The following is the actual text of a speech delivered in December, 2005 by Comrade Chi Haotian the Vice-Chairman of China's Military Commission to top officers and generals. Keep in mind that China has for many years advocated deceitful and covert warfare against its enemies. This is their Modus Operandi. There should be little question that a "Bird Flu" Pandemic would deeply excite them.

"Comrades, I'm very excited today, because the large-scale online survey sina.com that was done for us showed that our next generation is quite promising and our Party's cause will be carried on. In answering the question, "Will you shoot at women, children and prisoners of war," more than 80 per cent of the respondents answered in the affirmative, exceeding by far our expectations.

Today I'd like to focus on why we asked sina.com to conduct this online survey among our people. My speech today is a sequel to my speech last time, during which I started with a discussion of the issue of the three islands [Taiwan, Diaoyu Islands and the Spratley Islands --- Ott] and mentioned that 20 years of the idyllic theme of 'peace and development' had come to an end, and concluded that modernization under the saber is the only option for China's next phase. I also mentioned we have a vital stake overseas.

The central issue of this survey appears to be whether one should shoot at women, children and prisoners of war, but its real significance goes far beyond that. Ostensibly, our intention is mainly to figure out what the Chinese people's attitude towards war is: If these future soldiers do not hesitate to kill even noncombatants, they'll naturally be doubly ready and ruthless in killing combatants. Therefore, the responses to the survey questions may reflect the general attitude people have towards war..We wanted to know: If China's global development will necessitate massive deaths in enemy countries; will our people endorse that scenario? Will they be for or against it?


The fact is, our 'development' refers to the great revitalization of the Chinese nation, which, of course, is not limited to the land we have now but also includes the whole world.


As everybody knows, according to the views propagated by the Western scholars, humanity as a whole originated from one single mother in Africa. Therefore no race can claim racial superiority. However, according to the research conducted by most Chinese scholars, the Chinese are different from other races on earth. We did not originate in Africa. Instead, we originated independently in the land of China. Therefore, we can rightfully assert that we are the product of cultural roots of more than a million years, civilization and progress of more than ten thousand years, an ancient nation of five thousand years, and a single Chinese entity of two thousand years. This is the Chinese nation that calls itself 'descendants of Yan and Huang.'

During our long history, our people have disseminated throughout the Americas and the regions along the Pacific Rim, and they became Indians in the Americas and the East Asian ethnic groups in the South Pacific. We all know that on account of our national superiority, during the thriving and prosperous Tang Dynasty our civilization was at the peak of the world. We were the centre of the world civilization, and no other civilization in the world was comparable to ours. Later on, because of our complacency, narrow-mindedness, and the self-enclosure of our own country, we were surpassed by Western civilization, and the centre of the world shifted to the West.

In reviewing history, one may ask: Will the centre of the world civilization shift back to China? Actually, Comrade Liu Huaqing made similar points in early 1980's Based on an historical analysis, he pointed out that the centre of world civilization is shifting. It shifted from the East to Western Europe and later to the United States; now it is shifting back to the East. Therefore, if we refer to the 19th Century as the British Century and the 20th century as the American Century, then the 21st Century will be the Chinese Century! (Wild applause fills the auditorium.)

Our Chinese people are wiser than the Germans because, fundamentally, our race is superior to theirs. :lol: As a result, we have a longer history, more people, and larger land area. On this basis, our ancestors left us with the two most essential heritages, which are atheism and great unity. It was Confucius, the founder of our Chinese culture, who gave us these heritages. These two heritages determined that we have a stronger ability to survive than the West. That is why the Chinese race has been able to prosper for so long. We are destined 'not to be buried by either heaven or earth' no matter how severe the natural, man-made, and national disasters. (reminds me of cockroaches) This is our advantage.

