we need a tri force command in andaman and nicobar so a kargil like situation can be dealt with.

the occupational forces raiding andaman wont come under the net of outlawed and militants they will be coming as full fledged army and navy having proper backing by their masters in beijing. so a late response from mainland can sabotage an entire liberation or defense.
we need a hawai type base with protection. cant afford pearl harbor too.

Kalaikunda is also going to be a civil airport in a similar manner as it is in Bagdogra.

Andaman is already under a triservice command with a naval Flag Officer in command.

NEW DELHI: The Indian Navy's plans to test fire missiles from Andaman and Nicobar Islands appear to have hit a hurdle with the environment ministry concerned over the impact of the exercise on an endangered bird species found only in the ecologically sensitive area.

The environment ministry, examining the Navy proposal for missile testing in Tillanchang island, has been told by a panel of experts that the firing will impact the life cycle of Nicobar Megapode, an endangered ground bird, National Board for Wildlife member Asad Rahmani said.

The Navy has sought permission for temporary use of the ecologically sensitive forest land on the island for missile testing and erection of a temporary structure as target for testing the accuracy of missiles fired from submarines. The test firing is proposed to be carried out once every year for a duration of 7 to 10 days.

The Standing Committee of National Board for Wildlife (NBWL) at a recent meeting chaired by environment minister Jayanthi Natarajan examined the proposal and ordered a site inspection by a two-member panel.

Rahmani said Megapodes are found only in the Andaman & Nicobar Islands and their population has declined dramatically in recent years. Studies have indicated that Megapodes come back to the same place for nesting. "The time and season of firing would be the critical elements in assessing the impact of such firing on the species," he said.

Navy to set up new base in Lakshadweep

The Indian Navy, which is gradually building up capabilities across the island territories to meet the new world order, is all set to open its full-fledged shore unit at the Lakshadweep islands. The new operations base, INS Dweeprakshak, in Kavaratti island would be launched by the end of this month.

INS Dweeprakshak which would be under the Southern Naval Command (SNC) in Kochi, would be the second operations base of the Indian Navy in an island territory, after the one based in Andaman and Nicobar Islands in the Bay of Bengal.

"Indian Navy took the decision to boost its coastal security initiatives after 26/11. Increased incidents of piracy in the Lakshadweep waters is another reason for setting up the base", said the officials.

The new base is expected to be inaugurated on April 30. Presently the Navy has two detachments at Lakshadweep in Kavaratti and Minicoy islands under a Naval officer-in-charge of islands. The decision to have a full-fledged shore unit on the islands was taken more than a year ago, after increased presence of pirates was reported from this region.

Once fully operational, INS Dweeprakshak will have new aircraft, warships and helicopters operating from there along with other operational capabilities. Last year, Indian forces had thwarted a couple of pirate attacks near the Lakshadweep and Minicoy islands.

"It would be an independent establishment under the SNC. That will help in taking decisions on financial matters and administrative decisions," sources said.

It's pointed out that the new operations base would be effective in preventing intrusions to India's Exclusive Economic Zone(EEZ) and secure country's territorial waters. The island chain's proximity with neighbouring nations like Maldives adds to the need for better sprucing up of security.

As part of its efforts to spruce up coastal security initiatives, the Indian Coast Guard had set up a new District Headquarters at Laksahdweep islands. It was only a week back that the Coast Guard had established one more station at Androth island.

Two days back the Southern Naval Command in association with Coast Guard District Headquarters No 12 at Kavarathi, organised the coastal security exercise 'Neptune-05' for the islands.

The Defence Minister had recently pointed out the need for securing the country's island territories. The Centre has made special allocation for improving island security. The Ministry of Defence(MoD) is also setting up a chain of radar stations across the coastal boundaries of India for better surveillance. Lakshadweep islands will have four radar stations.

Hope the delicate marine environment is not damaged.

On second thoughts, we should not have in Lakshadweep and instead have in Maldives. Even if there is any problem it is their reefs and not ours.

I guess only small boats will be used. A boat with a draft of 1 metre may be able to navigate the reefs without damaging itself.

India on Monday took a major step forward towards strengthening the security of it's island territories by setting up a second naval base at Lakshadweep islands.
The base, christened INS Dweeprakshak, was commissioned at Kavaratti in the Lakshadweep archipelago by Southern Naval Commander Vice Admiral K.N. Sushil.
The base will not only provide additional coastal security to the 36 islands in Lakshdweep archipelago but will also guard the sea lanes used by merchant ships and help in intelligence gathering.
"Lakshadweep islands form the maritime frontiers of our country on the western side. Commissioning of a full-fledged Naval Base is another milestone in the commitment of Indian Navy to maintain effective coastal surveillance and defence capability," Vice Admiral Sushil said.
Radar stations and other surveillance measures have been put in place for monitoring the shipping traffic and intelligence gathering in the area.
A firmer footing in the islands, which are spread out astride some of the busiest shipping lanes of the world, would provide the necessary wherewithal to the Indian Navy to discharge its responsibilities. Lakshadweep is India's only coral island chain.
The archipelago consists of 36 islands, 12 atolls, 3 reefs and 5 submerged banks. Only 10 islands - namely, Agatti, Amini, Andrott, Bitra, Chetlat, Kadmat, Kalpeni, Kavaratti, Kiltan and Minicoy - are inhabited.
The islands have a total area of 32 sq.km. and the lagoons enclosed by the atolls cover an area of 4,200 sq.km.

