Anyway it turns out to be an India's problem now as the host for the exiled rather than China's. The Tibetan community sounds autonomous inside India in continuation of the theocratic rule in the good old time. In Tibet AR the leadership fostered by CCP (some were former serfs like Redi ex-Chairman of Tibet AR) is instictively hostile to the "government in exile"
Change of leadership is headache for China as well. Till now Dalai Lama was for a peaceful resolution. You may not be sure if new leader goes for more aggressive approach for Tibet.

Would GoI allow those Tibetans in exile (aggressive) to launch attacks on China from India??? If not how will they pose a substantial threat to PRC?

How will those inside Tibet AR get supplied militarily for an "uprising"?? PRC is well prepared with unparalled infrastructures in Tibet.

After a few more generations Tibetan community will be a headache for GoI. They'll totally lose any hope/aspiration to get back to Tibet. Instead they'll either migrate to the West or request Indian citizenship and equal rights with u Indians. CCP would be just happy without the 'baggage" in a few decades

If this is let off like this then INDIA may become a place of terror launching pads used for terror strikes against CHINA. The Tibetans must choose for a GOOD LEADER.

I can imagine how their "democracy" is structured in a theocracy -

Ayotullah - HH Dalai Lama
then Kashag, Kalon Tripa alike

Once current Ayotullah is gone (a mortal in fact like u and me), before the new Ayotullah is identified (no democracy this round, but by "incarnation" which CCP won't miss a chance to meddle with) there will be a vacuum...

And a typical Tibetan elite "in exile" is like this

would a guy like that really want to return to Tibet?

The majority of Tibetan community (grassroots) have to cross their fingers and pray for themselves. A big question - how long will GoI allow such an "autonomous" regime to function in a sovereign state India while their value for India is diminishing day by day esp. after losing its prominence on the world stage?

Are you alright man? Seems you've been smoking some real strong stuff. You are comparing His Holiness to an aggressive dictator? Please exercise caution here not to disrespect here. He is a revered figure.

You may not realise there is another possibility that those tibetens will fight against each other first for the leadership within india after a common recognised leader is gone.

It is important for INDIA to find another radical leader to fight the chinese. It is too bad for the Tibetans without "THE DALAI LAMA".
Do not be worried! Once the Holiness XIV Dalai Lama pass away, China will select a new Dalai Lama. But this new Dalai Lama will live in Beijing and be well educated like the Panchan Lama.

Tibetan parliament-in-exile accepts Dalai Lama's retirement

The Tibetan parliament-in-exile agreed on Friday to accept the Dalai Lama's resignation from politics, paving the way for a new leadership structure within the movement. The Dalai Lama will continue to lead the Tibetan cause in his more important role as its spiritual figurehead, but two weeks ago he announced he wanted to step down as head of Tibet's government-in-exile. "It was a hard decision to decide to amend the constitution and separate His Holiness from Tibetan politics but he is doing it for the benefit of Tibetans in the long run," Karma Yeshi, a member of parliament, told AFP.
"Keeping that in view we have taken this decision."
The parliament unanimously passed four resolutions to oversee the handover process, after previously trying to block the Dalai Lama's request.
