They are a pack that are dangerous and occupying Indian land. You might have seen their behavior in discovery and national geographic documentaries. We should not even be fooled if there are some token peace overtures. Wild animals in a pack often fight with each other, especially when it is time to choose the leader. Then go on hunting together.
We can even observe their behavious in our neighbourhoods, thanks to the stray dog problems.
These stray dogs act very innocent in day time and lie around sleeping. They show quite civilized behaviour, many even look at both sides for vehicles before crossing the street!
But as it gets dark, they form a pack and are a terror. It is dangerous to go out alone in night in many parts of cities because of these stray dogs. They fight each others viciously but in the end one becomes leader and then they terrorize everyone else and become a security threat for the neighbourhood.