Take response to war as an example. The reason that the United States remains today is that it has never seen war on its mainland. Once its enemies aim at the mainland, the enemies would have already reached Washington before its congress finishes debating and authorizes the president to declare war. But for us, we don't waste time on these trivial things. Maybe you have now come to understand why we recently decided to further promulgate atheism. If we let theology from the West into China and empty us from the inside, if we let all Chinese people listen to God and follow God, who will obediently listen to us and follow us? If the common people don't believe Comrade Hu Jintao is a qualified leader, begin to question his authority, and want to monitor him, if the religious followers in our society question why we are leading God in churches, can our Party continue to rule China??

The first pressing issue facing us is living space. This is the biggest focus of the revitalization of the Chinese race. In my last speech, I said that the fight over basic living resources (including land and ocean) is the source of the vast majority of wars in history. This may change in the information age, but not fundamentally. Our per capita resources are much less than those of Germany's back then. In addition, economic development in the last twenty-plus years had a negative impact, and climates are rapidly changing for the worse. Our resources are in very short supply. The environment is severely polluted, especially that of soil, water, and air. Not only our ability to sustain and develop our race, but even its survival is gravely threatened, to a degree much greater than faced Germany back then Anybody who has been to Western countries knows that their living space is much better than ours. They have forests alongside the highways, while we hardly have any trees by our streets. Their sky is often blue with white clouds, while our sky is covered with a layer of dark haze. Their tap water is clean enough for drinking, while even our ground water is so polluted that it can't be drunk without filtering. They have few people in the streets, and two or three people can occupy a small residential building; in contrast our streets are always crawling with people, and several people have to share one room.

Many years ago, there was a book titled Yellow Catastrophes. It said that, due to our following the American style of consumption, our limited resources would no longer support the population and society would collapse once our population reaches 1.3 billion. Now our population has already exceeded this limit, and we are now relying on imports to sustain our nation. It's not that we haven't paid attention to this issue. The Ministry of Land Resources is specialized in this issue. But we must understand that the term 'living space' (lebenstraum) is too closely related to Nazi Germany.

The reason we don't want to discuss this too openly is to avoid the West's association of us with Nazi Germany, which could in turn reinforce the view that China is a threat. Therefore, in our emphasis on He Xin's new theory, 'Human Rights are just living rights' we only talk about 'living' but not 'space' so as to avoid using the term 'living space.' From the perspective of history, the reason that China is faced with the issue of living space is because Western countries have developed ahead of Eastern countries. Western countries established colonies all around the world, therefore giving themselves an advantage on the issue of living space. To solve this problem, we must lead the Chinese people outside of China, so that they can develop outside of China.

Would the United States allow us to go out to gain new living space? First, if the United States is firm in blocking us, it is hard for us to do anything significant to Taiwan and some other countries! Second, even if we could snatch some land from Taiwan, Vietnam, India, or even Japan, how much more living space can we get? Very trivial! Only countries like the United States, Canada and Australia have the vast land to serve our need for mass colonization.

Therefore, solving the 'issue of America' is the key to solving all other issues. First, this makes it possible for us to have many people migrate there and even establish another China under the same leadership of the CCP. America was originally discovered by the ancestors of the yellow race, but Columbus gave credit to the White race. We the descendants of the Chinese nation are ENTITLED to the possession of the land! It is historical destiny that China and United States will come into unavoidable confrontation on a narrow path and fight.

In the long run, the relationship of China and the United States is one of a life-and-death struggle.

Of course, right now it is not the time to openly break up with them yet. Our reform and opening to the outside world still rely on their capital and technology. We still need America. Therefore, we must do everything we can to promote our relationship with America, learn from America in all aspects and use America as an example to reconstruct our country.

Only by using special means to 'clean up' America will we be able to lead the Chinese people there. Only by using non-destructive weapons that can kill many people will we be able to reserve America for ourselves.

There has been rapid development of modern biological technology, and new bio weapons have been invented one after another. Of course we have not been idle; in the past years we have seized the opportunity to master weapons of this kind. We are capable of achieving our purpose of 'cleaning up' America all of a sudden.

When Comrade Xiaoping was still with us, the Party Central Committee had the perspicacity to make the right decision not to develop aircraft carrier groups and focused instead on developing lethal weapons that can eliminate mass populations of the enemy country. Biological weapons are unprecedented in their ruthlessness, but if the Americans do not die then the Chinese have to die.

