7-year-old raped at government school in Delhi, protests turn violent

    NEW DELHI: A seven-year-old girl was raped at a government school in Mangolpuri area of northwest Delhi on Thursday afternoon, triggering violent protests by locals who were cane-charged by police.

    The girl was found in an injured condition inside the school and later taken to Sanjay Gandhi hospital. The victim's parents informed the police about the incident on Friday morning after doctors confirmed sexual assault. The girl's private parts are partially damaged, a police officer said.

    "The victim was raped by a man inside the school campus on Thursday. Her parents approached us on Friday morning and a case has been registered. The victim could not tell us anything about the attacker. We are investigating the case. We are questioning the male staff, including teachers and a guard," the official added.

    Enraged over the incident, locals, including a number of women, staged protests in the locality as well as near the hospital.

    A section of the protesters later turned violent near the hospital and pelted stones at vehicles and broke police barricades. Some policemen and locals were injured in the incident.

    As protests spread, the gates of the hospital were closed for sometime.

    The protesters alleged police were not actively pursuing the case and arresting the culprits.

    At least three government-run buses, PCR vans and some private vehicles were damaged in the incident. Police have been deployed in large numbers to ensure no untoward situation in the locality.

    Condemning the rape of the girl, NCW chairperson Mamta Sharma said incidents like these are on the rise and unless tough punishment is incorporated, the mindset of such offenders will not change.

    "This is a case of rape of a seven-year-old girl. I believe that tough action should be initiated...I will also send the matter for enquiry in two to three days," she said.

    Reacting to the incident, North Delhi Municipal Corporation promised all possible help to the victim.

    "We are looking into the matter and gathering more details. The information is sketchy at this point but if someone from the school is found guilty, we will take immediate action," Mahendra Nagpal, Leader of the House in NDMC, said.

    Rekha Gupta, NDMC education committee chairperson, said the child was picked up by her mother on Thursday afternoon. "It was only today morning that the parents complained to the police about the incident that they said happened in the afternoon," she said.

    "However, we immediately presented all the school staff before police for investigation. The child has not identified anyone from the school as of now...We have already told the family that we will support them not just in the investigation but also extend medical help to the child," Gupta said.

    It seems nothing has changed on the ground despite protests, making new laws, increasing vigilance. Very sad days in the country.

    Stiff punishment for rape, especially of minor children, is the only solution. Rape is not hapenning in Naarth India alone - just that law and order is relatively better in S and W India

    This is shameful. But don't worry, Govt will announce a 'package' in next budget & maybe another all-women bank. That will take care of everything!

    Please, what did you expect? New laws and the like aren't going to address the deep social issues that exisit in the minds of the a-holes who think it is okay to carry out such heinous attacks. Mindsets don't change overnight. A govt can only do so much, the problem lies in Indian soceity and there is little the govt can do to address this, and what it can do takes decades to bear fruit.

    What can the GoI do? assign a NSG commando to every female in India? The police/govt cannot be everywhere at all times, I fail to see what, realsitically, the GoI could have done to prevent this incident?


    All the measures- CCTV, GPS tracking, increased PCRs, new laws etc are all reactionary to these crimes. What it needed is PREVENTATIVE action and this can ONLY take the form of education and a change in the mindset of the Indian soceity.


    Everyone is so quick to blame the Govt and lash out at the govt, but the fact is the more sinister truth that no one wants to admit is that the fault,blame and guilt should lie with the Indian soceity that has fostered these monsters.


    Why the eff did these idiots attack a public bus?? Why did they attack police?


    Is India the only nation on earth where rapes occur? is India even the nation with the highest rapes per capita?? Answer is "NO" to both questions.

    ^^Who will create awareness in society? Who will educate the society?. Who will protect the society? Who will deter the crimes?. Government.

    Government cannot simply abdicate its responsibility by constituting a 'nirbhaya fund' or by opening a 'all-women bank'.

    There are so far no mass media campaigns by the government to educate people on the crimes against women. It is the responsibility of the government.

    Law & enforcement remains in the hand of Government. Diligent enforcement acts as a deterrent against crimes like these. Surely Govt is not alone to be blamed but it takes the blame twice for failure to prevent the crime & not acting on its pattern troubling society every day. Providing physical security is the fundamental duty of appointed authority for which people dropped their weapons relying on establishment to do the job.

    Media campaigns, protest march or group therapy sessions can not correct this social issue. Deterrent policing action does the job. Any criminal who commits such crime in broad daylight does it because he knows that somehow he can get away with it. On the other hand if you impart that fear in the minds of such animals that there is no getting away from these dirty deeds by making examples, maybe you can see decline in crime rate. And that is the job of Government and its agencies, society can't do anything to play that role unless we descend in anarchy where people reject authority of governing judiciary and serve the justice on streets.

    Govt. reflects the mentality of the people it governs. As for awareness, there have been multitude of ads on DD and other channels about the girl child and equality of women.

    So society cannot give up its responsibility towards women. And punishments should be quick in case of offenses against minor. But the society is still grappling to face the truth that child molestation is a part of daily lives. Till the society does not accept that there is a problem, no solutions can be found(especially in the case of minors).

    Well said. It is a failure of governance and policing and protest marches are not the solution but action from the state machinery !


    BTW Madam Shiela Dixit was suggesting state alone is not responsible society also must introspect !

    I don't think the stiffness of the punishment is enough to stop the rapes. IMHO the mentality should also be changed. Someone should really do research on this topic.

    Rapes cannot be stopped. Realize this. Rapists can be given sufficient punishment which will
    1. Deter those who can be deterred
    2. Satisfy the society's primal urge for retribution

    The only thing that really can change is police and judicial response to the incident. No policy is going to stop a pedo rapist. Has the police not acted appropriately?

    cross examination of witnesses are going on, few days ago through video conference, doctors from Singapore were examined.
