Russia, France, Germany and Spain ... may have to contend with Japan in the race to supply submarines to India. In keeping with their expanding strategic partnership, the Modi government has asked the Shinzo Abe administration whether it would be interested in the over Rs 50,000 crore project to build six stealth submarines in India.

With Japan recently ending its decades old self-imposed arms export embargo, New Delhi has forwarded "a proposal" to Tokyo to "consider the possibility" of making its latest diesel-electric Soryu-class submarines in India, say sources.
India's proposal comes at a time when New Delhi and Tokyo have been steadily strengthening ties under the leadership of Modi and Japanese Prime Minister Shinzo Abe. Modi and Abe, both nationalistic leaders seeking to expand their respective countries' regional profiles, are seen as enjoying a close relationship, which could help Tokyo's chances in the competition. That being said, France, Germany and Russia have all built submarines for India in the past, TOI noted.

Defence projects worth a whopping Rs 80,000 crore were on Saturday cleared by the government which decided that six submarines will be made indigenously... The decisions were taken following a meeting of the defence acquisition council, chaired by defence minister Arun Jaitley, that lasted for over two hours with defence secretary, the chiefs of all three services, DRDO chief and other senior officials attending it.

The bulk of the decisions went in favour of the Navy that was in dire need of up-gradation and capability enhancement.

The big ticket step was the decision to build six submarines in India at a cost of about Rs 50,000 crore rather than source it from outside.

For years China has excelled at antagonizing Japan. Now Tokyo may have the chance to extract some revenge.

According to Indian news outlets, the Narendra Modi government has approached Japan about building it six stealth submarines.

"At 4,200 tons submerged, the Soryu-class is considerably larger than either the [German] Type 214, [French] Scorpene, or improved [Russian] Kilo, and can carry a much heavier weapons load. This size also makes them quieter and longer-ranged than the other boats on the market. At current price expectations of around $500 million, the Soryus are not wildly more expensive than the other boats."
Make no mistake the Soryu is the most advanced diesel-electric sub in Asia.

Japan to Join Indian Submarine Race?
India has forwarded a proposal to Japan asking if it would be interested in a multi-billion dollar project to build six submarines in India, Indian media sources reported January 29.

Since 2007, India has been trying to add six new submarines with foreign collaboration under Project 75I in order to replace a fleet that has been depleted by aging and accidents. But the move has been repeatedly delayed due to bureaucratic wrangling.

The plan has now once again gained steam under Prime Minister Narendra Modi's government. Last October, the Defense Acquisition Council approved the proposal to build the six diesel-electric submarines indigenously at a project cost of around $8.1 billion dollars. All six of them will be built in an Indian shipyard in the country under the "Make in India" initiative, and they will be equipped with both land-attack missile capabilities and air-independent propulsion for greater underwater endurance.

Now, Indian media outlets are quoting sources as saying that New Delhi has asked Tokyo to "consider the possibility" of making its diesel-electric Soryu-class submarines, manufactured by Mitsubishi Heavy Industries and Kawasaki Shipbuilding Corporation, in India. The condition, of course, is that Japan will have to form a joint venture with an Indian shipyard.

The media reports suggest that the move is in line with closer security cooperation between India and Japan, as evidenced by Modi's meeting with Prime Minister Shinzo Abe last year. The potential sale of Japan's Soryus overseas is also not difficult to fathom, given both its reputation as well as the attention lavished on a potential sale to Australia, which we have recently covered here at The Diplomat.

Even if this is true, it is unclear at this point whether Japan would throw its hat in the ring. And even if Tokyo does, it would be only one of several candidates in the Indian submarine race, which includes the string of usual suspects in France, Germany, Russia and Spain. The Soryus are widely-regarded as one of the world's most advanced diesel-electric submarines, and they have several notable traits including their size and long submersion times. But the decision may come down to a range of other factors, including compatibility and the fact that several of the other candidates already have experience building submarines for India.

It may be a while before we find out the outcome — The Times of India suggests it could take over two years just to select a tender winner. It may take another seven to eight years for the first submarine to roll out. As is often the case with Indian defense issues, the actual time frames may vary.

In the meantime, a committee is scheduled to submit a report to the defense ministry next month on the domestic shipyards capable of manufacturing submarines. Defense officials have suggested that the tender or request for proposal to shipyards will be issued this year.

This us even more unlikely pak bought 214.
Sir Type 216 is revolutionary different than Type 214 just like Type 214 is different from Tye 209 (Shishumar Class).
Pakistan Navy is not buying Type 214. They just can't afford it. They are in negotiation with China now.
IN bought Scorpène-class submarine even though PN operates with Agosta-class submarine.

I have seen/heard unconfirmed reports that IN is looking forward for completion of Type 216 submarine design but may go for other design in stop-gap mode.

India's Project 75 SSKs: Too Late to Save the Submarine Force?

DAC clears Project 75i, but conditions set by India's political class have cut the throat of their future submarine force structure.

Oct 24/14: Project 75i. India's top-level Defence Acquisition Council clears INR 900 billion in acquisitions, including INR 530 billion for Project 75i to build 6 AIP submarines in India. The government intends to identify capable shipyards for the foreign partnership within the next 2 months, from among 7 major shipyards (4 of which are state-owned).

Wouldn't it be better to have the outside partners identify their preferred shipyards, since their primary incentive is directed toward contract performance rather than the results of political lobbying? One might add that if the chosen submarine vendor ends up disagreeing with India's shipyard choice, it's only going to prolong negotiations whose late timing and contract structure already guarantee a force crisis for India's submarine fleet.

Other DAC clearances today include 2 SDV underwater commando delivery vehicles; up to INR 32 billion to buy and license-build about 300 Spike family launcher systems and 8,000 missiles; INR 20 billion to have the state-owned Ordnance Factory Board build about 360 more BMP-2 tracked IFVs under license; and INR 18.5 billion for 12 more license-built Do-228NG short-range transport and maritime surveillance aircraft from HAL. Hopefully, with the new Govt in the saddle there will be some political pull to at least get the projects sanctioned to build gets fructified.

That's the problem here. If we build, we are late and it would take too much time. If we buy, that would go against the current government's vision of "make in India". Honestly, I wouldn't point fingers at the government if they buy some urgently needed fleet to get back on our feet (as per naval requirements) and then concentrate on building to keep up with our requirements.

Health is good; I have two cardiologists now -- one is Ukrainian and the other is Indian :)

Had the complete cardiac hardware upgrade: stent, pacemaker and defibrillator...
