BEIJING: It is natural for China and India not to see eye-to-eye on some issues, but friendship will prevail over "problems", China today said as it vowed to work with New Delhi to expand mutually beneficial cooperation and ensure steady growth of bilateral ties.

"China-India strategic partnership of cooperation has made all-round progress these years. The two countries are marching toward the goal of building a closer partnership of development," Chinese Foreign Ministry spokespers .. :bs:

Hua was reacting to Foreign Secretary S Jaishankar's remarks that sanctioning of well-known terrorist leaders and organisations besides developmental issues like access to cooperation and investments in the field of civil nuclear energy should not emerge as points of difference with a "partner" like China.:pound::pound:

Jaishankar was referring to China blocking India's bid to get a UN ban on Pakistan-based terrorist and JeM chief Masood Azhar as well as Beijing scuttling India's entry in the Nuclear Suppliers Group.

"It is only natural that China and India, neighbours and two major countries, do not see eye-to -eye on some of the issues. But in the bilateral relationship, friendship and cooperation prevail over differences and problems," Hua said.

Guided by the consensus reached between leaders of the two countries, China will work with India to expand mutually beneficial cooperation, properly manage differences and ensure the sustained and steady growth of China-India relations," she said.

Jaishankar had said that China is expected to be appreciative of India's interests, especially when they are not in conflict with those of Beijing, and noted that it is imperative for the future of Asia and the world, that the two nations approach each other with strategic maturity.

He had said that bilateral ties with China were "complicated" but stressed that one should not approach the relationship as a zero sum game.

No NSG for India if Pak is not allowed: China

China on Tuesday made it clear that it would oppose India’s entry into the Nuclear Suppliers Group (NSG), unless the cartel opened its door to Pakistan too.
A meeting between senior diplomats of India and China in New Delhi on Tuesday failed to make any breakthrough on the contentious issue, which emerged as the new irritant in the bilateral relations over the past few months.

The Chinese diplomats conveyed to their Indian counterparts that Beijing would remain firm on its stand that the NSG should adopt a “two-step approach” to address the issue of admitting new members. They pointed out that China would like the NSG to first “explore” — through “an open and transparent” process — and reach an agreement on a “non-discriminatory formula” to deal with the issue of granting membership to the countries which had not signed the Nuclear Non-Proliferation Treaty (NPT).

Once the formula is adopted by the NSG, the cartel should move to the second stage to take up the “country-specific membership issues”, according to a press release issued by the Ministry of Foreign Affairs of the Chinese government on Tuesday.

The Ministry of External Affairs of India in New Delhi stated that the discussions between the senior diplomats had been “candid, pragmatic and substantive” and the two sides had agreed to meet for the next round on a mutually convenient date in Beijing.

Sources in New Delhi, however, told DH that China’s position clearly meant that it would not allow India to enter the NSG unless it could ensure that the cartel would also admit Pakistan.

The NSG controls global nuclear commerce.

The guidelines of the 48-nation organisation prohibit its members from entering into nuclear ties with the countries that have not signed the NPT. Neither India, nor Pakistan has signed the NPT.

The NSG, however, granted a waiver to India in 2008.

The waiver paved the way for India entering into a civil nuclear deal with the United States.

India subsequently struck similar agreements with other countries, including France, Australia and Canada.

India submitted its application for membership of the NSG on May 12.
Pakistan did the same on May 19.

China, however, stonewalled the US-led move to admit India into the NSG when the cartel had its annual plenary in Seoul in June. China argued that if the “NPT signatory” criterion was diluted to admit India into the NSG, it should also open up the door for other non-NPT countries, including Pakistan.

China on Tuesday also conveyed to India that the issue of the non-NPT states’ participation in the NSG raised “new questions for the group under the new circumstances”. It said the crux of the question was “how to address the gap between the existing policies and practices of the non-NPT states and the existing international non-proliferation rules and norms based on the NPT as the cornerstone”.

