Rajya Sabha member moots bill to declare Pakistan terrorist nation
After US lawmakers moved a bill to declare Pakistan a terrorist nation, Rajya Sabha member Rajeev Chandrasekhar said on Wednesday that he will submit a private members' bill as well as a resolution to declare Pakistan a terrorist nation in a "couple of days".
Chandrasekhar, an independent member of the upper house of parliament, told IANS he will submit the bill to Rajya Sabha Secretariat in a "couple of days" and has written to Prime Minister Narendra Modi seeking action in this regard.
"The bill seeks to declare Pakistan a terrorist state and break all trade, economic and other relations with it," Chandrasekhar told IANS.
The bill and resolution are titled "Pakistan State Sponsor of Terror".
"I will be submitting the bill in a couple of days. Basically, Pakistan has put itself in a position similar to North Korea by exporting terror. It should be boycotted," he said.
Chansekhar also wrote to Prime Minister Modi on Wednesday, urging him to take action.
"As the world condemns Pakistan today, US lawmakers have also introduced a bill," Chandrasekhar wrote in the letter.
He urged the government to consider his private members' bill and resolution, and said: "It would be speedier and more efficient if the government takes the necessary executive and legislative steps to do the same."
"Pakistan currently enjoys the MFN (Most Favoured Nation) status with India and also has reasonably unfettered travel and economic access," he said and urged the government to suspend these and use "economic" and "trade" tools along with diplomatic and military options to isolate Pakistan.
"The bill will be taken up in parliament in winter session, which will be in November, so I have urged government to act," he said.
Chandrasekhar also feels that there is a large consensus in the nation and parliament against Pakistan, and added that the bill will "expose" the parties which may still have a "soft corner" for the neighbouring country.
US Congressman Ted Poe (Republican), Chairman of the House Subcommittee on Terrorism, along with Congressman Dana Rohrabacher (Republican) on Tuesday introduced the Pakistan State Sponsor of Terrorism Designation Act.
In India, members of parliament other than ministers are called private members and bills presented or moved by them are private members' bills.
If a private member bill is passed in one of the houses, it has to go to the other house for approval, and then for President's assent. This procedure is also what is followed for the bills brought by the government.
5th line I quoted seems a li'l childish for a reason, I don't know.:p

I'd like to see the govt's defense of its rejection. Of course by Nov it will be back to buddy-buddy with our terrorist neighbor, #Pathankot & #Uri just distant memories.

The catch is India doesnt have a legislative bill to "declare any state a terrorist state"
So we have to bring in that bill before declaring pakistan a terrorist state.

See..these are things we should have done loooooooooooong back as a nation with a neighbor with terror intentions atleast with the terrorism getting global profile...and thats why we shouldn't be quick to blame the GoI who is trying to get some thing done.

I am not familiar with the process. Why do we need a legislative bill to be a platform to pass another bill? Can the terror bill not be passed on its own?

Bill to set Conditions and the process to declare a state as terrorist state....like whats and what nots...the whole length of it.
Before bringing in the bill for declaring pakistan as a terrorist state.

I wonder why it was not done for so long..this thing was really crucial in the arsenal.

India Likely to Recall Envoy From Islamabad
India-Pakistan relations have reached the stage that India may recall its High Commissioner in Islamabad.
New Delhi (Sputnik) — In the Union Cabinet meeting held on Wednesday under the chairmanship of Prime Minister Narendra Modi, it was decided to intensify the diplomatic efforts to isolate Pakistan.
In view of this decision India is likely to recall Indian High Commissioner Gautam Bambawala from Islamabad, sources in the Ministry of External Affairs told Sputnik.
“I am quite sure when the government of India is considering various options to respond to the Uri attack and not only Uri but before that also there has been a continuity of attacks in India. Pakistan is continuously increasing hostility with India. So India has to take adequate reciprocal measures and this might be one on them,” Former Foreign Secretary Shashank told Sputnik.
In the fallout of the recent terror attack on an Indian army base in Kashmir, India is also considering to impact Pakistan on the economic front as well which may result in the withdrawal of the Most Favored Nation status which India has given to Pakistan for trade.

India’s dossier will expose how Pakistan exported terror to Europe as well
As part of its diplomatic offensive against Pakistan, New Delhi will name Pakistani-based terror operatives who have been striking alliances with international jihadi groups like Islamic State (IS) or Al-Qaida at international fora. Indian authorities explain that this will help harden world opinion against Pakistan for allowing terror groups to function freely from its soil.
In this regard, New Delhi has sought the details from French authorities of Mohammed Usman, a Lashkar-e-Taiba (LeT) trained Pakistani terrorist. Usman was arrested in Austria earlier this year and handed over to France for his role in the Paris bombings carried out last year in November which killed 130 people. The attack, carried out by IS and Usman, a Pakistani national, played a crucial role in the terror strike.
“We have asked for details regarding the investigation done by the French authorities. A dossier is being prepared with details of all such Pakistanis who have forged links with global terror outfits,” a top government official told dna.
Sources said that information from various sources including intelligence agencies of some other countries are being gathered to put together a dossier on Pakistanis with global terror links. Indian agencies are also making efforts to keep an eye on Pakistanis seeking asylum in western countries. Even Usman sought refuge in Austria soon after the Paris attack but was then arrested.
Usman’s case has been raised by India at international counter-terror meets but a more detailed analysis on such terrorists will equip Indian agencies to expose their global threat and linkages.
“The idea is to let the international community know that LeT, Jaish-e-Mohammed (JeM) or any Pakistani group is not just a threat to India but to the whole world,” the official added.
Initially, it was suspected that Usman was also part of the 26/11 Mumbai attack. However, Indian agencies later ruled out the possibility of his direct involvement in any terror strike in India.
After the Uri attack in Jammu and Kashmir by Pakistan-based terrorists that killed 18 Indian Army personnel, New Delhi has begun devising a strategy to isolate Pakistan diplomatically. The attack is suspected to have been carried out by the Jaish-e-Mohammed. This was the second such attack this year by the group after striking at the Pathankot Air base on January 1 this year.
Usman’s case is not the only one that will be cited by India at international platforms. Last year, a Pakistani was arrested in Italy for suspected links with IS. Earlier this year, three Pakistanis were arrested in Spain for promoting terrorism using social media.
Officials tracking terror say with social media diminishing geographical boundaries, terror operatives are more likely to strike alliances with international groups. “IS has already ensured that several youth from different parts of the world come together for a common cause,” said a counter-terrorism official.

Give free hand to Army: PM Modi to Defence Minister Parrikar

NEW DELHI: Hours after Prime Minister Narendra Modi gave a “free hand” to security forces dealing with Pakistan at the Line of Control, Defence Minister Manohar Parrikar said the perpetrators of the Uri attack wouldn’t go “unpunished”.
While chairing the Cabinet Committee on Security meet on Wednesday morning, Modi was briefed about measures and the counter-offensive activities initiated by security forces along the LoC and the international border with Pakistan. Sources said Modi told his cabinet colleague that security forces should be given a “free hand” to counter infiltration.
Parrikar said the government wouldn’t “sleep over” the terror being pushed into India from across the border even as he admitted that “something may have gone wrong” on the part of the forces. He also asserted that he would take steps to ensure that “this doesn’t happen again.”
“Obviously something must have been wrong. I will not go into detail of it. Obviously it is a very sensitive matter,” he said.
While dismissing reports about Pakistan’s threat of using tactical nukes, Parrikar said, “We take proper reading of everything and I don’t think Prime Minister’s initial words that ‘those responsible will be punished’ will go as a mere statement. How to punish, that is for us to work out. We are quite serious about it. Empty vessels make most noise. This country is a very responsible power, but that does not mean I will sleep over this kind of terrorism that is being pushed from across. How I do it is entirely for the government under the Prime Minister to decide,” the Union minister said.
The defence minister met Army chief General Dalbir Singh Suhag and National Security Advisor Ajit Doval to discuss border security matters.
Meanwhile on the political front, the Congress lambasted the defence minister for “focusing more” on the elections of his home state, Goa.
Claiming there has been a downslide in all parameters and virtually blaming it on Parrikar’s absence from Delhi, Congress spokesperson Abhishek Manu Singhvi said, “Parrikar has made it clear that he is the proxy chief minister of Goa or wants to be chief minister. In either event, the casualty can’t be defence of India.”
Asked whether the Congress was asking for Parrikar’s resignation, Singhvi noted that “It’s the Prime Minister’s prerogative who keeps in which portfolio and it’s on us, as the Opposition, to seek accountability.’’
There have been reports in a section of the media that Prime Minister Modi was expressed his displeasure over Parrikar’s absence in the national capital when the Uri strike took place.

NEW DELHI: Amid heightened tensions in Indo-Pak relations after the Uri terror attack in Kashmir, a Pakistani journalist claimed on Thursday night that F-16 planes were flying over Islamabad.
GEO TV journalist Hamid Mir shared this information through a tweet.

As the tweet evoked concerns and curiosity, he was quick to retweet another post that said "dont worry it is just to assure people of islmabd that our forces are fully aware and ready to fight."
Mir's clarification indicates it was probably an air defence drill undertaken by Pakistan's air force. However there has been no independent verification so far.

Not sure what is the inherent value of declaring Paki to be a terrorist state.

At the lest, we must withdraw the MFN status, revisit/void the IWT and significantly downgrade our diplomatic relations - whether that involves recalling our ambassador, kicking out theirs can be worked out.

Once declared a state sponsor of terrorism, it will receive sanctions , restrictions on travel, on military purchases , on aid reciption, on terror financing .... i.e. global isolation

GENEVA (Switzerland): Expressing solidarity with the people of Balochistan against Pakistan's atrocities, European Parliament vice president Ryszard Czarnecki has said the European Union may impose economic and political sanctions on Islamabad, if the Asian nation fails to stop human rights violation in the region.
"I told the European Union during our human rights debate that if our partner countries do not accept human rights and standards, in this situation we should react and seek sanctions like some moves in economic fields," he told ANI.
Czarnecki, who attended a silent vigil where the protesters condemned Pakistan for the ongoing atrocities and paid homage to those who lost their lives, added that it is not the time for words, but for actions.
"We have bilateral economic and political relations with Pakistan and if it will not change its state policy towards Balochistan, then we would change our attitude towards Islamabad and towards the government of Pakistan," he said.
Stating that Islamabad has dual standards, the European Parliament vice president said on one hand it shows a clean face to the world while on the other it indulges in human rights violations.
"Pakistan has two faces. It is the open face to us and the other is the brutal face towards Balochistan," he said, adding that all the 28 members of the EU should react against Pakistan's brutal operations and policies towards the Baloch people.
He also acknowledged the problem in Pakistan is that the government is controlled by the military.
"The problem is that the government in Islamabad practically doesn't control the situation and now is the time to accept and react to this situation. The people in Balochistan must feel our solidarity," he said.

Thousands of Muslims took part in a protest march here yesterday demanding declaration of Pakistan as a terrorist state.


Muslim clerics and minority leaders warned Pakistan against inciting division among various communities of India.

"Muslims in India are as much Indians as Hindus, Sikhs, Christians or Jains are," they said.

The protesters burnt an effigy of Pakistan at the Jama Masjid tri-section.


They demanded that the United Nations and countries such as the USA, Russia, England and France take stringent action against Pakistan for fuelling terrorism in India and in Pakistan-occupied Kashmir.

Hazi Irfan Ansari said people of all sects should come forward against terrorism as youths were being misled in the name of religion. “We should support the Indian Army and the Union Government in their efforts against terrorism and ensure that all are united in the war against terrorism.


We all are with the families of our jawans who died in the Uri base camp attack and in other similar strikes by terrorists.

Pakistan is trying to disrupt peace in India but this will lead to its isolation internationally as Pakistan doesn’t know that despite religious-ethnic-sectarian diversity, all Indians are united,” he said.

Several Hindus also joined the protest after knowing its agenda.BS Tejiyan, a local resident, said he took part in the protest march, which showed the unity and patriotism of the people of the country, irrespective of their religion or region.tate: Muslims

RS MP Rajeev Chandrashekhar introduces Private Member's Bill to declare Pakistan a terror state

Rajya Sabha MP Rajeev Chandrashekhar today introduced his Private Member's Bill in the Upper House to declare Pakistan as a terror country.
Called the 'Declaration of States as Sponsor of Terrorism Bill, 2016', Chandrashekhar, an independent MP, had moved it after the Uri terror attack which had killed 19 soldiers. He hoped the government would take note of the Bill.
"I know that Private Member's Bill can hardly become law, but we have introduced this only to bring it to the government's notice," he said after the Bill was introduced.
He also thanked Rajya Sabha Deputy Chairperson PJ Kurien for allowing him to introduce the Bill.
After the Uri attack by Pakistan-backed terrorists, he had said that not just the US, even India should declare Pakistan a state sponsor of terror. The MP had also written to Prime Minster Narendra Modi asking the government to withdraw Most Favoured Nation (MFN) status to Pakistan, which Pakistan has never reciprocated.
