ISLAMABAD: Due to financial constraints and non release of funds by the federal government, the Pakistan Air force (PAF) has suspended its up gradation and development plan called "Air Force Development Plan 2025," says a report of the Senate's standing committee on defence Thursday.

The committee quoted Air Chief marshal Tahir Rafique in its report, who, it said, told the committee members during its recent visit to the air headquarters that the AFDP 2025 programme was launched in 2003/04 by former president Pervez Musharraf aimed at making it at par with modern air forces of the world.

He said under the plan, the PAF received money by the federal government till 2007.

"After 2007 PAF did not get a penny from federal government and had to shelve the plan," the air chief was quoted as saying in the report by its Chairman Senator Mushahid Hussain Syed.

The report further said that due to suspension of the development plan, PAF had to close number of projects which have affected the overall up gradation in the country including air bases, jets and other facilities.

The report also quoted air chief as saying that the PAF was also not given full share in the defence budget and it received only 60 per cent of the whole budget allocated for PAF.

The report also quoted air chief as saying that the PAF was also not given full share in the defence budget and it received only 60 per cent of the whole budget allocated for PAF.
No modernization special funds, also 40% cut in annual budget.
Now for PAF it will be difficult to keep these existing inventory flying.

Also, the modernization plan has been shelved since 2007 but had been kept under wraps till now.
if it were India, the news would have been out in that year itself.

Pakistani members should introspect about how their govt. and Armed forces are transparent in their plans.
Also, the argument that JF-17 has been inducted in numbers by extrapolation of induction data holds no grounds.

Finally, they should also see what ground they hold, when they mock the delay in MMRCA induction.

I wonder quite often how Pakistan continues to survive with so much going on. Nukes and all are fine, but if the people are not happy and the country is neck deep in debt, and if it has been receiving aid for decades, how long will the gravy train run? It is just not the Air Force; even their railways are out of shape, and they won't even be able to transport armour and artillery if war breaks out.

This is the reason why soldiers should be in the business of defense, and not in the business of running clubs, tourist resorts, grocery stores, transport agencies, etc..

Pakistan urgently requires a descent growing economy to continue with its military industrial development and growth as planned. Pakistan is too dependent nowadays on handouts from USA, China and other countries"¦ The current defense budget leaves nothing for other productive expenditure such as education, industry, health care and infrastructure"¦

I see a major setback for PAF and Navy for their force upgrade & modernization in years to come"¦ Navy is not getting the required fund for its new fleet additions while the Air force with be left with the monkey called JF-17"¦ The real problem will start when the out dated F-7's & Mirage III/IV will start phased out"¦

Due to mismanagment and unnecessary prority Pak eco in deep trouble their basic infrastructure in big trouble be it railways or electricity. If army runs a country they will justify their expenses. India has never attack them still we are painted as enemy. They have eaten grass, dont know what is next on their menue.

PAF / PAK ARMY development depends on the mercy of China and saudis.

waise bhi, pakis dont need armed forces development as they already in bed with china and made sure nobody knocks on their door.:sad:

They already succesfully manage to engage india via china route:sad::sad:

Sir, you should have specially mentioned the stealth JF-17 block III.
Well XYZ cover all.

We have to do two things first induct offensive systems so that Pak was forced to go bankrupt while trying to maach up and second to make sure IAF has air superority in Pak air space.

Situation in Pak is going to get worse, uncle is ggoing out of afgan in 2014 so no transit rights fee, no free military aid no money to fight talibs. OBL their hen which laid golden eggs is dead they cant milk uncle any more. Post 2014 they need funds for talibs to. Take over Afgan.

I think they will be forced to go with current junk fighter to have minimum capabilities. When MRCA comes that will shock them and forced to increase spending.

Fair suggestion, Pak army historically had not only got the Lion's share of funding but also dictated the amount of grant for her lesser siblings( PAF,PN)
PN with their own admission have given up the ambition for matching the Indian Navy and have adopted the defensive strategy.
Pakistan army is also aware of the disproportional nature of holding resources between the two armies.
In this scenario PAF was like last man standing for Pakistan armed forces which could boast of a professional conduct in a shoe string budget.
But, this also seems to be past.

This finances surely has been rerouted to the army.
The current expenditure of Pakistan army is two fold
1. the cost of fighting against insurgents
2. modernization.

During Kargil war our artillery advantage over Pak army who then possessed the 130mm howitzers was considerable.But in present scenario we don't hold any advantage as they have inducted 155mm 52cal tracked and sp howitzers in numbers and also procured Nornico A-100 mbrl.
Sadly, it is the sector where we still could not exorcise the ghost of Bofors.

so, they are modernizing in an area where they think they can match us, also they may have done this to effectively block our CSD.
So, the lesson for us is to quickly modernize our artillery and infantry along with our Air-force.

Secondly, the CT-COIN grid in which Pak army is engaged is also a money draining affair.
currently Pak army uses toyota soft skinned 4wd pick-ups for operation, and with growing causality and resentment they have to move on to MRAPs and APC's
for which they have eyed the USA stuff in Afganistan.
If, we could block the transfer of these equipment to Pak army by USA we could very well divert their funds into buying them and so, thereby slowing their procurement of offensive platforms.

India really needs to speed up its military build-up, keep the rhetoric high on Pakistani side, while arming the Afghans to the teeth. This will prevent Pakistan from using its limited resources for development. If we can keep this up, Pakistan will self-destruct.

The reportedly spend billion annually on nukes.

btw they should make a "National Begging Plan 2014-2018" based on their current situation which is in a catch22 situation.

J-11Bs(equivalent though superior in avionics to su 35) and instead change the design of J2x to twin engine

you airforce didnt get 40% of its assigned funds and you are talking about twin engine. Single engine kai paisa to nahai hai aur baat karata hai double ki...........:rofl:
