Devolving Military to States

I think India should take heed from the European Union and start to devolve military powers to its States.

States should own India's military. It is the responsibility of the states to fund and maintain each military; joint military projects can be agreed between any number of states.

While no state can declare war on another state, it can use it's force abroad unless vetoed by another state. All states can be forced by Central Government to contribute their military for the defence of India.

This would give the States more freedom and more funding to play about with. It would also reduce the chances of poor military mistakes by Central Government, because we would have several governments instead.

It would also reduce the chance of an India that is too aggressive, keeping to it's Hindu/Buddhist ethos of non-evil military (ideally for self-defense).
