In the third week of April, a team of National Investigating Agency (NIA) reached Bindi village in Bihar's Sitamarhi district, bordering Nepal. They were looking for one Arun Yadav, a villager who was found sparingly using a SIM card that terrorists had used while coordinating Hyderabad blast that claimed 16 lives in February 2013.
The sleuths reached Yadav, a frequent visitor to Saudi Arabia, and recovered the SIM card from his home. A search operation also yielded Yadav's Nepalese passport, issued to him under a fictitious name. This alone was enough to arrest the man. But NIA decided not to, only taking away the SIM card.
Yadav, say police sources in Sitamarhi, left for Saudi Arabia on July 6, a day before 10 serial blasts rocked Bodh Gaya. Although Yadav's link to the blasts has not been established, his case is typical of the laxity that invited the tragedy.
The Nitish Kumar government not only ignored specific intelligence about Bodh Gaya being on terror radar but also refused to take action against those who failed to prevent them. The blasts rocked the temple town even as the NIA and the Bihar government are at loggerheads over the state's emergence as a recruiting centre and a hideout for Indian Mujahideen (IM). Senior police officers, who are in the know of the blasts' investigation, have two divergent theories. One, that IM terrorists wanted to trigger low-intensity blasts to strike fear among Buddhists without creating too much of a law and order situation in Bihar, which is known to them as a safe shelter.
The second theory - which is also backed by evidence - is that IM terrorists wanted to inflict maximum damage but two groups of local foot soldiers deployed in stacking the explosives and planting the bombs did not do their job.
Prior to the Bodh Gaya blasts, an NIA team had visited Bihar Police headquarters in May and made a presentation on IM's Bihar module, besides explaining its modus operandi. Districts such as Madhubani, Sitamarhi, Darbhanga, Araria and Kishanganj that border Nepal have emerged as a safe passage for terrorists to slip into Indian territory, say sources in Bihar Police.
IM especially has used the border districts as a recruiting centre and hideout. Since 2006, police have picked up 13 alleged terror agents from here.
