Sanctions over Iran oil, is a USA wide issue that all American parties would support against all countries, as they want to put strong pressure on Iran to limit it's nuclear program.
any issue the U.S cares about is always a usa-wide issue, no one is going to step in to do any favours.

The source you cited and the points it makes are very questionable. The talk about NGO's and mass graves comes across as pure fiction, and about as credible as many things you would read in many Pakistani newspapers.

The sinister agenda of foreign-funded NGOs | Tehelka.com

Western NGO nexus is fairly well discussed and a well known problem, it's laughable that you just brush it aside saying "it's all fiction". Go through the threads above. If you lived in India you would the complete nonsense spewed by ngo types just to stop projects, throw filth at people.
Searching for bones is another fairly common tactic, from Kashmir to Sri Lanka, google will get you a ton of results.
If you look at the entire history of Bill and Hillary Clinton in regards to India, you will find very pro India leanings on pretty much every issue. It was said in America that after Hillary left the Obama administration, USA-India ties grew colder as there was no major pro India supporter left in the Obama camp to champion issues.
Any specifics where they have been "pro-India"?

All I see here is rhetoric and usual feel good speeches that these people usually do when they land. the only instance of her "Pro India" stance seems to be giving 2 million to Indian Americans (which is probably a vote bank tactic) seems to be mentioned as Pro-India

It seems Obama was locked in first as a big guest of honour then Putins trip was announced after? Is that correct?

This puts a huge amount of pressure on America to give India lucrative deals, access to technology and political support on issues. I wonder if America will just bow out and not try to compete with Russia in India's foreign policy?

India, US May Sign Big Defence Deals | idrw.org

Defence Minister Manohar Parrikar on Thursday expressed confidence that India and US will be able to sign big defence deals during President Barack Obama's visit to New Delhi for the Republic Day celebrations.

At the Adamya Chetana Seva Utsav here, Parrikar said, "It is quite obvious that defence deals will be finalised during Obama's visit."

"There are many things on the radar and we are working on the shape and size of these deals. We are facing issues in terms of technology, and these are being tackled. But I cannot divulge further details," he added.

Speaking about the frequent ceasefire violations by Pakistan on the border, Parrikar said the government will not take things lying down.

"Whenever there has been a ceasefire violation, we have responded with double vigour. The incident that took place recently was not an infiltration. It was a mere attempt. They attempt to fire at night so that terrorists can sneak in. But we have been alert and have given them a powerful response," he said.

Several eminent engineers in the aeronautics and space sectors were felicitated on the occasion. They included former ISRO chairman U R Rao, HAL chairman R K Tyagi, Dr C G K Nair, DRDO's Dr Tamilmani and others.

Union Chemical and Fertilizers Minister H N Ananth Kumar and Law Minister D V Sadananda Gowda and lexicographer G Venkatasubbaiah were among those present.

Pak. has reined in LeT: U.S. - The Hindu

U.S. Secretary of State John Kerry will visit Pakistan this month, shortly after certifying the Pakistan government's "action against" Lashkar-e-Taiba (LeT) and Jaish-e-Mohammad (JeM).

The authorisation is likely to spark outrage in India. Mr. Kerry is due to visit the Vibrant Gujarat summit, which begins in Gandhinagar on January 11, ahead of President Barack Obama's visit on January 24.

Mr. Kerry will lead the Strategic Dialogue in Islamabad later in January, the Pakistan Foreign Ministry announced this week.

Despite the fact that both the LeT and JeM have resurfaced visibly in the past year in Pakistan and the founders of both, Hafiz Saeed and Masood Azhar, have held public rallies in Pakistan in 2014, the U.S. Secretary of State has signed off on a certification that the Pakistan government has "prevented al-Qaeda, the Taliban and associated terror groups such as Lashkar-e-Taiba and Jaish-e-Mohammad from operating in the territory of Pakistan" for the year.

Civilian aid

The certificate is a condition for the U.S. to disburse funds under the Kerry-Lugar Bill for civilian aid to Pakistan that was co-authored by Mr. Kerry in 2009. This year's grant of $532 million to Pakistan will be disbursed shortly, as the Congress gave its nod to President Obama, the U.S. Ambassador to Pakistan Richard Olson disclosed.