If the Chinese people are strapped to the present land, a total societal collapse is bound to take place. According to the computations of the author of Yellow Peril, more than half of the Chinese will die, and that figure would be more than 800 million people! Just after the liberation, our yellow land supported nearly 500 million people, while today the official figure of the population is more than 1.3 billion. This yellow land has reached the limit of its capacity. One day, who know how soon it will come, the great collapse will occur any time and more than half of the population will have to go. It is indeed brutal to kill one or two hundred million Americans. But that is the only path that will secure a Chinese century, a century in which the CCP leads the world.

We, as revolutionary humanitarians, do not want deaths, But if history confronts us with a choice between deaths of Chinese and those of Americans, we'd have to pick the latter, as, for us, it is more important to safeguard the lives of the Chinese people and the life of our Party.

The last problem I want to talk about is of firmly seizing the preparations for military battle. The central committee believes, as long as we resolve the United States problem at one blow, our domestic problems will all be readily solved. Therefore, our military battle preparation appears to aim at Taiwan, but in fact is aimed at the United States, and the preparation is far beyond the scope of attacking aircraft carriers or satellites. Marxism pointed out that violence is the midwife for the birth of the new society. Therefore war is the midwife for the birth of China's century."

China's tough new attitude is both dangerous and counterproductive

WHAT has happened to the "harmonious world" that China's president, Hu Jintao, once championed? Where is the charm offensive that was meant to underpin it? Recent revelations about its military programmes are the latest Chinese moves to have unsettled the world. Strip the charm from Chinese diplomacy and only the offensive is left. Sino-American relations are at their lowest ebb since a Chinese fighter collided with an American EP-3 spyplane a decade ago.

In the past few weeks China has made a splash with progress on an anti-ship missile and a stealth fighter jet. Every country has legitimate interests and the right to spend money defending them, especially a growing power like China. But even if their purpose is defensive, such weapons will inevitably alarm America and China's neighbours. In the harmonious world China says it seeks, assertiveness needs to be matched with reassurance and explanation. Yet China undermined the confidence-building visit this week to Beijing of Robert Gates, America's defence secretary (see picture), when it staged a test flight of the new jet (see article). It was an unfortunate curtain-raiser for the visit of China's president, Hu Jintao, to Washington on January 18th.

Sino-American relations have been deteriorating for a year. On his first visit to China in 2009 President Barack Obama was treated with disdain, and the Chinese government reacted with fury when he sanctioned arms sales to Taiwan that were neither a surprise nor game-changing and saw the Dalai Lama—also routine for American presidents. China broke off military-to-military contacts and officials suddenly stopped returning American diplomats' calls.

Tensions have also been growing with neighbours that China was once careful to cultivate. China has more forcefully asserted sovereignty over great swathes of the South China Sea. It overreacted after a Chinese trawler rammed a Japanese coastguard vessel in contested waters controlled by Japan. It got into a spat with India over visas for Kashmiri residents. And it failed to condemn the North Korean sinking of a South Korean corvette and the shelling of a South Korean island. Even Africa, once extremely friendly to China, is having doubts. Anger in Zambia is growing over Chinese managers who shot at mine workers.

Whereas a single incident sparked the spyplane crisis, today's tensions are the culmination of lots of different things. China's new raw-knuckle diplomacy is partly the consequence of a rowdy debate raging inside China about how the country should exercise its new-found power. The liberal, internationalist wing of the establishment, always small, has been drowned out by a nativist movement, fanned by the internet, which mistrusts an American-led international order. Western hawks conclude that China has broken with the pragmatic engagement it has followed for three decades. Its tough new line, they say, warrants an equally tough response.

Don't underestimate America

China's recent behaviour is in part the product of a miscalculation, dating from the global financial crisis. Many Chinese believe that America's power has gone into an inexorable decline. Chinese leaders' preoccupation with sweeping changes to the Communist Party hierarchy in 2012 may be helping to reinforce this belief. At a time of domestic uncertainty, running down the foreign opposition is popular.

