In 1991, after the Soviet Union fell, the second full-size aircraft carrier for the Soviet Union, the Varyag, sister ship to the Kuznetsov, was under construction in the Ukraine. The Ukraine did not have the financial resources to complete her. In 1992 a Chinese delegation visited the Ukraine in the hopes of coming to terms on a purchase price of the unfinished vessel. A suitable purchase price was not agreed upon. Later, in 1998, the Chong Lot Travel Agency, a supposed Macau firm, bought the Varyag from the Ukraine for $20 million dollars with the stated intention of making the Varyag a casino for commercial profit. As it turned out, Chong Lot had no offices in Macau and was simply a front company for a Hong Kong firm called Chinluck Holding Co. Ltd. As it also turned out, the managing directors of Chinluck had strong ties to the Chinese Navy, the PLAN. It took three years for the front firm, Chong Lot Travel, to get permission to tow the Varyag through the Istanbul Straits and on to China. That permission was finally granted in 2001.

He was accused of helping to siphon off millions of dollars from a Chinese state food company. But Chen could not be apprehended as he was receiving treatment for an unspecified disease in a Beijing military hospital. At the same month, Hong Kong-based Goldspot Investments became a majority shareholder in Chong Lot. One of the directors of Goldspot had an address inside a military compound in Beijing.

In May 2005, the Varyag was placed in dry dock and, in early August, it emerged painted in People's Liberation Army Navy gray.

In 1999, I first read the news about Indian's indigenous construction of aircraft carriers. I remembered that Indian's new AC would be ready by 2005. One month later, I heard that the completion date was pushed to 2009. Three years later (2002), I got an update: "The date was the end of 2011". I waited another three years and finally some good news came: "the AC was expected to enter service in 2012." Time flies. In 2009, you finally got the steel needed to build a AC and the ship would enter service in late 2014. This year, the completion date is once again pushed to 2017. But all these changes won't undermine my faith in Indian's AC plan. One day, you will have one and a good one!

China will get beaten hands down. Indian Navy is operating an Aircraft Carrier since 1987, 1 more to be delivered by Russia, 3 more indigenously built over the years. And they have 10 more years to go before commission their first one, bought to be made into a floating casino.
