There should be a reason why Russians are not buying it.. Instead they are arming their surface fleet with Klubs and even subsonic Kh-35

That's because their frigates and lesser are too small for Brahmos. Brahmos Aerospace is pushing for a contract with Russia for the latest Gorshkov class frigates.

It is possible they are holding out for the hypersonic version instead.

Russian destroyers and cruisers already use- Granit(armed with nuclear and conventional warheads) and Oniks(Yakhont is the export version) they might use Brahmos land attack versions as you said on their newer Frigates-

Club gain speed as it reach target. Brahmos has steady speed. So you cant compare two.