China Claims Military Build-up along Border with India is ‘Non-aggressive’

The People's Liberation Army (PLA), China's armed forces, claims its intensified military build-up along China's disputed border with India has always been "non-aggressive and restrained".

It also blamed Indian media for hyping the extent of tensions along the Line of Actual Control (LAC) and slammed it for its "oversensitive" coverage of the LAC.



"China is undoubtedly India's largest opponent and therefore every move of the Chinese military will touch the nerve of the Indian media," said a story presenting the PLA's point of view published in China Military, the only official English-language news website of the PLA.

"However, the Indian military has more movement than China along the Sino-Indian border."

The PLA also claims India has deployed unmanned aerial vehicles (UAVs) along the LAC.

In contrast to India's warlike preparations along the border, China's deployment and maneuvers along the border are meant to improve the high altitude combat capability of the men of the People's Liberation Army Ground Force or PLAGF (the Chinese land army) and form deterrent ability.:pound::pound:

"In comparison, Chinese military's movement along the border has always been restrained. India is not yet the biggest threat for China and though confrontation events along the border would occur from time to time, the overall situation is rather stable."

The story said China won't its Shenyang J-20 stealth fighter to the border. The J-20, however, is still being tested and is not an operational fighter capable of combat.

China has deployed 300,000 men of the PLAGF along its border with India at Arunachal Pradesh. It's also built airfields at Hoping, Pangta and Kong Ka to support six existing airfields in the Tibetan Autonomous Region that can handle fighter jets such as the Sukhoi-27UBK and Sukhoi-30MKK fighters and heavy transport aircraft.

Chinese ballistic missiles such as the DF-31 and DF-31A aimed at India have been deployed to the city of Delingha, north of Tibet. Delingha is the missile headquarters for Qinghai, and houses DF-4s with four associated launch sites.

Arrayed against these forces are 120,000 Indian Army soldiers that will soon receive 90,000 reinforcements. Supporting these men are two IAF Su-30MKI squadrons from Tezpur in Assam. Also counted in India's favor is the forthcoming deployment of a BrahMos supersonic cruise missile regiment to the state.

A Chinese newspaper has that the two countries should be prepared for "potential setbacks" in what is China's most ambitious overseas project.

NEW DELHI: In an extraordinary development, the Pakistan government, rattled by its global isolation following the Uri terror attack+ , has told its all-powerful army in no uncertain terms to take "visible action" against Jaish-e-Mohammad and other terrorist groups, Dawn newspaper reported today, citing high-level confidential sources.

Dawn reported that the civilian Nawaz Sharif+ government's officials openly confronted army officials - in what it called an "extraordinary exchange" - at a secret meeting on Tuesday.

Pakistan's foreign secretary Aizaz Chaudhry said at a presentation at the meeting that despite recent diplomatic outreach, Islamabad "faces diplomatic isolation+ and that the government's talking points have been met with indifference in major world capitals."

Following that presentation, the civilian government gave a clear message to the army - "Military-led intelligence agencies are not to interfere if law enforcement acts against militant groups that are banned or until now considered off-limits for civilian action... (and) fresh attempts be made to conclude the Pathankot investigation and restart the stalled Mumbai attacks-related trials in a Rawalpindi anti-terrorism court," Dawn wrote.

Further, foreign secretary Chaudhry reportedly shocked those at the meeting by saying that "while China has reiterated its support for Pakistan, it too has indicated a preference for a change in course by Pakistan."

Following the meeting, Pakistani spy agency ISI's director general Rizwan Akhtar and National Security Adviser Nasser Janjua, are set to travel to all four provinces, with the government's message for provincial apex committees and ISI sector commanders.

Dawn further reported that there was "an extraordinary verbal confrontation between (Pakistan's) Punjab Chief Minister Shahbaz Sharif and the (Pakistan spy agency) ISI," and that it appeared "to indicate a high-stakes new approach" by the Sharif government.

The Punjab CM's "stunning and unexpectedly bold intervention" occurred when he complained that whenever action has been taken against certain groups by civilian authorities, the security establishment has worked behind the scenes to set the arrested free.

"Astounded onlookers describe a stunned room that was immediately aware of the extraordinary, unprecedented nature of the exchange," Dawn wrote.

Dawn said that this secret meeting on Tuesday was chaired by Prime Minister Sharif and included senior cabinet and provincial officials. Pakistan's foreign secretary Chaudhry gave an exclusive presentation at this meeting. On the military side, Pakistan spy agency ISI's director general Rizwan Akhtar led the representatives.




On the US+ , Chaudhry reportedly said Pakistan's relations have deteriorated and will likely further deteriorate because of the American demand that action be taken against the Haqqani network.

In addition, Chaudhry said that Chinese authorities have conveyed their willingness to keep putting on technical hold a UN ban on Jaish-e-Mohammad leader Masood Azhar, but they have questioned the logic of doing so repeatedly.:pound::pound::pound:

India’s alliance with Japan for UNSC hampering its chances

NEW DELHI: Former Chinese Envoy to India has an advice for it – do not join hands with Japan if you want entry into the permanent members club of the UN Security Council (UNSC).

India and China did not leave on high notes after the conclusion of the BRICS (Brazil, Russia, India, China and South Africa) Summit in Goa on October 15-16. For a long time Beijing, itself a permanent member of the UNSC has not been supportive of India’s bid to become a permanent member in a reflection of the changing world order.

Clarifying the position of China on the issue clear, Ambassador Sun Yuxi said: “We are trying to keep Japan out of UNSC. It is unfortunate India sits with Japan on this to seek UNSC reforms.” Yuxi has served as the Chinese Ambassador to India from 2005-2007 and later on became the Spokesperson of its Ministry of Foreign Affairs (MFA).

“We do not oppose India. If you approach separately we might change our position,” Yuxi said on Tuesday while participating in the BRICS Media Summit here. India has joined hands with Brazil, Japan, and Germany seeking expansion of the Security Council’s permanent membership and; support each other under the grouping of G-4. China has been opposing Japan’s candidature owing to historical reasons.

The UN has 193 members in the General Assembly and the Security Council has 15 members, who take decisions about the international peace and security. There are five permanent members of the Security Council- the UK, France, the US, China, and Russia- and they hold veto power. The G-4 has been seeking to reconfigure of the UNSC saying the present structure reflects the world order as it existed post-World War II. The membership was given not only on the basis of one’s economic clout but also based on whose side a country fought the war. The defeated nations were kept out of the permanent membership and India under the British rule did not stand a chance.

India has been claiming a permanent seat on the table leveraging it is a trillion dollar economy and status of South Asian power.

China's State Media Calls Let 'Pak-Based Military Group', Downplays Boycott Call of Chinese Goods In Indian Markets


Beijing: Lashkar-e-Toiba (LeT), the dreaded Pakistan-based terrorist's outfit, has been described as a military group by China's state-run Global Times in a commentary.

Though the focus of the article was boycotting of Chinese goods by Indians, the description it used for LeT would surely raise eyebrows in India. Acknowledging that both the sides would gain from a stable friendly relation, it said they are currently in talks to settle their differences on some key issues.

It said that the “Sino-Indian relationship has always been haunted by border disputes and Sino-Pakistani ties”.

They blame China for India's failure to enter the Nuclear Suppliers Group (NSG), and for Beijing blocking India's UN bid on sanctioning a commander in Lashkar-e-Taiba, a Pakistan-based military group.

However, they have long realized that “setting aside their differences is beneficial for both sides' for overall development”.

Stressing that China has been India's largest trading partner since 2013, it said that political relations between the two sides have gra
dually improved, since former prime minister Rajiv Gandhi's visit to the country in 1988.
It noted that the increasing trade deficit with China has been irritating New Delhi which it claimed has jumped to $51.45 billion in 2015.

“India is always vigilant against trade deficits. Chinese products can hence be easily turned into the target of India's anti-dumping sanctions,” it warned.

It also said that “Chinese merchandise, often mentioned by Indian media, is only a small part of China's exports to India.

“It is also a major exporter of high-tech goods, today's China exports high-tech products to India, including electrical and telecommunications equipment, train locomotives, computers and telephones.

“These are all necessary for India's economic development and its people's everyday lives.”


“A boycott of Chinese goods will not only result in little political effect but also fail to fundamentally change India's current trade ties with China.


“In the end, it will be nothing more than a tiny incident,” the article said.

NSA To Meet Chinese Counselor To Remove Bilateral Irritants

Prime Minister Narendra Modi’s National Security Advisor Ajit Doval will soon host China’s state counsellor Yang Jiechi in New Delhi for discussion on irritants in bilateral relations.
With counter-terrorism cooperation likely to dominate the agenda of discussion, Doval is likely to convey to Yang New Delhi’s concerns over Beijing’s policy of blocking India’s attempts to get the United Nations sanctions on terror leaders based in Pakistan, sources told DH.
Doval and Yang are at present Special Representatives of India and China for negotiations on boundary dispute and strategic consultations.

They held the 19th round of boundary negotiations in Beijing on April 20.
Sources said that Doval and Yang, however, would not discuss the boundary dispute during their upcoming meeting and would rather try to iron out the newer wrinkles in bilateral relations. Yang might also call on External Affairs Minister Sushma Swaraj and Prime Minister Narendra Modi during his visit.


Doval is likely to make it clear to Yang that China must stop shielding Jaish-e-Mohammed (JeM) founder Masood Azhar and other terror leaders based in Pakistan from being brought under the United Nations sanctions. He would argue that India and China should not have any difference on the issue of terrorism, as no country could now claim to be immune from the menace, said sources.


China recently made its latest move to block India’s attempts to designate the JeM chief as a terrorist by the UN panel established under the Security Council’s resolutions 1267, 1989 and 2253.

India had, earlier this year, moved a fresh plea to the committee seeking imposition of sanctions on Azhar. It was only due to China’s opposition in April this year that the UN panel had to put India’s plea on a “technical hold” for six months. China, one of the five permanent members of the Security Council, on September 30 extended the “technical hold” for three more months.
All individuals and entities listed by the 1267/1989/2253 Islamic State (Da’esh) and Al Qaeda Sanctions Committee are subjected to international sanctions, including travel restrictions and measures curbing financial transactions.

India questions China’s Support For JeM Chief At NSA Meet In Hyderabad
HYDERABAD: In the wake of the surgical strikes conducted by the Indian Army recently against terror launch pads near the Line of Control (LoC), National Security Advisor Ajit Doval is understood to have raised the issue of the Beijing’s attempts to block United Nations (UN) ban on Pakistan-based Jaish-e-Mohammed (JeM) chief Maulana Masood Azhar during an informal bilateral talks with China, held here on Friday.

The two nations held an NSA-level meeting in Hyderabad to resolve issues that strained their bilateral ties in recent times.

Amicable discussions on various long pending security issues between the team of India’s NSA officials led by its National Security Advisor Ajit Doval and an around 18-member delegation led by the People’s Republic of China State Councillor Yang Jiechi held during the meeting.


The major bone of contention between the two countries have been India’s NSG bid and banning of JeM chief Masood Azhar, who was accused of master minding the Mumbai terrorist attack.

Beijing has scuttled India’s bid to gain a seat in the Nuclear Suppliers Group (NSG) and to get the JEM’s chief on the ban list.


The Ministry of External Affairs (MEA) did not give an official statement on the issues discussed. However, sources told Express that Doval raised the issue of Azhar being backed by China at the UN. China allegedly raised the issue of India’s decision to allow Tibetan spiritual leader Dalai Lama to visit Arunachal Pradesh. However, India explained the reasons for giving permission to the Lama’s visit.

