Vietnam has called on India to actively support for a peaceful settlement of disputes in Southeast Asia. This was declared by Prime Minister Nguyen Tan Dung on the eve of his visit to India.
"Vietnam hopes that India, with its increasingly important role, will make positive and responsible contributions to the maintenance of peace and stability in the region and the world", declared the Vietnamese prime minister while speaking to Indian news agency PTI.
In course of his visit, which began on the 27th of October in New Delhi, Nguyen Tan Dung is expected to discuss the progress achieved in the military-technical cooperation between Vietnam and India. Both countries have a long and successful history of cooperation in the military field. Vietnamese pilots and sailors undergo training in India. Delhi supplies Hanoi supplies with spare parts for warships and has opened for Vietnam a credit line of $ 100 million for the purchase of military equipment and technology. Vietnam has expressed interest in the acquisition of Indian-made offshore patrol vessels. And India has made it clear that Vietnam might become the first buyer of supersonic cruise missiles of the joint Indo-Russian BrahMos production that has no equals in the whole world, says columnist Vladimir Shcherbakov from the Russian newspaper "Independent Military Review".
"India has long been expanding its presence in the Asia-Pacific region. Southeast Asia is situated at neighboring areas of national interests in the Indian Ocean. And India, while striving to acquire the status of a world power, is interested in the strengthening of ties with the region. The growth of contacts in the field of military-technical cooperation is one of the methods of comprehending this strategy".
But the coming together of India and Vietnam, especially in the sphere of military-technical cooperation is fraught with an aggravation of Delhi's relations with Beijing. China is wary of India expanding its presence in the South China Sea. The debate on the territorial jurisdiction of a number of oil-rich areas in the high seas has already resulted in a diplomatic incident. Last month, China asked Indian naval assault vessel, INS Airavat, which was on a routine call at a Vietnam port and was travelling in open international waters in the South China Sea, to leave the waters, terming them as "Chinese waters".
India's intention to supply Vietnam with the BrahMos missiles which can effectively destroy naval targets, according to some analysts, could be perceived in Beijing as a hostile move from Delhi. However, this is unlikely to lead to a confrontation between India and China and Tatiana Shaumyan, head of the Centre of Indian Studies, Institute of Oriental Studies of the Russian Academy of Sciences is convinced of this fact.
"In this case, India is primarily acting, based on its individual interests in Southeast Asia. But at the same time, it is like putting a certain element of pressure on China, in light of the troubled situation at the Indo-Chinese borders in Ladakh and in the state of Arunachal Pradesh. Well, finally, the possible sale of missiles to Vietnam is of commercial interest to the country. India is very interested in converting itself from a buyer to a seller of weapons".
According to Indian analysts, India is interested in the forming of a strategic partnership with Vietnam and this country plays one of the key roles in the "Look- East" policy of Narendra Modi's cabinet. India is actively increasing new areas of cooperation with Vietnam by expanding its strategic presence in Southeast Asia. Presently, for example, the possibility of the launching of a Vietnamese satellite into orbit by an Indian carrier rocket is being discussed. And India is planning to create a Center for satellite tracking, data reception and a processing centre in the Vietnamese city of Ho Chi Minh.
