Blame game continues in Delhi

NEW DELHI, July 15, 2012

Speculation over what forced the Delhi Airport Metro Line to suspend operations continues with a futile blame game being played out between the Delhi Metro Rail Corporation and line concessionaire Reliance Infrastructure.

The latest tussle is over a letter written by DMRC Managing Director Mangu Singh to Union Urban Development Minister Kamal Nath.

"A letter was written to the Urban Development Ministry on Wednesday, but I am yet to see a copy of it," said DMRC Chief Public Relations Officer Anuj Dayal.

In the letter, which surfaced in media reports, the DMRC chief accused Reliance of using the issue of faulty bearings on the elevated section of the corridor to defend its poor financial state. Mr. Singh served as the Director (Works), who supervised construction of the civil structure for the 23-km high-speed Airport Express Line.

Hitting back at the accusations, the Delhi Airport Metro Express Private Limited (DAMEPL) maintained that the temporary suspension of the service had nothing to do with the financial issue. "Safety was the priority. The decision to suspend the line was carried out after consulting with the Ministry of Urban Development, the Railways, DMRC and the Delhi Government," said a DAMEPL spokesperson.

The faults in the civil structure of the corridor, that surface throughout the "letter" with regard to the bearings, was the main reason cited behind the suspension of the operations on the line. Out of the 2,100 bearings on the elevated section of the corridor, nearly 230 need some correction or the other. The Airport Express, developed under a Public-Private-Partnership concession, was awarded a 30-year operation concession to a joint venture of utility group Reliance Infra and Spanish rolling stock firm CAF. The DMRC was responsible for tunnelling and civil works.

Reliance is known to cut corners to make money. Reliance Power is also importing Chinese power turbines because they are cheap knowing well that they are junk. On the other hand, our own BHEL is making same product at a very high quality albeit a little expensive. Be wary of giving contracts to Reliance in infrastructure sector.

I am not sure if RIL is as bad, but yes, ADAG has a rather bad reputation both in terms of quality they serve and the feedback one has from their employees in the market. ADAG is typical of a lalaji company.

As usual we Indians LOOOOOVVVVVVEEEEE to trump how we are going to be a super power etc. Of course this BS comes right from the top. So no point blaming the sheeple for feeling the same. Chinese posters on this forum keep posting about beautiful roads and development and we heckle them. Wouldn't we take that over this? We are in general the shittiest in executing the program because we have started copying the west. 1982 Asian Games were highly applauded as we did everything without external support and we did it to our standards- which were still on par with most of Asia. We are still stuck in time warp. I wonder where the vision was lost?
The vision has been blurred by "Maya"... Indian Maya......

Then, if your BHEL has such good qulity, why buy from China? Is the people's qulity not good?

IIRC for the Airport line, the civil work was supposed to be done by DMRC. They were also supposed to hand over the stations, with just the basic structure. All the Signals and the rolling stock and the amenities inside the Airport were supposed to have been done by ADAG.

The Rolling Stock has been imported from Spain and not China. Sad to say the problem is with DMRC for the first time. Initially the speed of the train was supposed to be 120 Kmph but due to safety and other issues The Railway Safety Commissioner reduced the speed to 75-80 Kmph. Now we see that the structure has not been able to take this load also.

If the problem is with the structure then why the hell is DMRC crapping all over. This is what happens when the big boss retires and others cannot fill in the shoes properly.