Trade Vs Terror: Time For China To Choose

India-China relations have been severely impacted by China’s open support for Pakistan on many fronts. One of the important areas where China seems to be least worried is cross-border terrorism affecting countries like India and Afghanistan. India has been a victim of cross-border terrorism for many years — the most recent being the September 18, 2016 Uri attack sponsored by its neighboring country Pakistan.

China’s stand on terrorism is baffling and it pains India more than any other country. New Delhi has been pressing the United Nations (UN) to declare Jaish-e-Mohammed Chief Masood Azhar — operating from Pakistan — as an international terrorist who poses serious threat to humanity and disrupts peace and tranquility in the subcontinent. Unfortunately, Beijing has consistently blocked the Indian move. On technical ground, China has succeeded twice in delaying the UN’s decision on Masood Azhar.

China’s deliberate tactics of blocking India’s progress in international fora is quite evident. In June 2016 at Seoul, Beijing successfully blocked New Delhi’s bid for membership of the Nuclear Suppliers Group (NSG).

Pakistan may be China’s natural ally but India is one of the biggest trade partners of China. While China-Pakistan total trade stood at $12 billion in 2014-15, China-India trade was valued at $72 billion in the same year. During the period under consideration, China’s export value to Pakistan reached just $10 billion compared to export value of $60.4 billion to India. In short, for all practical purposes, India is 6 times valuable for the Chinese economy than Pakistan.

India’s trade deficit with China has been widening. It reached a high of $52.7 billion in 2015-16 and the April-July 2016 figure has already reached $15.9 billion. China’s ability to produce low-cost products addresses affordability issues of Indian consumers. As a result, the market in India is flooded with Chinese products.

Prime Minister Narendra Modi has time and gain emphasised that terrorism has no boundary and religion. Beijing must realise that the global community rejects any form of terrorism.

All members of SAARC, except Pakistan, extended solidarity to the victims of the Uri attack and took a strong position against terrorism. Now Beijing should accept that any form of support, including diplomatic and moral support to any country promoting factories of terror to breed terrorist for export purpose, must be stopped.

During the 8th BRICS Summit in Goa (October 15-16, 2016), Prime Minister Narendra Modi’s message on cross-border terror was loud and clear, which is clearly reflected in the Goa Declaration, Point Nos. 57-59.

Hopefully, Beijing will take the Goa declaration very seriously and acts against terror-harbouring countries.

It is in China’s interest to carefully choose between support for free trade or cross-border terror in the region. For the time being, its actions suggest that Beijing is interested in both. On the one hand, China is pressing for free trade area between BRICS nations and, on the other, it is protecting Pakistan for many wrong reasons.

China generates trade surplus through exporting a wide variety of products to India and reinvests some part of the surplus in Pakistan. Some of the major products categories that China exports to India include telecom instruments, computer hardware, fertilizers, organic chemicals and pharmaceuticals, plastic, iron & steel and ceramic.

In a sense, India indirectly funds Chinese projects in Pakistan, including the China-Pak Economic Corridor passing through Pakistan-occupied Kashmir.

The presence of China-made products in India is growing day by day. During the festive season, one could easily find China-made Indian idols and firecrackers dominating local markets. Often these China-made products offer cost advantage to traders, retailers and customers — resulting in high demand for Chinese products.

Many favour a blanket ban on Chinese products to reduce the Chinese trade invasion impacting small and medium-scale enterprises (SMEs) in India. However, with India being a member of WTO, such a ban is technically not permissible and feasible.

The government is equally concerned about widening the trade deficit with China and impact of Chinese goods on domestic SMEs.

Some of the best possible solutions include:

(a) Strengthening domestic manufacturing,

(b) Making domestic manufacturing globally competitive,

(c) Promoting innovations & start-up culture, and

(d) Creating manufacturing-cum-trading hubs.

