ASEAN foreign ministers held a special meeting on the issue Friday morning at which Cambodian Foreign Minister Hor Namhong informed them in writing of his government's position, saying no communique should be issued "due to bilateral conflict between some ASEAN member states and a neighboring country."

Later Friday, at a news conference, Hor Namhong said, "I am of the view that we do not put the joint communique a hostage of a bilateral dispute of some ASEAN members and another country in the region."

He said claimant countries can settle their respective territorial dispute with China using the Declaration on the Conduct of Parties in the China Sea which ASEAN and China inked in 2002.

The main bone of contention was a proposed paragraph in the draft joint communique that said, "We discussed in depth the recent developments in the South China Sea, including the situation in the Scarborough Shoal, and expressed serious concern over such developments in the area, particularly those contrary to the provisions of the 1982 UNCLOS related to the exclusive economic zones and continental shelves of coastal states."

"I wish to clarify that Scarborough Shoal issue is a dispute of sovereignty between two countries -- China and the Philippines. It's not an ASEAN issue," Hor Namhong said, adding that the meeting of ASEAN ministers "is not a tribunal to judge whether the Scarborough Shoal belongs to China or the Philippines."

The diplomatic source said Indonesia was at the forefront of trying to come up with language acceptable to all, proposing several formulations, but it was all to no avail.
Kudos to Cambodia! The abdicated King Sihanouk is currently living in Beijing.

Cambodia has received $8.8 billion of investments from China from 1994 to July 2011, making China the leading country in the investments in the country, according to the reports from the Council for the Development of Cambodia (CDC) on Sept 6.

The report showed that besides China, South Korea, Europe, Malaysia and China's Taiwan are also leading investors in Cambodia.

From 1994 to July 2011, South Korea's investment in Cambodia was rated at second with $4 billion, European countries at third with $3.6 billion.

Also, Malaysia and China's Taiwan are at fourth and fifth places with $2.6 billion and $823 million respectively.

Anybody interested in keeping peace over the SCS should not be happy about this development. Clearly, "Cambodia was bought".

Better for those concerned to take it out bilaterally, instead of letting ASEAN be hijacked as a big group. Cambodia is entitled to acting on its best interest, and is not alone within ASEAN who's sober enough.

Bilaterally? In the spratlys alone, 4 ASEAN nations are involved adding China and Taiwan. 'Issues such as freedom of navigation and lawful exploitation of maritime resources often involve a wide region, and approaching them strictly bilaterally could be a recipe for confusion and even confrontation,' . It's not only about China. The aim of the COC was not to settle the dispute. The aim is to to be able to ensure that peace and diplomacy would be mantained in the process of finding a solution. Anyone wishing for peace will be disappointed.You seem very happy about it.

And you are correct Cambodia acted on its interest and not the interest of ASEAN As a whole.