America is certainly losing clout in relative terms, but it will remain the world's most fearsome military power for a very long time. If China behaves as though America is weak, and seeks to push back its power, a querulous but well-tended relationship could slide into competition and confrontation and bring about a cold-war stand-off or rivalry for influence in neighbouring states. Already, China's tough new attitude is having an effect. America has redoubled its commitment to policing the South China Sea. Japan and South Korea have just announced closer defence co-operation. This does not serve China's interests.

Mr Hu needs to counter rabid anti-Americanism at home by acknowledging the stabilising role the United States plays in the region, from which, indeed, China gets a huge free ride in the form of safe sea lanes and vast supplies of Middle East oil. And he should use his visit to America to reassure Mr Obama that pragmatic engagement still holds. He needs to show the world an open, confident face of a rising China. And though Communist leaders don't "do" apologies, Mr Hu must persuade the world that a prickly year has been an aberration.

It is eye opening speech. No wonder USA has her eyes set of harmonious country from the military perspective. How come he does not mention Russia and India? I am just curious if Russians have read the text of the speech, if yes any reaction from them. He has also mentioned Nazi several times, What is trying to tell? I think he is asking for self destruction of the nation. Was he on some kind of drug? The world is not going to sit back and ignore these kind of inflammatory speech. Why does he not talk about the countries of Central Asia who have undeveloped land and plenty of natural resources? I think there intention is to occupy neighbouring nations who are rich in natural resources rather than USA, which is far away and any attack on USA assets will lead to massive response and end to China's existence in its present form.

Delusions of grandeur do tend to happen in people when they are suffering with a tertiary stage in syphilis. I think Chi Haotian is definitely infected.

is this some stupid joke? it sound like some anti-chinese guy wrote the essay in his grandma basement and sign it with vice-chairman names. even the site that link to this article is a joke. if this is really happen, it should already be on NBC, CBS etc.

lol i just notice the guy use so many "therefore", now my head is filled with that word.

No joke bud, this is real, the speech by Chi was given to the red army commanders(whole auditorium full of them) and was in Chinese translated to english. This is the red commies mission statement and this is what these loonies believe in.

China's Gen Chi: U.S. Easily Defeated

From 1993 to 2003, Chi Haotian was the Minister of National Defense (read: "of world aggression") of the People's Republic of China (read: "of the Post-1949 slave-state of China"). He is now 80 years old, and since 2004 he has been vice chairman of the Central Military Commission of China.

In 2005, his speech was reprinted by The Epoch Times, an independent Chinese newspaper, published abroad. His speech details the annihilation of the West and talks about world domination.

In my columns, I wrote about how Chi depicts China's future war for its world empire as gleaned from his speech.

The first target will be the United States as the most powerful of the free (and hence enemy) countries, whereupon all the other enemy countries will be easier targets.

As for the United States, up to two-thirds of its population will be poisoned (chemical war) or infected with mortal diseases (biological war), and all of their property will be transmitted to the new settlers (the Chinese) as to the superior race. One-third of Americans will be left alive to be servants of the new superior race. (best of luck with that):lol:

None of this is new. The owners of the slave states of old wanted their slaves to get a share of the enemy wealth to be loyal to them, their owners, and interested in their victory.

It would be wrong for the owners of China to spread such information as official: even a slave state is supposed to behave internationally in peacetime as an advanced democracy. Thus, China has prepared for world domination secretly.


Hence the spreading of savage slave-state information was entrusted to Chi, for which purpose he had even been demoted in 2004, before he made his scandalous slave-state speech in 2005.

Besides, consciously, mankind should believe in the official propaganda of China and, subconsciously, in its subhuman superpower, able to create a Chinese world empire.

This is why in 2004 Chi ceased to be the minister of National Defense of China and in 2005 was the vice president of the Central Military Commission, and made his speech about annihilating chemically and biologically two thirds of Americans. Well, one-third should be spared to prepare the former United States for the new settlers (and later act as their servants).