According to official agency APP, Mr. Olson met Pakistan's Finance Minister Ishaq Dar to finalise the agenda for Mr. Kerry's upcoming visit . Significantly, the Kerry-Lugar Bill lapsed in September 2014, but only about half of the $7.5 billion outlay has been disbursed so far.

According to Section 203 of the Bill, which is formally called the Enhanced Partnership with Pakistan Act (S.1707), there are limitations on clearing the annual $1.5 billion assistance to Pakistan based on actions in the "preceding financial year."

The authorisation required is that the Pakistan government and military have "ceased support" to extremist and terror groups, that they have "prevented" groups like the LeT and JeM from operating in Pakistan, and carrying out attacks against its neighbours, while dismantling their bases in Muridke, FATA and Quetta.

Clean chit: John Kerry 'certifies' Pak govt's action against Lashkar

US secretary of state John Kerry has signed off on a certification that makes Pakistan eligible for an aid package under the Kerry-Lugar Bill, Times Now reported on Monday.

The Kerry-Lugar Bill, also known as the "Enhanced Partnership with Pakistan Act of 2009", requires the US administration to certify that the Pakistan government has taken action to prevent "al-Qaida, Taliban and associated terror groups such as Lashkar-e-Taiba from operating in the territory of Pakistan".

There goes more money to train jihadists, more and more likely to visit India after beloved Obama's departure

Official Spokesperson's response to a question on US certification on aid to Pakistan

January 05, 2015
In response to a question on US certification on aid to Pakistan, the Official Spokesperson stated:

"‹"How the Government of the United States of America decides to spend US Tax payers money is entirely its prerogative.

However, India does not believe that Pakistan is showing "sustained commitment" or making "significant effort" or ceasing support" or dismantling "bases of operations" of the Laskhar e Tayyaba, Jaish-e-Muhammad, the Haqqani network and quite possibly the Al Qaeda.

Also with increasing citings of Punjabi/urdu speaking elements operating with terrorist groups inside Afghanistan, we now also know that these very groups also pose a significant threat to members of the international community working in Afghanistan including to Indian diplomatic personnel working in the Indian Embassy in Kabul and our four Consulates.

But as I said before-How the Government of the United States of America decides to spend US Tax payers money is entirely its prerogative."

Americans are leaving Afghanistan so there is very little probability of those funds being used for Jihad against them. Expect a throwback to the pre-2001 days, with Pureland being the most trusted ally again.
Exactly, they will be used against us. And New Delhi is again doing what it fails to learn from, throwing red carpet to potus to feed itself on symbolism.

The U.S. government has denied Pakistan's reports that the U.S. Congress had cleared $532 million to Pakistan on the Kerry Lugar Act that needs certification on action against the Lashkar-e-Taiba and Jaish-e-Mohammad. "No certification has been sought for funds to Pakistan, and no funds disbursed since 2013," said State Department spokesperson Jen Psaki. A report in The Hindu had quoted the Associated Press of Pakistan, and an official Pakistan government release that the $532 million had been cleared, as reportedly disclosed by U.S. Ambassador to Pakistan Richard Olson to Finance Minister Ishaq Dar. In Delhi, the Ministry of External Affairs had criticised the reported certification that cleared the aid to Pakistan. "How the Government of the United States of America decides to spend U.S. tax payers money is entirely its prerogative," said spokesperson Syed Akbaruddin in an official statement. "However, India does not believe that Pakistan is showing "sustained commitment" or making "significant effort" or ceasing support" or dismantling "bases of operations" of the LeT, JeM, the Haqqani network and quite possibly the Al Qaeda."

I kind of have objection to the fact that you see Russia + China as a partnership of the future. I feel Russia is extremely threatened by China but out of necessity took the bait of Chinese deal.

China attacked Russia over the land adjoining Inner Mongolia near Siberia in 1969. Also China has a growing population and Russia has had a negative growth rate, Russians fear the eventual Chinese aggression to occupy the lands in Eastern Russia that are practically isolated autonomous units far away from Kremlin.

Also, Migrant Chinese workers are already an issue for Russia to deal with.

Russia had conflagration (a diplomatic one) with China over the death of 100 odd people when Chinese factories dumped toxins into rivers flowing into Russia in 2005 if i remember correctly.

I am sure Russia will side by India in a fight with China and as predicted in some thread, it will be a war to control the Hydrological basin of Tibet and the Autonomous region of Tibet.