The Modi government has already started many path-breaking initiatives like Make in India, Start-up & Stand-up India and Skill India to address the anomalies to make India a manufacturing hub.



These collective initiatives are going to strengthen the manufacturing sector and enhance global competitiveness of Indian firms. And, within a decade, India would likely emerge as a major global trading hub which may push China to revisit its own stand on terror.

BRICS Summit 2017: First time, China signs statement that names Lashkar and Jaish in terror list

In a significant move forward from the Goa BRICS declaration, Beijing has signed off on New Delhi’s initiative to name two Pakistan-based terrorist groups, Lashkar-e-Taiba and Jaish-e-Mohammad, in the Xiamen declaration, expressing “concern” on the security situation in the region and violence caused by these outfits. This is the first time that a BRICS declaration has named these terrorist groups.

Along with the Haqqani network, Taliban and Islamic State, the Xiamen declaration Monday also named the Eastern Turkistan Islamic Movement, a Muslim separatist group founded by militant Uighurs, members of the Turkic-speaking ethnic group in northwest China’s Xinjiang province.

“We, in this regard, express concern on the security situation in the region and violence caused by the Taliban, ISIL/DAISH, Al-Qaida and its affiliates including Eastern Turkistan Islamic Movement, Islamic Movement of Uzbekistan, the Haqqani network, Lashkar-e-Taiba, Jaish-e-Mohammad, TTP and Hizb ut-Tahrir,” the 48th paragraph in the 43-page declaration said.

China blocks another move to list Masood Azhar as global terrorist by the UN : Official

China on Thursday blocked another bid by the US, France and the UK to list Pakistan-based JeM chief and Pathankot terror attack mastermind Masood Azhar as a global terrorist by the UN, saying it has rejected the move as "there is no consensus".

A veto-wielding permanent member of the Security Council, China has repeatedly blocked India's move to put a ban on the Jaish-e-Mohammed (JeM) chief under the Al-Qaida Sanctions Committee of the Council.

The JeM, founded by Azhar, has already been in the UN's list of banned terror outfits.

China had in August extended by three months its technical hold on the the US, France and UK-backed proposal to list Azhar as a global terrorist by the UN after having blocked the move in February this year at the United Nations.

" China has rejected the move as there is no consensus+ ," sources in the Chinese foreign ministry told PTI here.

The comment came as the China's technical hold on a proposal by the US, France and Britain+ to list Azhar as a global terrorist was set to lapse today.

The official's comment indicates that China will veto the application in the 1267 Committee of the UN Security Council to allow it to lapse.

This is the second year in succession that China has blocked the resolution. Last year, China had done the same to stall India's application before the same Committee.

Earlier, Chinese foreign ministry spokesperson Hua Chunying told a media briefing: "we raised a technical hold so as to allow more time for the committee and its members to deliberate on this matter. But there is still absence of consensus on this matter."

Defending China's consistent technical holds, Hua said China's actions are meant to ensure and safeguard the authority and effectiveness of the 1267 Committee of the UN Security Council.

"We will continue to follow the mandate of the Committee and its rules of procedure and remain in constant communication and coordination with the members of the Committee," she said.

To the follow-up questions, Hua said the Committee has its rules. The committee is yet reach the consensus.

"The Committee is yet to reach an agreement. This is a fact," Hua said.

Hua's remarks indicate that China will continue its policy to block moves by India and other countries led by the US to block Azhar's listing during the second term of Chinese President Xi Jinping, which began over a week ago.

China in the past had asked India to discuss the issue directly with Pakistan in order to reach an understanding on Azhar's listing.

In the last two years, China has stonewalled efforts by India to declare Azhar as a global terrorist.

Last year in March, China was the only member in the 15-nation UN organ to put a hold on India's application with all other 14 members of the Council supporting New Delhi's bid to place Azhar on the 1267 sanctions list that would subject him to an assets freeze and travel ban.
