Pakistan has developed the 2,750 km range Shaheen-3 missile to prevent India from gaining a second-strike nuclear capability from Andaman and Nicobar islands, said Lt General (retd) Khalid Kidwai, former head of Pakistan's nuclear weapons division.Addressing the Carnegie International Nuclear Policy Conference 2015 in Washington DC, Kidwai said one sided policies of the United States favouring India – like the NSG exemption for the nuclear deal – have been a destabilizing factor for South Asia. These US policies are unhelpful and unacceptable to Pakistan, he said.Kidwai is currently advisor to Pakistan's National Command Authority (NCA) and was the pioneer Director General of Pakistan's Strategic Plans Division (SPD), which he headed for an unprecedented 15 years till December 2013 – with an unheard of 12 extensions after his retirement from the army. As the head of SPD, Kidwai is credited with conceiving, articulating and executing Pakistan's nuclear policy and deterrence doctrines into a tangible and robust nuclear force structure.Kidwai said that Pakistan's nuclear program isn't open-ended and it has been designed to deter India. In response to a question on the number of nuclear bombs that will be enough for Pakistan, he refused to divulge the exact numbers by suggesting that Pakistan follows the policy of nuclear ambiguity and revealing numbers would be against it. Kidwai added that Pakistan had already moved from minimum deterrence to full spectrum deterrence and the current numbers will be more or less fine for the next 10-15 years. As per the estimates of Arms Control Association, Pakistan currently has between 100 to 120 nuclear warheads as compared to India's 90-110 warheads.Kidwai said that nuclear buildup in South Asia "has made war as an instrument of policy almost unthinkable." He also defended Pakistan's quest for Nasr shoot-and-scoot missile system by arguing that introducing a variety of tactical nuclear weapons has deterred India's conventional capability. He said that Pakistan had developed these weapons in response to India's Cold Start strategy. As these tactical nuclear weapons are mounted on short distance missiles, their command and control is delegated to lower levels in the military. This delegation, with lesser checks and balances, raises concerns about the safety and security of the nuclear warheads.Kidwai revealed that operation control of nuclear weapons is with the SPD and NCA although some day to day delegation has been made to the three defence services.Kidwai questioned that when the Indian space program with ICBM potential doesn't trouble anybody, why does the development of a Shaheen-3 missile by Pakistan bother everyone. "Why aren't India's nukes and missiles troublesome?," he asked.Kidwai also revealed that Pakistan's sea-based second strike capability is a "work in progress" and will come into play inthe next few years. Ruling out nuclear submarines for Pakistan, he said "I won't say nuclear submarines, but if broadly talking about a second-strike capability for which submarines are a platform, yes."India operates a nuclear submarine, INS Chakra anmd is currently testing another indigenously developed nuclear submarine, INS Arihant.On Pakistan Army's connections with extremist militant groups, Kidwai said that these issues are remnants of historical superpower games in South Asia. "To say that I should tell my colleagues not to get involved is too simplistic and naive, it is the historic reality which dictates this need," Kidwai argued.

Looks like Kidwai's 15 years as DG SPD is complete waste. When ever we will have second strick it will be at sea. Arihant at sea trial now.

A1 is Pakistan specific. Its range cant allow it to fire from A&N. As usual he is foolings its madarsa educated public.

What's of importance is him confirming deploying tac nukes with command in hands of junior ranks. Junior ranks more close to Jihadis ideologically thanks to their brainwashing from day 1.

Also from his statement, Pak will not only use tac nukes against Indian soldiers during cold start but also look to strike India's nuclear delivery platforms. That's why he says Pakistan is looking to stop India's 2nd strike. So they are looking at the option of debilitating counter force strike although they don't have the capability to track all our missiles or subs. But we should take it seriously enough. They are putting nuke missiles on board surface ships. Probably rig the Augusta subs with nuke tipped LACM.

We should revisit our own nuke doctrine on how to terminate a nuke exchange & not escalate it. Massive retaliation should be scrapped. Pakistan is looking to make a huge arsenal that's for sure

@Yusuf, there is huge difference between what Pakistan says and what Pakistan does. Pakistan is a propaganda nation.

Pakistan's immediate problem is holding its country together. It is a country that is tearing at the seems.

A nuclear option for both countries is difficult bordering on the impossible. There are no protection measures in place - either for military, or civil population. There are too many variables that can go wrong for Pakistan even if it desires a "massive" attack or a "tactical" attack on India.

The form factor for a what amounts to a so called 'Tactical Nuke' in Indian scenario, would be a perfect fit for a large number of our missiles. The technology required has been there for a very long time. Anything more than a 500 kg sudarshan guided bomb or a first generation Prithvi for ensuring a multiple strike capability for Pakistan is would amount to, we embarrassing our scientific community. Besides the whole depth of Pakistan is a mere 150 km from our borders. We don't need Subs and Ships and Sukhois for Pakistan.

What we need against Pakistan is to be able to assure mutually assured destruction to China. China is its father and only a father can control his kid. Fortunately for us there is a whole lot more development and wealth in China that it can lose in a proper exchange. This is where we need the Subs and Sukhois and 4000 km IRBMs that can carry large tonnage. Large tonnage we need because the bigger nukes are the only things we have due to half success of Shakti tests :p. This is the exact route being taken for now by the Indian government lead by both UPA or NDA. Even the world community is happy to see us do that.

You cant run the country fir long time on aid money. Uncle is going out of Afghan. So no free aid now.

India does not survive on goodwill of Pakistan. Let the terrorist come as you say.
Shaheen etc. should not worry Indians. Two reasons - a. No valid proof it even exists. b. Does it work as advertised?

Pakistan is a propaganda nation. If it was real, its people would be prosperous and happy.

ROFL another Paki propaganda , These inbred fools think they can cripple India with their tiny nuclear and missile arsenal in the first strike itself . India's second strike will wipe Pakistan from the map of the world if those fools think they can use TNW and keep it below the nuclear threshold. For us there is only strategic nuke no tactical. In 10 years we will have a BMD which will stop most Pakistani missiles if not all.

Yeah Saheen 3 is 2750 km, it will stay so until Saheen 4 appears. Then S-3 will be reduced to 2000 km and S-4 will be 3000 km. The same thing happened with S-2 which until S-3 came was boasted to have a range of 2500 km. After test of S-3, the range of S-2 was reduced to 1500 km. :rofl:

The article misses the point that India is currently going to build six nuclear boomers over the next 10 to 15 years and with a robust Ballistic missile defence of exo atmospheric , endo atmospheric and boost phase defence over the next ten years though boost phase defence is going to be very tough. This will give India a robust second strike capability. The estimates of Arms Control Association about India having only 100 to 110 warheads is also wrong and clearly off the mark , we have a significantly larger arsenal than Pakistan .