More than a decade after its inception as the first and the only theatre command of the Indian Armed Forces --Andaman and Nicobar command is all set to come under the overall supervision of the Indian Navy, permanently.

In principle decision to this effect has already been taken by the three services unanimously and a formal proposal has been sent from the office of the Chairman Chiefs of staff committee to the ministry for its approval, highly place sources told Defence Express.

The tri-service character of the command will remain intact, but the lead role would be played by the Navy which was rotational or rather irrational till now, sources in Ministry of Defence confirmed. The command was raised as crucible to enhance the jointness amongst the three forces on the experimental basis and its performance as well as the success was to be reviewed periodically.

The experiment of Andaman and Nicobar islands(ANC) was not proving to be complete success as the commander-in-chief of the command, a three-star officer was to head it by rotation triggering a whole lot of seniority and other related organisational issues. Indian Navy, being a lead agency in the Indian Ocean region had all along been advocating a supervisory role for itself of this strategically important command, though without any success.

Recently when the discussions were held to create three more command- cyber command, Special Forces command and the space force command, navy played a smart card and got what it was pushing for, an official said.

At the level of Chairman Chiefs of Staff committee discussions, Cyber command was being offered to the Indian Navy, sources said, while the Special Command was to be headed by the Indian Army and the Space Command naturally was offered to the Indian Air Force. Navy, according sources, suggested that seeing its role in the Indian Ocean region, ANC should come under its fold, permanently while the Cyber Command be headed by rotation. The idea got clicked and accepted by the all three forces, sources said.

Three existing unified commands — ANC, Strategic Forces Command (SFC) and Integrated Defence Staff (IDS) —were being headed by the three services by rotation but now ANC would come under the Indian Navy and Cyber Command will be headed by three services on rotational basis.

The Andaman and Nicobar Command, created in 2001 on the recommendation of a Group of Ministers was to address the threat posed by China along the 750-km long Andaman and Nicobar archipelago comprising a chain of 572 islands, and is located about 1200 km from mainland India.

The A&NC was also mandated to assist the multinational Malacca Straits Security Initiative, aimed at curbing threats in the Strait of Malacca.

It seems rational.

New Delhi: As the race for the Indian Ocean region heats up with India, China and the United States trying to dominate the region, South Block is all set to hand over the controls of the Andaman and Nicobar Command (ANC) - India's strategic outpost in the Bay of Bengal - to the Indian Navy.

The ANC was set up 13 years ago following the Kargil Committee report, partly to buy peace among the three services and partly to ensure that all three gear up to operate from the region. The command was rotated among the three services - Army, Navy, and Indian Air Force.

But after 13 years, there is a growing realization that the required infrastructure at ANC hasn't come up because of lack of focus and appreciation of requirements of the Navy. The Navy, too, has officially written to the Ministry of Defence (MoD) stating that development of the ANC is not satisfactory.

"Some key infrastructure needs to come up immediately if the Navy is expected to operate with ease on the Eastern and Western board of Malacca Strait. Unfortunately, these haven't been addressed. The fact that the command has been rotated among the three services has added to this delay" a senior Navy official told NDTV.

For instance, in 2012, the Navy operationalised INS Baaz, an airbase at Campbell Bay at the very northern tip of the Andaman and Nicobar Islands. It overlooks the Malacca Strait through which the crucial Sea Lane of Communication (SLOC) connecting China to the rest of the world passes through. Although the naval airbase is in operation, efforts to increase the runway and turn INS Baaz into full-fledged air base hasn't materialised yet.

Similarly, the Navy wants bigger fuel, ordnance and storage dumps. But in the last 13 years, plans to make the ANC a forward outpost of India capable of repairing, equipping and launching ships and aircrafts for missions hasn't come up.

"Can ANC handle and equip a fleet if required?" a senior Navy asked.

With the Navy getting a second aircraft carrier, INS Vikrant, the need to develop a forward operating outpost that can equip, repair and launch an entire fleet becomes all the more important.

Sources tell NDTV that the Defence Ministry is now likely to move the Cabinet Committee on Security (CCS) to hand back the Andaman and Nicobar Command to the Navy. It is also likely to press for the additional commands, Special Force Command and Aerospace Command, to be handed over to the Army and the Air Force respectively while the third additional command, Cyber Command, is headed by the three services in rotation.

The two more aircraft carriers and three more nuclear submarines would change that in next five to seven years.
