with traditional song, dance and joy! Proud moment!!," Indian Ambassador to Afghanistan Manpreet Vohra tweeted.

Vohra said that pictures of Prime Minister Narendra Modi, Afghan President Ashraf Ghani and Iranian President Hassan Rouhani decorated Zaranj as the shipment arrived.

The shipment to Afghanistan comes in the wake of Afghan President Ashraf Ghani's one-day visit to India on October 24. India is a major development aid partner for strife-torn Afghanistan.

While flagging off the shipment on October 29, Sushma Swaraj also thanked Iran "for providing assistance in facilitating the movement of this gift through Chabahar Port".

"This shows the convergence between the ancient civilisations of India, Afghanistan and Iran to spur unhindered flow of commerce and trade throughout the region," she said.



The shipment is part of a commitment made by India to supply 1.1 million tonnes of wheat for the people of Afghanistan on a grant basis.

This is the first shipment to go to Afghanistan through Chabahar after the trilateral agreement to develop the port as a transport and transit corridor between India, Iran and Afghanistan was signed by Prime Minister Narendra Modi with Iranian and Afghan Presidents Hassan Rouhani and Ashraf Ghani, respectively, in May last year

Egypt’s Defence Minister Heads To India For Military Cooperation Talks

Egypian Minister of Defence Sedki Sobhi departed for India on Sunday following an invitation from his Indian counterpart Nirmala Sitharaman to discuss enhancing bilateral military cooperation, Egypt’s state-run MENA news agency reported.

Sobhi is set to discuss security coordination with a range of Indian officials.

Egyptian-Indian relations have been steadily evolving in recent years.

Egypt’s President Abdel-Fattah El-Sisi first visited India in October 2015.

The Egyptian president also visited New Delhi in 2016, where he signed a maritime transportation agreement with Indian Prime Minister Narendra Modi.

First time ever.

I can visualize a trade highway starting from Kolkata ,passing througth Yangoon..to Bangkok to Cambodia and ending in Vietnam...thus, unting this southeast Asia region. Great for mutual prosperity. Bangla Desh will be included soon.

Under Trump presidency, USA is not retreating from its Asia Pacific policy. China will remain important but the 800 pound gorilla will still be the United States of America supported by India and possibly Russia (don't laugh..it might happen) Vladimir is a patriot just like Modi and will do what is in the best interest of Russia.

That lives China with its two problem poodles..North Korea and Islamic rep of Pakistan.

India, Austalia, US and Japan hold first meet; give shape to quadrilateral coalition

Giving shape to their security cooperation under the proposed quadrilateral coalition, India, the US, Japan and Australia today held their first official- level talks to keep the Indo-Pacific region free, open and inclusive, a move that comes amid China's growing military presence in the strategic area.

Soon after the meeting, all the four countries issued separate statements listing Indo-Pacific as the major area of the their discussions and resolved to work towards upholding a rules-based order and ensuring respect for international law in the region.

The meeting comes ahead of the ASEAN summit here on Tuesday which is also likely to discuss the security challenges facing the Indo-Pacific region and China's military expansion in the South China Sea.

In a statement, the Ministry of External Affairs (MEA) said the consultations were held on issues of common interest in the Indo-Pacific region with a focus on cooperation based on converging vision and values for promotion of peace, stability and prosperity in the area
. It said the meeting discussed the common challenges of terrorism and proliferation linkages impacting the region.

"They agreed that a free, open, prosperous and inclusive Indo-Pacific region serves the long-term interests of all countries in the region and of the world at large. The officials also exchanged views on addressing common challenges of terrorism and proliferation linkages impacting the region as well as on enhancing connectivity," the MEA said.

US State Department Spokesperson Heather Nauert said the officials examined ways to achieve common goals and address common challenges in the region, such as upholding the rules- based order in the Indo-Pacific, including freedom of navigation and overflight, respect for international law, and the peaceful resolution of disputes, in clear reference to China's aggressive behaviour in the South China Sea.

She said they also discussed ways to increase connectivity consistent with international law and standards and enhance coordination on counter-terrorism measures and maritime security efforts in the Indo-Pacific besides enhancing cooperation to curtail the North Korea's nuclear and missile programmes and "unlawful acts".

In its statement, the Japanese Foreign Ministry said the officials discussed measures to ensure a free and open international order based on the rule of law in the Indo- Pacific.

"From this perspective, the participants discussed the direction for cooperation, including with countries in the region, in upholding the rules-based order and respect for international law in the Indo-Pacific," it said.

The Australian Foreign Ministry said the four countries shared vision for increased prosperity and security in the Indo-Pacific region and will work together to ensure that it "remains free and open".