In the parade marking the 60th anniversary of the People's Republic of China, the owners of China demonstrated some of the latest weapons, instead of concealing them until the war Chi had described in his speech of 2005.

Let the world know that China can develop, produce, and use all the weapons that the United States can, but since the population of China is 1.3 billion and that of the United States is slightly more than 300 million, all those who studied math at elementary school can figure out the final outcome.

But since every American is free to think and speak, many Americans would rather think and speak about their ability to afford to buy a pair of cashmere socks they have seen on sale this morning than about the United Stated being annihilated by China.

As for American "top experts on China," they found Chi's description of China's conversion of the United States into part of China's world empire to be a laughable forgery of someone (like myself) describing Gen. Chi Haotian.

Here it is necessary to understand the role of American higher school education, granting degrees to a graduate, which announces one as an expert on China.

Now, do these degrees ensure an expert's ability to think? Well, this would be redundant, of course. Just as elementary-school math enables anyone to be an expert in everything that can be counted, so too the knowledge of a high school graduate certified by degrees enables people to discuss whatever this knowledge certifies to be known.

Before 2005, hardly anyone of the American experts on China had heard of Chi Haotian, minister of National Defense of China.

True, that happened in slave states of old. But few experts knew this term "slave state," or have heard a lecture on slavery, which can flourish today, as it did thousands of years ago.

But well-known events disproved the experts' conclusion that Chi's speech is a forgery. Chi has been as grandly visible after 2005 as he had been before. The Epoch Times reprinted his speech in 2009, with its introduction.

To my search "Chi Haotian Today," Yahoo! responded with 18,300 results.

There is one of Chi's predictions that is undeniable: a Sino-American war, and the later it occurs, the greater will be the military superiority of China owing to its incomparably larger population, which can be converted into the developers and users of the latest modern weapons.

Any advantages of the United States? Let us take, for example, the latest major war of the United States: the war of the United States and its allies against Iraq, a technologically backward country, whose population then was 26 million.

Today's surveys of the war, like "George W. Bush and the Iraq War" in Yahoo!, leave no doubt that the war was an insane rigmarole, complete with "a movement to impeach George W. Bush," though his stunts were more like insanity than just stupidity, and the pertinent topic is, what to do if the elected U.S. president is clinically insane.

It is obvious that the American culture in spheres like warfare creates not intelligence but titles, and among those the title of "U.S. president" is especially troubling, since the American revolutionary method of conferring this title by the will of a majority of direct voters is on the verge of insanity, since the more people think alike, the lower the level of their mental normality, sinking into insanity, like Obama's "thinking" at the beginning of his presidency that the United States and the slave state of China are "partners."

It is tragicomical that by electing the U.S. president, a majority of voters who elected him are also sure that thereby they also elected the country's top military man of genius, while his actual mental level may be insanity.

So infected that he is the Vice Chairman of Central Military Commission of China from 2004 till date and was specially demoted to take up this assignment.

please don't use epochtime, its unreliable, one of the most anti-china, pro-falungong, BS/propaganda news that put chinese propaganda to shame. even chinese propaganda news has more reasonable eassays than epochtime crap. if you have source from a well know western source or neutral independent source, then ill belief. the fact i didn't even see a hint of this mention on CNN, MSnbc, cbs, huffpost, nyt, time, and other major news source etc etc, pretty much indicate its a fake. the vice-chairman is not stupid enough to say something like this in public.

who wrote that stuff, it felt like an eassay wrote by a middle/high schooler.

Don't blame our indian friends, this article just happens to fit their mind: China is the biggiest obstacle in india's way to be a superpower, so China is evile; anyone who cannot see the true face of China, is either CCP's internet agent or idiots.

Dont believe at your your own peril, there is lot of truth based on actual actions on the ground. The chinese foolishly exposed their superman gameplan too soon before they can be regarded as an actual threat by anybody.

Does anybody think china does not have grand designs irt its neighbors. Chn has kept alive disputes will 14 of its neighbors to keep alive its options of going to war with any of them when they want. the US is the biggest impediment in their dumbass plan and neutralising it will have all chn neighbors eating out of its hands.
