WASHINGTON (Reuters) - The $17.7 billion the Pentagon, State Department and U.S. Agency for International Development spent on reconstruction in Afghanistan in 2007-9 went to 7,000 contractors under a confusing system, a U.S. audit body said on Wednesday.