"The officials examined ways to achieve common goals and address shared challenges in the region. This includes upholding the rules-based order in the Indo-Pacific and respect for international law, freedom of navigation and overflight, increase connectivity," it said.

The MEA said the Indian side highlighted India's 'Act East Policy' as the cornerstone of its engagement in the Indo-Pacific region.


The meeting also deliberated on enhancing cooperation in dealing with challenges of terrorism and talked about tackling proliferation threats, including North Korea's nuclear and missile programme.

"Officials also agreed to work together to address threats to international peace and security posed by the proliferation of weapons of mass destruction, including North Korea nuclear and missile programmes," the Australian Foreign Ministry said.

It said the four countries committed to continuing the quadrilateral discussions and deepening cooperation on the basis of shared values and principles.

The MEA said, "The discussions focused on cooperation based on their converging vision and values for promotion of peace, stability and prosperity in an increasingly inter- connected region that they share with each other and with other partners".

Prime Minister Narendra Modi is scheduled to have a bilateral meeting with US President Donald Trump and Japanese Prime Minister Shinzo Abe tomorrow and the security scenario in the Indo-Pacific region may figure in the meetings.

The formation of a quadrilateral security dialogue comprising India, the US, Australia and Japan was first mooted around 10 years back but it did not see light of the day. Japan's Foreign Minister Taro Kono last month had said that Tokyo favours the quadrilateral dialogue to further boost strategic partnership among the four countries.

Reacting to the Japanese move, India had said that it was open to working with like-minded countries on issues that advance its interests. The US had said it was looking at a "working-level" quadrilateral meeting in the near term with India, Japan and Australia. The US and Japan have been pushing for deeper Indian role in the Indo-Pacific region.

Joint Secretary (South division) in the MEA Vinay Kumar and Joint Secretary in (East Asia) Pranay Verma attended the meeting. The move to set up the quadrilateral comes in the backdrop of growing Chinese assertiveness in the South China Sea. The US has been favouring a larger role for India in the strategically key Indo-Pacific region.

The use of the term "Indo-Pacific" by Trump has led to speculation that it may have something to do with Washington preparing the ground for a revival of the Quadrilateral alliance between the US, Japan, Australia and India to counter China's rise.

Army will train Bangladeshi forces to combat terror

The Army will be training Bangladeshi forces in the first of its kind counter-terror and insurgency exercise to be held at the Danapur Cantonment near Patna, amid growing radicalisation and emerging terrorist groups in the neighbouring country that have a direct bearing on India's security.


The training is aimed at carrying out operations against terrorists and insurgents on the lines of those in Kashmir and India's northeast.

Starting Monday, the Army will hold the exercise with a Bangladeshi contingent till December 17. The joint exercise will have mutual benefits as both countries are facing similar threats including those from certain groups operating on both sides of the border.

Indian intelligence agencies have warned in the past about a growing collaboration between Jamat-Ul-Mujahideen Bangladesh (JMB) and Islamic State to establish a Bangladeshi Caliphate and also target India. There have been warnings that JMB cadres active along the India-Bangladesh border could set up bases in eastern Indian states.

JMB is a banned terror outfit in India that has cadres active here. It was responsible for the bomb blasts in Burdwan in 2014, a small town in West Bengal close to the Bangladesh border.

"The shared threat to both countries and adding another facet to strategic cooperation prompted the two countries to state a training capsule prepared by the Indian Army based on our experiences in Kashmir and North East," said Army sources.

During the training, state-of-the art weapons and equipment for close-quarter battle, surveillance and tracking, explosives, IED detectors and communication equipment will be used. The Bangladesh team will train, plan and execute a series of well-developed operations for neutralising these threats.

There will also be discussions to share counter-terror operation experiences that will be mutually beneficial.

The training event will be attended by five officers and 25 other ranks of the Bangladesh Army. The Indian Army will be represented by five officers, eight Junior Commissioned Officers and 15 other jawans.

"This training capsule is one of the major training events and defence cooperation endeavours between the two Armies and will be first of its kind being organized for the Bangladesh Army at Danapur Cantonment," sources in the Army said.


The Indian Army Training team will be headed by Colonel DD Swain, an experienced counter-insurgency expert having commanded a Rashtriya Rifles Battalion in Jammu and Kashmir and operated in insurgency-affected areas of Assam and Manipur for a number of years.

The Indian Army will also get an opportunity to absorb lessons from the series of highly successful counter terror operation carried out by the security forces of Bangladesh.

The operating principles and tactics of both countries while dealing with insurgency and terrorism related incidents are also similar.
