DRDO should focus on areas where it has capacity to deliver: PM

    NEW DELHI: Against the backdrop of delays in several key military projects, Prime Minister Manmohan Singh today said indigenous content in defence procurement was "low" and asked DRDO to focus on areas where it has the capacity to deliver within reasonable time.

    The remarks come at a time when several of the key Defence Research and Development Organisation (DRDO) projects including the development of the Light Combat Aircraft and Kaveri engine for it have been delayed resulting in cost and time over-runs.

    "The reality is that share of indigenous content in defence procurement continues to be low. We need to take a hard look at the pipeline of our projects and focus our time and material resources on selected areas where we have demonstrated capacity to deliver projects within reasonable time and cost," the Prime Minister said at the DRDO Technology Awards function here.

    He said there was a "net deterioration in international strategic and security environment and political uncertainties in our neighbourhood, civil strife and turmoil in the Middle East, terrorism and threats to cyber security present complex challenges that require both conventional as well as technological responses."

    Noting that the government was committed to modernising the armed forces, Singh said, "Question is how we can procure the requisite cutting edge technologies and platforms, even while promoting indigenously developed technologies that meet the required time and quality assurances standards."

    He said in the longer term, the country will have to build domestic defence industry including both the public and private sectors which can compete with global players in developing state-of-the-art technologies and on commercial parameters and customer satisfaction.

    The PM has given the DRDO a very tall order.

    They claim that they can deliver the moon.

    The possible takes time to find that it is Never.

    The impossible - are you crazy that you think that can be done?!

    DRDO should concentrate on the on going projects .. and deliver it on time for Country... DRDO always try to put its feet on two boats at same time ... due to over excitement and over confidence ...

    Hello Man Mohan ( nothing against you btw ) - the way to do it is look at ISRO - and do likewise !

    scale down , smaller units - better transparency - better accountability

    That is a billion dollar advice, and coming from the usually reserved MMS, just goes to show how screwed up DRDO is.

    Roma ..... I too have great respect for ISRO. In spite of being a civilian organisation, their achievements are tremendous. DRDO are self propagating toms...

    Actually he meant "We have wasted our lots of money uselessly spending through corrupt schemes and leaders, so now you DRDO should better control your spending" :D

    DRDO is capable of making green toilets. Does that mean they should focus on that? I think not.

    First of all, DRDO should offer lucrative incentives to scientists for good projects completed on time, and cut off all incentives or even fire people otherwise. In a way, use a carrot and stick policy.

    Keep the base pay low, and the incentives extremely lucrative.

    I do not think you are from DRDO...

    Otherwise you should have known what it amounts to getting three increments of pay in one go..
    Getting enhanced grade pay at the drop of the hat...
    Incentives better in DRDO than ISRO. 50 per cent reservation for Scientists !! SC, ST and OBC as if science is social science... or DRDO is social welfare organisation !!
    South Indian Coteries and abject parochialism...

    In fact once you are into DRDO, it is Bhaj Govindam...... till you retire minimum at the level of additional secretary....

    Who and why will one do research ??

    I think the message came down coz DRDO ask for Large Funds.. Simple as that. !

    If DRDO start making things MOD like to purchase from outside how come the pockets will fill up in MOD & Arms dealers ?

    I think DRDO should put a moratorium on all new projects, and sort out the existing wiggles. Get the Kaveri, LCA, N-LCA, and other lingering issues sorted out. Till then, no new projects.

    Why giving more money if its whole structure, work culture etc are flawed!!

    Even if we give 35Billion i can bet my head that they will deliver the same they are delivering now, that is nothing.

    Instead of showing PPT's of some alien stuffs just make something we need the most.
