Is Indian Army getting the 11 Apache Hepters under 'Option Clause' because the quantity is exact 50 % of order quantity placed by MoD for IAF ?

will/can AH-64E & LCH data link ?
Helicopter data linking is not very important as helicopters have low range. Even the ATGM fired from helicopters have range less than 15km. Data link is useful in planes as the range is generally higher

U.S. State Department approves sale of six AH-64E Apache helos worth $930 million for Indian Army

The deal will include 14 T700-GE-701D engines, four AN/APG-78 fire control radars and other radar equipment, seven of the Apache’s Modernized Target Acquisition Designation Sight/Pilot Night Vision Sensor systems (MTADS-PNVS) and 14 Embedded GPS Inertial Navigation Systems.

The proposed sale also includes 180 AGM-114 L-3 Hellfire Longbow air-to-surface anti-armor missiles; 90 AGM-114 R-3 Hellfire II air-to-surface missiles; 200 Stinger Block I-92H air-to-air missiles; rockets; 30 mm cannons and ammunition.

It also includes simulators, communication equipment, spare and repair parts, training, engineering and other support.

The order of six helicopters is in addition to an order for 22 AH-64E Apache helicopters India placed in September 2015. Deliveries of the initial helicopters are scheduled to begin in 2019.

How do you deduce that? Helicopters have sensors on them as well who's range and capability to gain data from the battlefield on the ground is higher than a high altitude sensor. AH-64E has the Longbow radar for example.

Data links in this case are vital for sharing targeting info.

We will be owning these. US is selling these to us, not leasing them out unlike Chakra. So we would have the very right to use them where we wish.

It has nothing to do with Trump. It's the US Congress that passed a very restrictive bill (in order to squeeze Trump from being a Russian stooge). Any relaxation must also come from US Congress itself!

Data link is a common communication technology. It is not state of the art technology. The sensor data which goes into HUD or avionics can be redirected towards sharing via secured digital wireless communication.

Coming back about the usage of such sharing in helicopter, the range of helicopter missiles are low and altitude is low. So, the target acquisition etc can be done mostly by visual means (zooming lens) or by small radars. Long distance target acquisition becomes pointless.

Countering America’s Adversaries through Sanctions Act (CAATSA) does not have waivers built into it, which can be given by president. The law has to be amended by their congress.

USA is not giving any high end technology to India. So, refusals will only oblige USA to refund the money to India. Apache may be a good chopper but is definitely not a game changer. LCH can replace Apache to a good extent (except for ammunition payload).

True....

sanctions have proven good for Indian defence tech. It allows no choice but to develop the tech without dependencies.

That depends on the govt. If it is a crooked government, they will use imports as an excuse to not develop indigenous weapons. If it is a good government, imports will be used to study the design and reverse engineer it to develop and fine tune indigenous weapons. It is not necessary that imports always damage indigenous weapons development.

They have no right to dictate how India uses them.

March 2019 Apaches and Chinooks will come.

Interesting that there hasn’t been much talk so far of ordering more Chinooks but more Apaches are being optioned. Chinook is perhaps just as much of a game changer for India, we need as many as we can get.

Actually, Chinooks are more important than Apache. India already has LCH for combat roles. The payload of LCH may be limited to 2.5 tons at sea level and 1.5tons at 15000 feet, which is about 70% of Apache. But, that should be enough for helicopters and good enough to do the job.

The Chinook is a heavy lifter and can be very useful in carrying bigger payloads. India has no projects to rival Chinook for the time being that can carry as much payload. So, Chinook appears to be more important than Apache

Exactly, Chinook is bringing a capability that India won’t have by any other source for a long time.

And whilst Apaches/attack helicopters will only ever be useful during actual conflicts, the Chinook will be useful every single day across the country as a utility transport.

According to the Firstpost:

Indian Army could soon get six AH-64E Apache attack helicopters as US approves sale in $930 million deal

The United States government has approved a deal to sell the Indian military six AH-64E Apache attack helicopters for $930 million, the State Department said on Wednesday. The agreement has been passed to the US Congress for approval, but if no US lawmaker raises an objection the contract is expected to go ahead.

Boeing and Indian partner Tata have begun to produce Apache fuselages at a plant in India, but today's approval concerns a direct sale of finished products from US manufacturers. The lead contractors are US arms, aviation and engineering giants Lockheed Martin, General Electric and Raytheon.

In addition to aircraft, the contract includes night vision sensors, GPS guidance and hundreds of Hellfire anti-armour and Stinger air-to-air missiles."This support for the AH-64E will provide an increase in India's defensive capability to counter ground-armoured threats and modernise its armed forces," the US Defence Security Cooperation Agency said, in a statement.

"India will have no difficulty absorbing the helicopters and support equipment into its armed forces. The proposed sale of this equipment and support will not alter the basic military balance in the region.
