LAHORE: With mercury inching towards 40 degrees Celsius in most parts of the country and water discharge from two major dams reduced because of low irrigation requirements, electricity shortage shot to 6,000MW on Thursday, forcing authorities to resort to 12 to 18 hours of loadshedding.

According to officials of the Pakistan Electric Power Company (Pepco), all the determinants turned nasty for the sector's managers in the last two days.

Describing the bleak scenario, they said water discharge was reduced, the temperature shot up and power plants of 2,700MW capacity were closed because of fuel shortage.

In addition, two long-term problems were refusing to go away. The bills' recovery was stuck at only 86 per cent for the last several months, adding almost Rs300 million per day to the outstanding amount.

On top of that, the government had delayed subsidy payment. Of the Rs32 billion dues, the government had cleared only Rs10bn about 10 days ago, leaving a deficit of Rs22bn. Over the last 10 days, another Rs8bn might have been added to the bill, taking the total close to Rs30bn mark.

"Because of these two factors, the power planners are unable to run the plants," said a Pepco official.

Of the total thermal capacity of about 3,000MW, the company was able to produce only 1,350MW on Thursday. The contribution from the independent power producers (IPPs) was down to 6,400MW and hydel projects produced 1,700MW — amounting to about 9,500MW of total generation.

"Everyone, including the government, knows and acknowledges that it is going to be a tough summer," said a former Pepco chief. Still, no one was interested in setting things right before the summer. The entire sector was being run on an ad hoc basis.

Over the past 13 months, the entire official focus had been on attracting investments in generation, knowing well that it was a long-term process. This in turn had taken official attention and planning away from the efficiency of the system.

The government had simply forgotten that efficiency improvement could partially solve the problem. So, the efficiency side had been ignored grossly.

In those 13 months, none of the 16 important companies of the sector could get a permanent head. Even the chiefs of departments who were appointed by the PML-N government got "ad hoc, additional or acting charges".

If the government continued to pursue policies which created certain problems in the first place, how could it expect better results, wondered the former Pepco chief.

I don't want to do an India-Pakistan comparison here. I just want to point out how serious the Pakistani power situation is by comparing to India's.

So, here goes.
Peak power deficit in India rises to 4.2 per cent in December: CEA - Economic Times
India's peak power shortage increased to 4.2 per cent, or 5,547 MW, in December from a month earlier due to lower hydroelectric and wind power production, according to official data.

Electricity demand in the country last month was 1,32,786 MW, of which 1,27,239 MW was met, data with the Central Electricity Authority (CEA) showed.
We have an installed capacity of 238GW and we wanted 132.7GW and we managed 127.2GW. The difference is less than 6GW.

Pakistan has an installed capacity of 22GW, demand is 17GW and they managed 12GW. The difference is 6GW.

So, India's power deficit is hanging in the 4% bracket while Pakistan's power deficit is in the 40% region.

What's more important is that India's power deficit is considered to be quite high.

12-18 hours is exaggerated, it does not happen every day. Though loadshedding remains a huge challenge, shortage is somewhere between. 1.700-2.800MW depending on the temperatures which results into 4-8 hours of load shedding in major marts of the country.

400+ million people in India have no access to electricity at all, that is more than twice the total population of Pakistan.

My reply was not for you but since you are so concerned about people in Pakistan being in the dark, would you like to share some thoughts about these 400 million people, worlds lagest concentration in a single country being left in the dark in ever so shining India?

as a paki u will think negative and see half glass empty, if we take ur 400 million without bizlee there are 800 million with it. 4 times population of Pakistan:lol::lol::lol:

There isn't enough money to keep the system — a mix of private and state-run enterprises — running or to fix faulty infrastructure that leaks electricity. Nor is there enough capital to develop cost-effective, energy-efficient alternatives. "If we do not solve the energy problem in the next three or four years, [Pakistan] won't be safe," Khawaja Muhammad Asif, Minister for Water and Power, tells TIME. "We will ultimately end up with no electricity, no water, no employment, no money. This is very critical to our survival."

The real reason for Pakistan's state of affairs is aptly stated by the Pakistani Minister thus:

Imho size shouldn't matter, it's no excuse to justify shortcomings of a nation nor does it give us the right to point fingers at other countries when you hold 25% of the world popation living without electricity.

Size matter, if you look at the issue, pragmatically.

It increases the grid infrastructure and that costs money.

A Smaller nation will have a smaller grid and so the infrastructure will not have to be spread far and wide and thus saving costs.

India's electrification rate is 67%(as of 2011) while that of P.u.k.istan is 62%. even in that 62%, Pakis cant provide continuos electricity:lol:

Isn't it embarrassing that it's still only 66 %? What's wrong with Indians? They don't want electricity? There should be nationwide protests to demand electricity.
