Modi's image is of a zero tolerant Hindu nationalist who'll attack Pakistan in no time which will result into sanctions from the USA and other countries. Hence it's a good move by Modi & co. to call Pakistan, he has projected himself as peace promoter now if Pakistan fights with India they will fight with their own risk.
