WASHINGTON: President Barack Obama has signed a massive annual defence policy bill which grants $1 billion to Pakistan for the expenses made by its army in support of the US military operations in war-torn Afghanistan.

The National Defence Authorization Act for the fiscal year 2015, signed by Obama on Friday, sets overall defence spending at $578 billion which has provision for release of Coalition Support Fund amounting to $1 billion to Pakistan.

CSF is not a military aid but a reimbursement to Pakistan for the expenses made by the its army in support of the US military operations in Afghanistan.

Though there are conditions attached for the disbursement of the amount to Pakistan, with regard to it taking action against terrorist organisations and in particular the Haqqani network, but as usual the defence secretary can waive off these certification under national interest, as has consistently been the case for the past several years.

US and Pakistan are now holding talks on extending CSF even after the withdrawal of US troops from Afghanistan.

The NDAA asks the defence secretary to submit a report to the Congress on US-Pak bilateral security co-operation within the first 90 days of the passage of this bill and every six months thereafter till December 2017.

According to NDAA 2015, out of the $1 billion, $300 million would not be released to Pakistan unless the defence secretary certifies to the congressional defence committees that Pakistan has undertaken military operations in the restive North Waziristan that have contributed to significantly disrupting the safe haven and freedom of movement of the Haqqani network.

The defence secretary also needs to certify that steps were taken to ensure that North Waziristan does not become a safe haven for the Haqqani network.

In the report, the Congress also seeks a description and assessment of the effectiveness of efforts by Pakistan, unilaterally or jointly with the United States, to disrupt operations and eliminate safe havens of al-Qaida, Tehrik-i-Taliban Pakistan and other extremist groups such as the Haqqani Network and the Quetta Shura Taliban.

It also seeks assessment of efforts by Pakistan to counter the threat of improvised explosive devices and the networks involved in the acquisition, production, and delivery of such devices and their precursors and components.

It means, Pakistan is getting this amount against the expenses occurred during Lodging and Fooding of Osama Bin Laiden and Family, Construction of Safe House and further strengthening the Afghan Taliban to make an effective WOT. Reimbursement against Amreekan Drone Attack in Pak Soil is pending due to confusions as Amreeka is telling that more civilians got killed than Terrorists, but Pakistan is claiming that those who Killed in drone attacks were terrorists.

Bheek part is not included at all on a good gesture towards Amreeka (though PA is manipulating the expenses by overcharging). Begging strategy has been shifted towards China and Soudi. :taunt1:

US is narrow-minded and does not see terrorism against India with same lens. India must have its own policy on how to deal with state policy of -----stan to use LeT,other terrorist org to attack India.

Since terrorist org are directly/indirectly supported by Porky army, they should be considered as Porky army executing operations against Indian state(irrespective of where it happens like J&K or even if they are not directly involved in those attacks). In such situation a fitting reply should be given by Indian forces along IB and LOC directly inflicting damage on Porky army infrastructure.

I am not sure if our Indian govt has such an policy against these paid terrorist used by porky army or any policy on what Indian response should be. We should have some effective policy of our own rather than expecting US/UN to force Porky army to stop terrorist activities towards India(which hasn't worked anyway in last 30 years). Until Porky army wags its nuclear tail, US is likely to sign an paycheck for them under the name of war against terror even if it is known by most US congress man that -----es are playing double game.
