In the report it is saying that the 42 will be supplied in Kits from Russia. When HAL is building SU30MKI from raw material, then why India is importing it as Kits. is it because IAF wants to accelerate the no's to arrest the depleting strength or is it a different version (Super sukhoi) for which they have asked in Kits only. But still they have not conformed for Super sukhoi deal. Any thoughts plz.

I am still not sure, can you post a link where it says that this deal was about Super sukhois?
Its only logical. When we are upgrading our existing Su-30 MKIs to super sukhoi standard, why would we go for Su-30 MKIs again when we can directly assemble super sukhoi standard Su-30 MKIs

HAL Statement: Hindustan Aeronautics Limited (HAL) signed a contract for 42 numbers of Su-30 MKI frontline Fighter Aircraft with the Ministry of Defence and Russian firm Rosoboronexport in New Delhi today. "HAL's total responsibility for this supersonic multirole aircraft has now gone up to 222. This will further boost our confidence and operations as we have already delivered 119 Su-30 aircraft to the Air Force. We will continue to contribute to the country's defence preparedness", says Dr. R. K. Tyagi, Chairman, HAL. The deal was inked by Dr. Tyagi on behalf of HAL with the Ministry of Defence. Mr. S. Subramanyan, Managing Director of HAL's MiG Complex signed the contract with Mr. A. A. Mikheev, Deputy General Director of Rosobornexport.

157 Indian vendors are involved in providing 13,350 components of the aircraft while another 19,450 components are manufactured at HAL's Nasik and Koraput Divisions, adds Dr. Tyagi.

The Su-30 MKI project provides solid platform to indigenous manufacturing and technical competence creating hundreds of direct and indirect jobs. HAL's hand-holding with private entrepreneurs has also ensured creation of strong infrastructure and quality avionics products.

Su-30 MKI is a two-seater, highly manoeuvrable, supersonic, multirole aircraft for day and night operations in all weather conditions. The aircraft is fitted with two turbojet AL-31FP engines and is equipped with state-of-the-art avionics from Russian, Western and indigenous sources.

The project has enabled HAL to master niche technologies of aircraft building and absorb new technologies in manufacturing areas like machining, forming, welding, assembly, testing and aircraft system checks. The aircraft airframes are made at Nasik, engines at Koraput, accessories at Hyderabad (communication and navigation), hydraulic, pneumatic and fuel aggregates and instruments at Lucknow and avionic displays and INGPS at Korwa. Overhauling and repairs of Su-30 MKI have already commenced in the dedicated lines set up at Nasik.

If it was super sukhoi, it will be built in russia not by HAL atleast now, may be later.
i think it will be regular SU 30 MKI

If HAL has mastered all the technologies why are they scouting for a foreign consultant to set up a simple assembly line for tejas?

What kind of components they make and what kind of components will be imported from russia is the key question.It is high time a constitutional authority like CAG has to go into it.Because it is much better to state the thing upfront in all honesty.If we are buying critical components from russia there is nothing wrong in stating them upfront.

Note the words the sukhoi will be completely made from raw material stage to finished fighter stage only with 100 percent indian inputs is absent here.

Broadsword: Putin's visit to Delhi: No big-ticket buys but Indo-Russia defence relations deepen
Russian president Vladimir Putin's sixth visit to India on Monday has been hismost barren yet in terms of defence contracts signed between the two countries. An earlier Indian order, placed in Feb 2010, for 59 Mi-17V5 medium lift helicopters was increased marginally to 71 helicopters. And a protocol signed last year for the purchase of 42 Sukhoi-30MKI fighters led to the signing of a contract for 42 kits for licensed manufacturein HAL.
Never having had tocompete for defence contracts in India, Russia faces increasing difficulties in competitive contracting, which is now mandated by the Defence Procurement Policy of the Indian defence ministry (MoD). But Moscow remains India's largest weapons supplier, by virtue of transitioning up the procurement chain. A step ahead of the competition, Russia has offered defence equipment first as arms sales, then licensed production, then joint development, and the growing supply of what is euphemistically known as "sub-strategic" systems.
One such system, the nuclear-propelled attack submarine, INS Chakra, joined the Indian Navy in April on a ten-year lease for US $920 billion. Defence Minister AK Antony has confirmedthat there is a proposal to lease a second submarine. Russia's ambassadorto India, Alexander Kadakin, terms the Chakra "a shining example of the very confidential strategic cooperation between India and Russia." Off camera, Kadakin flatly --- and factually --- states that no other country would transfer such a system.
India pays a price for this privilege. When Russia raised the price of the aircraft carrier INS Vikramaditya from$947 million to $2.3 billion, India quietly acquiesced. And when the delivery of the vessel --- which was originally scheduled for 2008 and then delayed to 2012 --- was pushed back by another year after a major engine failure during pre-delivery trials in September, India acquiesced again.
The matter was raised during President Putin's visit today. It had been raised more strongly by Antony with his counterpart, Anatoly Serdyukov, when the former defence minister had visited India in October.
But Russia repeatedly compensates in the "sub-strategic" segment that remains below the radar. The indigenous nuclear ballistic missile submarine, INS Arihant, continues to benefit from significant Russian technological advice.
Another strategic programme being negotiated is for the "precision code" of Russia's GLONASS satellite navigation system, an alternative to the US Global Positioning System (GPS). This would provide Indian aircraft and weapon systems with a navigational accuracy of one metre, something that only US and Russian systems currently enjoy. MoD sources tell BusinessStandard that the matter remains "under discussion" but will eventually yield results.

Russian officials also cite the joint development programmes that characterize Indo-Russian defence cooperation. The Brahmos joint venture has yielded a sophisticated supersonic cruise missile that is now being developed intoa hypersonic missile that will travel at above Mach 6 (4,300kilometres per hour).The supersonic Brahmos, meanwhile is being adapted to be fired from a Sukhoi-30MKI fighter.
Next year, design and development will begin on the $6 billion Indo-Russian programme to jointly develop a fifth generation fighter aircraft (FGFA). No other countries are collaborating on suchan advanced aircraft, which involves sensitive technologies like stealth. Another Indo-Russian JV, Multirole Transport Aircraft Ltd (MTA Ltd), began work thismonth on a military transport plane for both air forces.
Given the strategic relationship, New Delhi considers Russian sensitivities.After the Russian MiG-35 was rejected in Apr 2011 in the Indian contest for 126 medium multi-role combat aircraft (MMRCA), the MoD ordered 42 additionalSukhoi-30MKI fighter,without any tendering or competition.
For Moscow, New Delhi is an increasingly crucial partner, and not onlybecause India buys 30% of all Russian arms exports. Joint development with India reduces development costs and risk at a time when Russia is spending heavily on modernising its forces. Its State Armament Programme will spend almost $650 billion to increase the proportion of modern weaponry in the Russian military to 30% by 2015, and 70% by 2020.
Russian analysts close to the Kremlin are urging Moscow to deepen "an emerging common defence market" between thetwo countries. They are recommending the co-development of a fifth-generation medium fighter program in addition to the FGFA (which is a heavy fighter); andan advanced battle tank based on the Russian Armata.
