The problem is not only the fire control systems, but also the mentality of the Chinese people. The Chinese law is one of the strictest in the world, but the people always find loophole in the law and they subconsciously reject whatever policy came from the government as part of their way to demonstrate their angry to the authorities. Fire breaks out in such new building must be the consequence of some kind of "Accident" caused by certain breach of law.

Another reason is the extreme selfishness of the Chinese due to the absence of spiritual and attitude education after the Communist government condemned the Confucian tradition. In short, the Chinese now are money making machine for one and one's closest family members.

Does the municipality not have fire inspectors who inspect and then clear the building for occupation?

This making money with scant regards to law is not only a Chinese problem, we too have this problem. But then, the courts are sorting out these types of people lately.

Our courts have, of late, become very active!
